Today, the 2016 China Cotton Development Summit Forum opens ceremoniously in Wuhan, Hubei, a prosperous and beautiful city.

On behalf of the China national supply and marketing cooperative society, I would like to extend my warm congratulations on the opening of this forum. I would like to extend my sincere welcome to all the guests present here and the friends of the cotton industry. I would like to express my heartfelt thanks to the Hubei Provincial People's Government and the supply and marketing cooperative society, which has strongly supported this forum.

The Development Summit Forum has been successfully held for the six time, and has become an exchange platform with extensive influence and popularity in the domestic and foreign cotton industry. It has made unremitting efforts and contributions to promote the development of the cotton industry and promote win-win cooperation in the industry.

The theme of this forum is "cotton industry development under the new pattern". It is held in Hubei Province, a major province of cotton production and trade in China. It has important practical significance for promoting the cotton industry to take the opportunity, explore new ideas and seek new development.

At present, the world economy is in a period of deep adjustment, and the development of Global trade has entered a downturn. With China's economic development entering a new normal, economic growth, development mode, structural adjustment and development momentum are accelerating pformation and upgrading.

Faced with the complex macro-economic environment, the Chinese party and government clearly put forward the important strategic task of thoroughly implementing the development concept of innovation, coordination, green, openness and sharing and accelerating the structural reform of supply side. The purpose is to improve the quality and efficiency of the supply system, and further stimulate market vitality and social creativity.

To push forward the agricultural supply side reform and speed up the pformation of the agricultural development mode, the core is to carry out production around the market demand, optimize the allocation of resources, and expand the important agriculture including grain and cotton.

Effective supply enhances the adaptability and flexibility of the supply structure to demand changes.

For the cotton industry, supply side reform is the driving force for the pformation, upgrading and sustainable development of the industry.

In recent years, influenced by the global economic crisis, China's cotton consumption tends to be weak, inventory reaches a historical high point, market supply exceeds demand, and cotton industry enters a critical period of pformation and upgrading.

Facing the rapid change and upgrading of consumption structure, we need to open up the supply side, go to capacity, inventory, reduce costs and make up for short supply to match supply and demand.

This year is the third year of China's implementation of the cotton target price pilot policy. In general, the price returns to the market, and the basic income of cotton farmers is guaranteed.

The cost of raw materials has declined, and the effect of reform has been obvious. But at the same time, the problem of high cost of cotton planting and unbalanced quality of cotton has not been fundamentally solved, which is related to our heavy production, light weight management mode and decentralized and extensive management mode for many years.

With the pformation and upgrading of the textile industry, the production capacity of the low-end products has been reduced, and the production capacity of medium and high-end products has increased. Cotton production has been put forward higher requirements. Quality and efficiency increase and consumption expansion have become a new pattern for the future development of the industry.

China's supply and marketing cooperative is a cooperative economic organization serving the agriculture. It is an important carrier for the Chinese party and government to promote the work of agriculture, rural areas and farmers in the form of cooperative economic organizations, and represents the participation of Chinese cooperatives in the work of the International Federation of cooperatives.

Under the new historical conditions, both supply and marketing cooperatives need to play a greater role in promoting the structural reform of the supply side of agriculture, building a modern agricultural production and management system, promoting the appropriate scale operation of agriculture, or promoting the integration and development of rural industries and increasing the income of farmers.

At present, we are accelerating the comprehensive reform of supply and marketing cooperatives in accordance with the requirements of the Central Committee. At present, we have achieved some results in the proper scale operation of agriculture and the development of agricultural social services.

Cotton is a traditional advantageous area of supply and marketing cooperatives. Since the market was fully liberalized in 2001, the supply and Marketing Cooperative cotton enterprises have been accelerating the reform and opening up in the guidance and service of China Cotton Association, and always maintained the dominant position of the market. They played an important role in maintaining market stability, protecting the interests of cotton farmers and promoting the healthy development of the industry.

Last year, we issued the "guiding opinions on deepening reform, pformation and upgrading of the cotton enterprises." in the coming period, we will promote the merger and reorganization, pformation and upgrading of the cotton enterprises, accelerate the integration and development of the 123 industries, and make the enterprises stronger, bigger and better, and continue to serve as the backbone of serving the "three rural" and serving the macro regulation and control.

In the face of the new pattern of China's and the world's cotton industry and industry development, we need to better implement the five new development concepts, start with the supply side, and provide better impetus for the development of the industry with better quality and service.

I sincerely hope that the forum will reach consensus and achievements in the following four aspects.

First, focus on supply side structural reforms to accelerate pformation and upgrading.

In the face of the low demand for textile products and the increasing demand for product quality, brand and safety, we need to reduce inefficient and low-end supply and expand effective and high-end supply to meet demand.

The key point is to improve the quality and efficiency of cotton production. When formulating policies and standards, it is suggested that the subsidy amount and price should be linked to quality, and the high quality and high price should be advocated. Through the development of a variety of moderate scale operations, the socialized service system of agriculture will be improved, the production cost of cotton will be reduced, the circulation efficiency can be improved through the development of e-commerce and modern logistics of cotton, and the dilemma of high cost and low premium of cotton products will be solved through the implementation of brand strategy.

In 2010, the China Cotton Association registered the "China cotton" quality certification mark. Through organizing promotional activities, training, network and media publicity, it advocated the idea of "domestic, high quality, pure cotton and environmental protection" to promote domestic cotton consumption.

In the future, we hope to continue to take the "China cotton" brand as an opportunity to enhance the overall quality level of China's cotton and cotton products, and promote upgrading and upgrading of the quality and efficiency of the industry.

Second, innovate the business mode and perfect the service function.

At present, the state vigorously develops the Internet and big data. Cotton enterprises should seize the opportunity, innovate their business models, broaden their marketing channels, explore the mode of "Internet + cotton", promote the integration of modern information technology and traditional trade modes, promote the integration of channels and brand resources, promote the integration of online and offline pactions, and create a new format for the circulation of cotton trade.

At the same time, we should accelerate the innovation of management services, change the routine and extensive mode of operation into a modern and precise service mode, provide professional and personalized services to textile users, and increase the added value of products and services.

Third, promote industrial integration and promote coordinated development.

To promote the integration and development of the 123 industry is an important direction to improve the modern agricultural industrial system and accelerate the pformation of agricultural development mode.

The integration and development of the cotton industry should focus on changing the cotton growth mode, improving cotton quality and improving labor productivity as the core, linking interests as a link, integrating production, processing and management resources, and promoting the links and coordinated development of all links in the cotton industry chain through technological and institutional innovation.

In the process of production, we should focus on solving the problem of "who will grow cotton" and "how to grow cotton". We should give full play to the role of scientific research institutions, cotton growers' cooperative organizations and trade associations, and promote the scale, standardization and mechanization of cotton planting. In circulation, we should focus on resolving excess capacity. We should modernize and upgrade cotton processing and storage facilities in order to improve the quality of cotton flower processing and improve circulation efficiency, and establish an efficient and unimpeded cotton modern logistics and distribution system.

Fourth, strengthen exchanges and cooperation to achieve mutual benefit and win-win results.

In the era of economic globalization, the economic links between countries are becoming increasingly close. In the face of profound changes in international economic cooperation and competition, the Chinese party and government are speeding up a new round of high-level opening up.

The Chinese cotton industry should seize the opportunity to enhance the new kinetic energy of cooperation, add new impetus to reform and create new competitive advantages in opening up. By strengthening cooperation and exchanges with international partners, we should effectively link up the supply and demand of all sides, expand demand with supply innovation, and learn from the advanced technology and management experience of the world.

China is still an important cotton producing and cotton producing country in the world. It has a complete industrial chain and abundant industrial resources. In many respects, we have complementary advantages and broad cooperation space.
