In 2012, the outline of building a textile power (2011~2020) put forward the strategy of building a powerful country with science and technology, and the 3 major scientific and technological capacity building to enhance the capability of independent innovation, product development and technology and equipment. The 7 objectives were to strengthen the construction of new textile fiber materials technology, textile manufacturing technology, industrial textile technology, textile machinery manufacturing technology, textile information technology, textile technology basic research and science and technology innovation system.

In 2016, the textile industry "13th Five-Year" outline of scientific and technological progress was released. It focused on 30 key technologies and 100 advanced and applicable technologies in 6 industries, and became a guide for Textile Scientific and technological innovation and technological progress, drawing a blueprint for the construction of textile power.

In the face of the new situation of textile technology powerful nation, Li Ling Shen emphasized that "our industry must seize the strategic opportunity, deepen innovation and practice, and open up a new prospect for textile technology innovation in the new era".

He interpreted from five aspects: first, improving the capability of independent innovation in an all-round way and building the cornerstone of the core competitiveness of the industry; two, establishing a roadmap for textile and technological power, and promoting the building of a strong textile and technological country; three, strengthening the evaluation and extension of scientific and technological projects, and promoting the deep integration of science and technology; and four, strengthening the construction of the collaborative innovation system of textile science and technology, providing institutional and institutional guarantee for technological innovation; and five, strengthening the first resource construction of talents and building a good ecological environment driven by talents.

The outline of building a textile powerful country (2011~2020) put forward that we should strive to achieve the strategic goal of textile and technological power in 2020.
