The plan puts forward specific requirements from improving industrial innovation capability, vigorously implementing the "three products" strategy, promoting textile intelligent manufacturing, speeding up the green development process, promoting regional coordinated development, and enhancing the comprehensive strength of enterprises.

The textile industry is China's traditional pillar industries, important livelihood industries and the creation of new international advantages.

According to the "planning" requirement, during the "13th Five-Year" period, the average annual growth rate of industrial added value of textile enterprises above Designated Size remained at 6%-7%; textile and garment exports accounted for 8% of the total market share of the global market; the authorized amount of invention patents increased by an average of 15% per year, and the total labor productivity of Enterprises above designated size increased by an average annual growth rate of 8%; and the growth mode of textile industry changed from scale speed type to quality benefit type.

At the same time, "planning" also put forward that "at the end of 13th Five-Year", the proportion of expenditure on research and development of large and medium-sized enterprises accounted for 1% of the main business income. The proportion of fiber consumption of the three main categories of clothing, home textiles and industrial products reached 40:27:33; the quality of textile and clothing products was further improved, and the conversion rate of international standards increased by 10 percentage points; by 2020, the energy consumption per unit of industrial added value of textile units decreased by 18%, and the water consumption per unit of industrial added value dropped by 23%, and the total emissions of major pollutants decreased by 10%.

In order to achieve the above goals, the plan has identified six key tasks: upgrading industrial innovation capability, vigorously implementing the "three products" strategy, promoting textile intelligent manufacturing, speeding up the green development process, promoting regional coordinated development and enhancing the comprehensive strength of enterprises. It also focuses on the fields of Conghua's fiber industry, industrial textiles, natural fiber, garment home textile industry, and high-end textile machinery manufacturing, enhancing industrial innovation capability, optimizing industrial structure, promoting intelligent manufacturing and green manufacturing, forming new development kinetic energy, creating new competitive advantages, promoting the industry towards high-end, and initially building a textile power.

In addition, in order to promote the healthy and sustainable development of the textile industry, the plan will also improve the market development environment, financial and financial support, cotton regulation and control policies, industrial textiles application, talent protection, industry associations, organization and implementation.
