During the two sessions, the General Administration of Customs released our foreign trade data in February 2016, of which the export data fell by 20%. This is the largest decline since the US subprime mortgage crisis in May 2009.

China's foreign trade export data has been declining for nearly 20 months, and import data has also fallen by more than 16 months. So in all economic data, the prospect of foreign trade "carriage" is the most worrying.

In my opinion, if the path of "made in China" made in 1998 has been moving forward, it seems to be out of line now, so foreign trade must take a strategic choice.

Since the end of 2014, we have seen a model called the free trade area mode, which means that by opening up a window of foreign trade special zones, the government can open a window for China's foreign trade enterprises through a way of tax relief between tax reduction and national equivalence.

In 2015, during my research, I saw a new mode of foreign trade called cross-border electricity supplier.

In March last year, the State Council confirmed that Hangzhou was a comprehensive experimentation area for cross-border electricity providers. By December, 12 cities had joined the model of comprehensive experimentation area.

Over the past year, Alibaba, HC and Dunhuang have carried out a series of reforms in the context of the national strategy.

I think that during the "13th Five-Year plan" period, the new cross border electricity supplier mode, which is likely to be represented by the Hangzhou comprehensive inspection area, will become a very important new highlight of China's foreign trade.

Cross border e-commerce mode and past E-commerce

One of the biggest differences is that, firstly, the government has become an important driving force for China's foreign trade exports.

In the Hangzhou comprehensive inspection area, we can see that a lot of government functional departments related to foreign trade, such as customs, inspection and Quarantine Bureau, industry and Commerce Bureau, banks and so on, have moved the services to foreign trade enterprises onto the Internet and established a customs clearance platform. What is the advantage? The biggest advantage is simply decentralization.

Since Premier Li Keqiang took office, he has always talked about decentralization and decentralization, so that the government should be pformed from an approved government into a service-oriented government. The demand for such an administrative reform has seen great impetus in the practice of cross-border electricity providers.

Therefore, the reform of the system is sometimes brought about by technological revolution. This is the first part.

After entering the platform through the Internet, we have seen a new sight, that is, the big data of big data, the real big data of China's foreign trade.

How many commodities are exported by an enterprise this month? What country does this commodity export to? What exactly does the buyer of this country evaluate the product? Then how does the capital flow into and out of the current situation?

When big data begin to appear, those foreign trade service enterprises, such as Alibaba, have new functions. They can participate in the development speed of China's foreign trade through big data, and then may provide some new financial tools. For example, Alibaba provides some new tools such as E partners, credit guarantee and so on. This is our biggest breakthrough in foreign trade. We first started using it.

Revolutionary means reform or revolution in our foreign trade.

Since last March, the foreign trade data of these pilot units represented by the Hangzhou comprehensive inspection area have been greatly developed.

Last year, Hangzhou's foreign trade grew by 5%, the fastest growing among all provincial capitals, most of which came from the reform of the comprehensive inspection area.

Before the two sessions, the commerce department held a live conference in Hangzhou.

Therefore, we will see new highlights and new spring when cross-border electricity providers enter the operation pattern of foreign trade.

It is likely that after the two sessions of 2016, we will see a new scene, that is, all the friends concerned with China's foreign trade and China's foreign trade start to care about the birth of a new model of foreign trade - it is called cross-border e-commerce.
