To (2015) October 22nd, the European Commission (EC) launched a public consultation in order to ban 291 kinds of harmful chemicals in clothing and other textiles in the future.
This consultation will be carried out in January 22nd (2016) in January 22nd. It is part of the simplified procedure for introducing restrictive measures based on the registration, assessment, authorization and restriction of chemicals (REACH).
According to the REACH regulations and its annex XVII, the EU strictly limits the content of harmful chemicals in many commonly used consumer goods.
These consumer goods include toys, clothing, footwear, leather products and plastic products.
Up to now, there are a lot of chemicals that are restricted by REACH regulations, including ortho two formate, azo dyes, cadmium, nickel, mercury and lead.
The EU's conventional procedures for introducing restrictive measures are the detailed preparation of the annex XV limited information document prepared by the European Chemicals authority (ECHA) or member states, followed by public consultation and the views of the two European Commission on chemicals authority, which is final by the European Commission.
However, according to REACH regulation sixty-eighth (2), the European Commission can adopt a simplified procedure to introduce restrictive measures, mainly involving carcinogenic, mutagenic or hazardous reproductive substances (CMR) classified as category 1A or 1B, whether they are used alone, in mixtures or for products consumed by consumers.
Type 1A and 1B CMR substances are regarded as hazardous substances. Therefore, the EC can recommend and adopt restrictive measures without following the above routine procedures.
The European Commission intends to introduce a simplified procedure to introduce restrictive measures to limit the CMR substance content of these products for specific consumer categories.
Within this regulatory framework, textiles and clothing are listed as the first "trial cases", because consumers may be exposed to CMR substances in these two categories of products for a long time or many times.
The restrictive measures that may be introduced in the future will cover the following products for consumers: products containing at least 80% textile fibers by weight, or parts containing at least 80% textile fibers by weight, including products not made, semi manufactured and manufactured, whether or not coated or laminated.
These products include clothing, footwear, accessories, interior textiles, fibers, yarns, cloth and woven pieces.
Restrictions may include specific products including underwear, pajamas, swimsuits, clothing, neckerchiefs, neckties, handkerchiefs, hats, gloves, socks, footwear, indoor decorations and curtains, carpets and other floor coverings, table dresses, tablecloths, towels, sheets and pillowcases.
Products that are regulated by unrestricted measures include shoes, shoes or accessories and accessories made of genuine leather; footwear, clothing or parts and accessories made of natural fur or animal skins; and toys.
Finally, when the procedure is completed, the list of controlled CMR substances (individual substances or groups) will be added to the specific appendix to annex XVII of the existing REACH regulations.
After that, the annexes can be updated regularly.
The main purpose of this consultation is to collect information on the existence or possible existence of CMR substances in textiles and clothing, and the possible social and economic impacts of the introduction of restrictive measures.
Other purposes include exploring the enforcement of restrictive measures and collecting data on the concentration of substances used, the functions of these substances, and whether substitutes are available.
The European Commission has initially formulated CMR substances (category 1A or 1B) with the assistance of the European Chemicals authority and experts from Member States.
These CMR substances are likely to exist in textiles and clothing for consumers at least.

The administration considers it necessary to consult the public in order to assess the suitability and enforcement of restrictive measures to be introduced in the future.
