"Hainan 13Th Five-Year Plan Proposal" Was Announced Today.

The total goals of the "13th Five-Year" period include: by 2020, the gross domestic product and the per capita income of urban and rural residents have more than doubled than that of 2010. The annual gross domestic product of the whole province has increased by 7% annually; 474 thousand of the rural poor have been lifted out of poverty, 5 of the national poverty counties have removed their cap, and 300 poverty-stricken villages have been lifted out of poverty. The main functional area layout and the ecological safety barrier have basically been formed, and the forest coverage rate has been stabilized at 62%, and the total discharge of the major pollutants is strictly controlled within the national plan target.

The planning proposal points out that the implementation of the "one belt and one way" strategy, the strategy of maritime power, and the acceleration of the construction of the three sand areas are a rare historic opportunity for Hainan. The key areas reform will release more dividends.

We should promote regional coordinated development, exert the leading role of the "master plan of Hainan", plan the "integrated economic circle of Haicheng" and the "big Sanya" tourism economic circle, co-ordinate the development of new urbanization and beautiful countryside, promote the breakthroughs in the modern service industry with tourism as the leading role, build the modern tropical agriculture into Hainan's affluent farmers and serve the country's flagship industry, implement the national south breeding breeding base (Hainan) construction plan (2015-2025), develop new industries with intensive clusters, and implement the major infrastructure projects centered on the road network, power grid, optical network, gas network and water network "five nets"; implement the strategy of marine strong province and the development strategy of civil military integration.

Three, we should focus on building a national demonstration area for ecological civilization.

We will carry out the consolidation and upgrading of air and water quality and plan to build Hainan tropical rain forest national park, Xisha Marine National Park, Mangrove Wetland National Park, rice National Park and Nan Li Lake Wetland National Park. We will carry out green clean production operations in an all-round way, focus on developing new industries with low energy consumption and low emissions, vigorously carry out "double control" actions, and carry out ecological protection and restoration actions continuously.

In line with the goal of "tackling poverty alleviation in three years and consolidating and upgrading in two years", we must carry out precision poverty alleviation projects; implement the comprehensive upgrading of education quality; implement employment promotion and entrepreneurship projects; implement projects to increase income of urban and rural residents; implement social security system improvement projects; and implement a healthy Hainan project.
