The ban will have a pitional period of five years.

The NPE ban on textiles is fully implemented. If the NPE content of textiles exceeds 0.01% (i.e. 100 mg / kg), it is not allowed to export to Europe.

NPE, called nonylphenol polyoxyethylene, is a commonly used surfactant component in industrial detergents and detergent products. It is widely used in textile industry and will remain in textile industry.

NPE can easily decompose nonylphenol (NP) in water.

NP is a recognized environmental hormone, which simulates estrogen, interferes with the sexual development and endocrine of animals, and affects animal breeding. Even low concentration is also very harmful.

Moreover, NP can accumulate through the food chain, eventually leading to precocious puberty and a decline in reproductive quality.

Greenpeace, an international environmental group, conducted an investigation on the NPE residue status of textiles in 2011. In August of that year, it released a public report entitled "2/3 clothing" including NPE, including Adidas, Nike, Lining, H&M and other world famous brands.

It is understood that not only the EU attaches great importance to NPE, but also in the background of the global demand for "safety, health and environmental protection" of consumer goods, China's major trading nations and regions have repeatedly increased the control measures of NPE.

For example, in July 2012, Germany proposed that nonylphenol should be included in the list of substances highly concerned by REACH regulations, and nonylphenol could be found in the eighth batch of highly concerned substances list in December of the same year, and was defined as potentially harmful to the environment.

According to the European Chemicals authority, the European Union approved the latest ban by Sweden in 2013 and was strongly supported by scientists from the European Chemicals authority.

In addition, Taiwan region also revised CNS15290 in July 2014 to increase the NPE and NP content limit requirements for children under 12 years of age.

Shishi, as a major export city of textile and clothing, mainly exports to the European Union, ASEAN, South America, Japan, the United States and Africa.

Statistics show that in the first half of 2015, the industrial output value of the garment industry above the scale of Shishi increased by 12.5% over the same period last year, and the sales output value increased by 12% over the same period last year. The industrial output value and sales output value of the textile industry above Designated Size in the whole city increased by 22.8% over the same period last year.

In terms of export delivery value, Shishi textile industry grew at 17% speed, while the garment industry gained a negative growth of -1.2%, indicating that clothing exports are still not optimistic.

According to the insiders, the ban on NPE in the EU textile industry has become a new barrier to the export of textiles in our city.

"There is a certain gap between the technological level of our textile industry and the European Union. Even if the new regulation provides five years of pition, there is still a long way to go for enterprises to cope with this problem."

And increase the R & D input of "green consumer goods", improve production technology, reduce harmful emissions, accelerate pformation and upgrading, and win social respect.
