First of all, the urgent need to solve the problem is that the current cotton reserves are less.

It is suggested to suspend the production of non textile production enterprises. Some cotton textile enterprises do not stock much cotton for various reasons. It is recommended to continue to put in reserve cotton from September to October, or to normalize the storage, ease the problem of cotton use, clarify policies as soon as possible, mobilize all parties' strength, and increase the daily turnover to 50 thousand tons.

Second, solve the problem of storing cotton out of storage.

The enterprise suggests strengthening the supervision of the reserve bank, especially the storehouse, defining the main body of responsibility, and instructing the warehouse to go out of stock within the prescribed time.
