From the Guangdong provincial SASAC, a few days ago, the Committee put forward six key tasks in the future to convey the spirit of the eleven session of the five plenary session of the Guangdong Provincial Committee.

Guangdong SASAC proposed that the first is to focus on institutional and institutional innovation, continue to promote restructuring and set up a pilot project for state-owned capital investment and operation companies, and accelerate the reform and innovation of the 50 enterprises' institutional mechanisms, and standardize the development mix.

We should improve the list management system and speed up the standardization of the board of directors.

Two, we should focus on adjusting and optimizing the layout structure of state-owned capital, scientifically formulate the "13th Five-Year plan" outline of state-owned enterprises, promote the integration of internal resources of state owned assets and systems, and optimize the direction of state-owned capital investment by means of marketization.

Three, we must focus on innovation driven.

Upgrading and implementing the innovation driven strategy, the provincial SASAC will focus on supporting 20 provincial enterprises' science and technology innovation projects, and speed up the pace of enterprise innovation.

Four, we should concentrate our efforts on capital operation and speed up capitalization of state-owned assets. By 2020, after the provincial enterprises deducted the highways and railway assets with more prominent public characteristics, the asset securitization rate reached 70%, and the main business of the competitive enterprises basically realized the overall listing.

The five is to grasp the risk management and control, and to ensure the reform of state-owned enterprises on the basis of safety and controllability.

Six, we should focus on strengthening and improving the party's leadership over state-owned enterprises, giving full play to the political core role of Party organizations and earnestly implementing the two responsibilities of building a clean and honest government.

Lv Yesheng, director of the provincial SASAC and Secretary of the Party committee, said that we should consciously take the five development concepts to position work, grasp responsibilities and guide work, and consciously guide the reform and development of state-owned enterprises with the five development concepts, and guide the innovation of state assets supervision system and mechanism.

First, we must resolutely implement the concept of innovation and development.

We should do a good job in scientific and technological innovation, business innovation, business model innovation and management innovation, and actively innovate the supervision mechanism of state assets.

Two, we must firmly implement the concept of coordinated development.

We should continue to promote the active participation of state enterprises in major infrastructure construction, revitalize the northwest of Guangdong Province, and build advanced manufacturing industry belt in the West Bank of the Pearl River. We should coordinate and push forward the reform and development of state owned enterprises, and adhere to Party leadership and strengthen party building in deepening reform.

Three, we must firmly implement the concept of green development.

We should promote the pformation and upgrading of provincial enterprises with innovation drive, realize the centralization of state capital to the high-end and strategic emerging industries in the industrial chain, create new industries and new formats, and make a due contribution to the sustainable development of the province.

Four, we must resolutely implement the concept of open development.

We should seize the opportunity of the state to promote "one belt and one way" construction, carry out international capacity cooperation and Guangdong free trade area, Guangdong, Hong Kong, Macao and Taiwan cooperation, and Pan Pearl cooperation, so as to enhance our understanding and grasp of the international economic situation, international trade and investment rules, international industry and capital pfer, and promote provincial enterprises to be "prudent, effective and orderly" going out.

Fifth, we must firmly implement the concept of shared development.

The provincial enterprises should be promoted to achieve social sharing, market share, staff sharing and management team sharing in the reform and development, so as to serve the overall development of the province.
