Shanghai state inspection and Quarantine Bureau responsible person told reporters that the mandatory standards fully absorb and learn from the developed countries about the safety requirements of baby textile products technical requirements, some of the strict requirements have surpassed the United States, Japan and other developed country standards.

It is worth noting that in the first 5 months of this year, the Shanghai Port imported more than 2 batches of consumer goods for children in the directory of legal examination. Among them, Armani, H&M and other foreign brands of children's clothing were found to be unqualified, such as formaldehyde and pH value.

Some regulations are stricter than those in the US and Japan.

Children's clothing safety and health projects fail to meet the mandatory standard requirements, including formaldehyde content exceeding standard, pH value is not up to standard, product composition identification is inconsistent with actual measurement, color fastness is not up to standard, rope and belt are not up to standard requirements, appearance quality is defective, and so on.

In order to continuously improve the safety and quality of textile products for infants and children, the National Standard Committee has issued the mandatory national standard GB31701-2015 "infant and child textile product safety technical specification" on the basis of issuing GB18401-2010's basic safety technical specification for national textile products. The standard was officially released in May 26, 2015. It is the first mandatory national standard specifically for infants and children's textile products (children's wear). It will be formally implemented in June 1, 2016 and the pitional period will be 2 years.

Products that are manufactured before June 1, 2016 and meet the relevant standard requirements are allowed to continue to be sold in the market until May 31, 2018.

According to Wei Mengyuan, chief of Textile Laboratory of Shanghai industrial and material inspection center, the inspection and Quarantine Bureau of the State Administration of inspection and Quarantine of China, this means that after June 1st, products of such children's clothing sold in China all need to be pasted on the instructions to pass the logo of the national standard.

Among them, the unreasonable design of rope, machinery and so on has filled the blank of Chinese standard. In addition, 6 plasticizers and the limit requirements of two kinds of heavy metals such as lead and cadmium have been added to chemical safety, which are stricter than the relevant standards of the United States. The requirements for rope and chemical safety are also higher than those of relevant national standards such as Japan and Korea.

The official said that after the implementation of the national standard, the children's clothing enterprises in China will further strengthen the quality management and testing of product safety, and the business risks and costs of children's clothing enterprises will be improved.

At the same time, the introduction of the new standard will greatly improve the technical threshold of China's baby textile products, and bring about a big increase in product design and research, raw material procurement, laboratory testing and other costs.

Armani children's clothing was found to be unqualified.

From January 1st to May 15th this year, the Shanghai Port imported more than 2 batches of consumer goods for children in the directory of legal inspection. The main products were imported baby garments, toys and diapers.

A total of 101 batches of imported and exported products with quality and safety defects were detected in 2913 batches. The quality and safety failed rate was 2.58%. The above items were mainly distributed in clothing color fastness, formaldehyde, pH value, and mechanical properties of toys.

Through data analysis, there are two noteworthy aspects of the above unqualified cases:

First, the unqualified brands are widely distributed.

NEXT, H&M and other fast fashion brands imported baby clothes found many batches of unqualified situation, NEXT mainly for pH value, color fastness and other items failed, H&M mainly for formaldehyde, color fastness and other items failed.

In addition, there were sporadic occurrence of substandard clothing for middle and high grade imported children. A group of ARMANI JUNIOR imported children's clothing pH values were found to be unqualified, and a group of POLO RALPH LAUREN imported children's wear formaldehyde exceeded standards.

Two is the same brand products have failed many times.

For example, the Shanghai State Administration of inspection found that the okbaby brand imported baby massage bathtub recalled by AQSIQ had failed to meet the requirements of the AQSIQ this year because of its inability to accurately display the water temperature.
