At present, there are more than 5000 cross border platform enterprises in China, and more than 20 foreign trade enterprises across the border have been launched through the platform.

According to the Ministry of Commerce forecast, China's cross-border e-commerce import and export volume will reach 6 trillion and 500 billion yuan in 2016, and will grow to 8 trillion yuan in 2017. In the next few years, the proportion of cross-border electricity providers to China's import and export trade will increase to 20%, with an annual growth rate of over 30%.

With the rapid development of cross-border e-commerce in China and the layout of the world, owning "overseas warehouses" has become an important competitive "weight".

Shen Danyang, a spokesman for the Ministry of Commerce, said at a news conference held in March 17th that the Ministry of Commerce will accelerate the implementation of the requirements of the government work report and take effective measures to support the establishment of "overseas warehouses" by powerful enterprises in accordance with international rules, so as to further create a new bright spot in the development of foreign trade and a new kinetic energy for economic growth.

The so-called "overseas warehouse" mode refers to the cross-border e-commerce enterprises in accordance with the general trade mode, the bulk of goods exported to overseas warehouses, after the completion of the electronic business platform sales, and then deliver goods to consumers abroad.

Shen Danyang said that this is an innovative business model, supporting enterprises to build a number of export products "overseas warehouse", which is not only the innovation of foreign trade business mode to promote cross-border e-commerce development, but also an important deployment to achieve steady growth and upgrading of foreign trade.

It is understood that only from the time cost point of view, with the help of "overseas warehouse", the freight time shortened from 20 days to 3 to 5 days.

With the launch of the "Internet + circulation" action plan of the Ministry of Commerce in May 2015, many cross-border e-commerce and export enterprises such as Dalong network, a tree, FocalPrice and so on have already arranged the overseas logistics system through the construction of "overseas warehouses".

Dalong network has been established in Russia, Ukraine, India and other countries, and announced that its new network of cross border electricity suppliers will be opened in 5 global libraries.

In this year's government work report, the new word "overseas warehouse" has aroused heated debate. At the same time, the net trade hall has already launched an overseas warehouse landing road in the former exhibition hall outside Houhai, and has gone to the next station of the overseas warehouse under the support of big data and localization.

Feng Jianfeng said that the "warehouse" behind it had all the relevant functions of the overseas warehouse, while the front exhibition hall built a comprehensive localization bridge for Chinese export enterprises.

According to the relevant interpretation of this year's report on government work, overseas warehouses under the "Internet plus" need to have the traditional functions of collecting and pporting two warehouses, but also have the functions of collecting money for security and trust, solving the problem of unpacking shipments, upgrading the competitiveness of goods, and improving the logistics capabilities of the third party logistics integration.

Not only cross-border electricity providers are in the "test water" overseas warehouse, but also in the eastern coastal provinces where cross border electricity providers are developing more rapidly, their local governments are also actively helping foreign trade enterprises to build overseas warehouses.

According to the three year plan of action for the development of cross-border e-commerce in Zhejiang in early 2015, Zhejiang will actively support powerful enterprises to set up overseas warehouses in the main export markets of cross-border e-commerce such as the United States, Russia and the United Kingdom. By 2017, 60 public overseas warehouses will be built covering the world's major export countries.

This year's government work report clearly supports the construction of "overseas warehouses" by enterprises, which means that the speed of construction of overseas warehouses will be further accelerated.

Shen Danyang said that the Ministry of Commerce will proceed from the following five measures, and urge the construction of cross-border e-commerce "overseas warehouse": first, we should further improve the efficiency of customs clearance; two, we should reduce logistics costs; three, we should shorten the marketing links; four, we should improve the delivery efficiency; five, we must help enterprises better integrate into the overseas circulation system.

Feng Jianfeng also predicted the trend of cross-border electricity supplier in next year's government work report, "building a new comprehensive overseas warehouse in an all-round way, optimizing export supply chain, enhancing export competitiveness, improving brand and pricing discourse power, and enhancing the channel's right to speak."
