1. Introduction of the open area:

Xinxiang economic and Technological Development Zone was built in 2003 and upgraded to a provincial Development Zone in 2006. In 2012, it was identified as a state-level economic and Technological Development Zone. In 2016, it was identified as the national Zheng Luoxin innovation demonstration zone.

The total area of the jurisdiction is about 40 square kilometers, with a planned control area of 25 square kilometers and a built-up area of 20 square kilometers.

Three. Introduction of hi-tech textile and Garment Industrial Park

As a place of acceptance for Xinxiang's textile and garment industry, relying on the strong foundation of Xinxiang's textile industry, planning and construction of Xinxiang green fiber professional park in Xinxiang Economic Development Zone, with a planned area of 15705 mu, is expected to achieve about 47 billion 160 million of total industrial output after completion in 2022.

The office of the high-tech textile and garment industry of the open District invited the China Textile Construction Planning Institute and the Henan garment industry association to compile the "textile and garment professional park master plan" from the perspective of industrial layout and industrial development. According to the idea of "high-end leading, diversified follow-up and industrial matching", the specific construction contents include the whole value chain of the egret group, the green fiber industrial chain, the import and export clothing area, the high-tech industrial installation start area, the brand clothing area and the integrated production city integration zone.

At present, more than 20 textile and garment enterprises, such as Xinxiang Bailu chemical fiber group, China Textile Institute green fiber joint stock company, Xinxiang protection god special fabric Co., Ltd., have initially entered into a comprehensive development pattern of synthetic textile industry, such as spinning, weaving, dyeing, clothing and so on, and the output value of textile industry has reached 5 billion 200 million yuan in 2016.

Hongkong Changsheng Group's annual printing and dyeing 100 million meters of pfer dyeing and printing production center and Nanyang snow Yang Group's annual production of 100 million garment production bases have been formally signed with the administrative committee of the economic development zone. The first phase of the project was officially launched in April 26, 2018.

Four, export clothing base:

In July 2015, Xinxiang was successfully approved as the only provincial export base of the province's textile industry export base, enjoying the provincial export base subsidy fund of the Provincial Department of Commerce.

Relevant enterprises will enjoy preferential policies in province and city in import and export.

At the same time, Xinxiang customs and Xinxiang entry exit inspection and Quarantine Bureau, adjacent to the open area, can provide customs registration, customs clearance, entry exit inspection and quarantine, export tax rebate and other services for enterprises and foreign trade enterprises in the region.

The export clothing base project has been planned since 2017, and is planned and designed by Henan Hua Di Architectural Design Co., Ltd., and the first draft has been completed. The project site is located in the east of Yuling Road, Xinxiang City Industrial Zone, south of weft three road, west of 226 provincial road, and the whole project land use is about 717 mu.

The project is surrounded by clothing related supporting industrial parks, including the already built egret chemical fiber industrial area in the northwest, the Lyocell fiber industrial area, and the egret chemical fiber industrial area reserved for use in the southwest.

The project is tentatively designated as the garment processing zone.

The positioning of this project is to focus on the development of garment industry area for foreign trade garment processing, which is in line with the future development direction of Xinxiang's development zone. After preliminary communication and discussion, it has basically confirmed the direction of customer orientation in the industrial park, giving priority to the introduction of large garment enterprises and foreign trade processing enterprises, and small retail enterprises as a supplement.

It has been identified that Zhejiang has entered the region and signed a framework agreement with the company such as the travel agency, Limited by Share Ltd and so on.

The entire area of the park is about 717 mu, and the initial development condition is about two hundred mu of land in the western part of Yulin road. The land is relatively smooth because it is close to the road that has been connected, so it is suitable for this area to be the starting area for the phased development of this project.

After that, the development and construction areas can be extended to the east side and the south side according to the development effect and the opening of the surrounding roads.

The first phase of the standardized plant is expected to be invested in 1.2-1.

500 million yuan, the total investment of the whole project is about 800 million yuan, and the 230 Mu area of the east part of Yulin road in the west of the land is recommended as the first stage development, of which 170 mu of the south side is used for the construction of the standardized workshop, while the northern part is about 60 mu of land, except for the future construction of the comprehensive service building, and the rest can be developed into a dormitory for the first time, so as to meet the needs of the first batch of admission enterprises.

The 230 Mu area of the east part of Yulin road is recommended as the first stage development, with 170 mu of land on the south side being used for the construction of the standardized workshop, while about 60 mu of the north side will be reserved for the future comprehensive service building, and the rest can be developed into a dormitory for the first time, so as to meet the needs of the first batch of admission enterprises.

The overall planning of the project is the three largest group in North, West and East. The North group is facing the new community in the future, and is far away from the pollution sources of chemical industry in the West and southwest.

In the future, we can integrate some of the supporting parts of the customized factory area in the north along the clothing culture street, and jointly create a cultural and inner street with a strong and quality life and culture.

In the standardized plant area, we have set up two standardized factories. The first one is a large scale factory building with 4 span and 9 meters wide and 36 meters per span. This model is suitable for manufacturers with larger requirements for production lines.

The other is a relatively small number of three span factory buildings. The span of the workshop is 9 meters, but the width is less, so it is suitable for the manufacturers with smaller size and less demanding area.

The design of the two models of the standard workshop follows the unified model. The design provides the functions of traffic, supporting and management at both ends. In the middle, the work area is set up in the middle of the center, which is conveniently divided according to the demand of the merchant, the four floors of the factory building, the first layer is set up and unloading, temporary storage, material location, and the 234 layer is the production and processing workshop.

The details of the building are strictly required to meet the technical requirements and fire protection specifications in the industry.

The standard workshop is four stride, each span 9 meters, to meet the needs of garment processing and production. The two ends of the building are equipped with offices, staircases, elevators and other functions.

The height is designed to be 5 meters, which will facilitate future manufacturers to introduce more advanced production line equipment.

In the custom factory area on the southeast side of the park, we have designed several customized factory areas, which are arranged along the inner ring main road. The customized factory area is from 40 mu to 80 mu, which is suitable for different manufacturers.

Each factory has its own factory buildings, offices, dormitories and supporting facilities. In the future, it can be flexibly increased or reduced according to the manufacturer's requirements.

In the northeast corner of the park, we plan a display, matching and cultural area. In this area, we plan a comprehensive display of commercial buildings along the northern side of the planning road.

In the space along the garment culture street, we have arranged the public facilities such as the clothing culture museum and the Cultural Park, which can provide a high quality platform for the future high-end clothing industry cultural activities.

Five, industry matching situation:

At present, there are more than 50 thousand employees in the textile and garment industry and more than 3500 technical personnel.

Among them, there are more than 1400 high and intermediate technical personnel, accounting for 40% of the technical personnel. The rich resources of professional talents have laid the foundation for the development of the textile and garment industry.

The national Xinxiang economic development zone is close to four counties including Yanjin, Fengqiu, Yuanyang and Weihui. Among them, Yanjin has 4 towns and 14 townships, 469 thousand agricultural population, Fengqiu county has 8 towns, 11 townships, 759 thousand and 300 agricultural population, Yuanyang County has 3 towns, 14 towns, 670 thousand agricultural population, Weihui county has jurisdiction over 7 towns, 7 rural areas, and agricultural population is 670 thousand.

The huge population base has laid a good foundation for the recruitment of enterprises.
