According to a data analysis provided by the Xinjiang International Expo Bureau, from the perspective of the employment capacity of the 12 largest industrial industries in Xinjiang, the employment rate of the textile and garment industry in terms of the output value per billion yuan is 300 people and clothing in the textile industry respectively.

Nearly 600 thousand people in Xinjiang need employment every year, and about 3 million rural surplus labor force needs to be pferred. About 70 thousand of them need employment.

Textile and garment industry is a traditional industry in Xinjiang. It has the important functions of absorbing employment, increasing income and prospering the market.

In order to solve the employment problem of the minority nationalities in Xinjiang, especially in southern Xinjiang, the autonomous region issued the "opinions on developing the textile and garment industry to promote employment" in July 2015. The plan is implemented through 10 years of phased implementation, and the development of the textile industry has increased the number of employed people from the current nearly 200 thousand to 1 million.

At the same time, the state and autonomous regions have promulgated a series of special policies to support the development of the textile and garment industry, including the establishment of special funds for the development of textile and garment industry with a scale of 20 billion yuan, the implementation of special preferential tax policies, the implementation of tariff preferences, the implementation of training subsidies for employees, and social security subsidies.

These special policies with high gold content have led to the formation of a "depression" policy for the development of textile and garment industry in Xinjiang. The layout of textile and garment enterprises in Xinjiang is gradually upgrading.

According to the latest statistics, the textile and garment industry during the "12th Five-Year" period resulted in 130 thousand new jobs in Xinjiang.

At present, in the cotton producing areas of the Tarim Basin, many farmers bid farewell to the land, enter factories, have a stable income, and thus drive the family out of poverty.

It is reported that in 2015, Akesu Textile City signed a total of 26 textile yarns, weaving, home textiles and other enterprises, and realized sales income of 38 billion yuan, and solved 68 thousand jobs.

At present, there are more than 7500 workers in the textile and garment industry of Korla Economic Development Zone, and more than 5000 new jobs have been created in 2015, of which Xinjiang accounts for about 2700 employees, accounting for about 54% of the total number of workers.

The key spinning enterprises have played a positive role in promoting employment. For example, the number of new jobs in the 1 million spindles project of Li Tai Road has reached more than 1900, and the number of new businesses in Jinfu special yarn industry has increased to more than 1400.

The cotton spinning industry in Shihezi, the eighth division, will continue to pform from quantity to quality.

In the next few years, Shihezi will focus on the development of home textiles, fabrics and clothing, and gradually extend the industrial chain, making Shihezi an important textile and garment export processing base on the Silk Road Economic Belt.

By 2023, the ring spinning reached 4 million 500 thousand spindles, 40 thousand spun airstreams, 40 thousand spindles of woolen spindles, and 16 thousand and 500 looms, forming an annual production capacity of 100 million shirts, 50 million sets of casual wear, 100 million sets of knitted garments, and 1 million 500 thousand sets of medium and high class western-style suits.

Textile printing and dyeing professional sewage treatment capacity reached 50 thousand parties.

The 500 thousand square meters of light textile raw material and machine parts trading center will be set up with textile materials, textile machinery, auxiliary materials, spinning accessories and textiles.

By 2023, the total assets of the textile and garment industry reached 90 billion yuan, 117 billion 400 million yuan of industrial gross output value and 160 thousand and 500 employees.

In the next 5 years, Xinjiang will increase its support for policies, funds, projects and training, innovate the mode of attracting foreign investment, and promote a number of key textile and garment projects to be put into operation locally.

In addition, Xinjiang will also encourage surplus agricultural labor to go to the mainland textile and garment enterprises this year to strive for 200 thousand jobs in 5 years.
