Dechang County Of Liangshan Held Sericulture Production Meeting In 2019

On the afternoon of February 14th, Dechang County of Liangshan held the 2019 sericulture production conference in the conference room of the county Conference Center.

The main task of the conference is to conscientiously sum up experience, identify deficiencies, further unify our thinking, strengthen confidence and arrange for sericulture production in 2019 to promote steady and healthy development of sericulture industry in Dechang.

The meeting pointed out that we should unify our thinking, enhance our understanding and firmly develop confidence.

In 2018, under the joint efforts of all levels of departments and the majority of mulberry farmers and silkworms, sericulture production in Dechang has achieved gratifying achievements in the development of sericulture with strong foundation, quality, stable cocoon production, fruiting mulberry, and increasing income.

The output of cocoon has been increased and the quality of silkworm cocoons has improved significantly. The purchasing price of fresh cocoons has reached a new historical high, the mulberry yield has doubled, the effectiveness of helping farmers to increase income has been obvious, new business entities have been cultivated, the effect has been obvious, and the driving effect has been strong.

The meeting pointed out that in 2019, all departments at all levels in the county, especially 14 towns that mainly owned sericulture, must integrate their thoughts and actions into the decision-making and deployment of the county Party committee and the county government. Fully understand the strategic significance of sericultural industry development to the county economic development in Dechang, fully recognize the great significance of sericultural industry development to the increase of farmers' income, ecological civilization construction and the consolidation and upgrading of poverty alleviation.

The meeting pointed out that we should lay stress on the key points, grasp the key points and do all the work well.

Efforts should be made to consolidate and enhance the basis for silkworm rearing, increase the yield and quality of cocoons, increase investment and strengthen the construction of mulberry base and silkworm rearing facilities, vigorously promote large-scale and intensive development mode, and firmly grasp various technical measures to further improve the quality of silkworm production and silkworm cocoon, so as to ensure the completion of 25 thousand cocoon production tasks in 2019.

Efforts should be made to create sericultural characteristic towns, promote the rapid development of industry, vigorously promote the construction of modern sericulture industry integration and development demonstration garden, and form a modern sericultural industrial park with 123 integrated development, and promote the construction of Dezhou town sericulture characteristic town, and boost the rapid development of Dechang sericulture industry.

Efforts should be made to cultivate new business owners of sericulture and promote the healthy development of the industry. Major producers and townships should widely publicize and actively guide them, and cultivate sericulture owners to lead sericulture towards standardization, intensification and scale.

Efforts should be made to establish mulberry production and processing quality standards, enhance mulberry brand influence, and take the spirit of being a first person. The county government should speed up the development of unified quality standards and sales packaging standards for fresh and dried mulberry, improve the influence of "Dechang mulberry" brand in the whole country, and constantly polish the golden signboard of Dechang's "hometown of fruits and mulberry in China".

In order to seriously breed silkworms and purchase order of cocoons, all townships and towns should earnestly safeguard the interests of sericultural farmers and put an end to the "three no" silkworm inflow outside the county.

The meeting pointed out that we should strengthen leadership, improve mechanisms and implement responsibilities.

In 2019, Dechang will continue to carry out the target responsibility system of the county's four leading group leaders linked township system and county sericulture leading group, and put sericulture production tasks into the annual comprehensive target assessment of departments and townships, and the completion of production tasks will be regarded as an important part of performance appraisal and an important basis for selecting and appointing cadres.

Departments and townships should further unify their understanding, strengthen their confidence and uphold the status of sericulture pillar industries, so as to promote the integration and development of modern sericulture industry.

The towns and villages should sign the target responsibility books on the basis of objectives and tasks, fully implement their responsibilities, establish and improve the management mechanism of equal rights and responsibilities, rewards and punishments, and enhance the sense of responsibility for sericulture production at all levels.

The meeting stressed that the sericulture industry in Dechang is facing a critical period of pformation and upgrading. The departments of all towns and townships should further unify their thinking, tackle difficulties and temper themselves, and closely focus on sericulture production guidance of "strong foundation, quality, stable cocoon, fruit mulberry and increasing income", strengthen responsibility consciousness, service consciousness, improve work style, work hard, accomplish all tasks of sericulture successfully, and make unremitting efforts to realize sericultural industry's sustained, steady and healthy development in Dechang.

At the meeting, the town leaders signed the responsibility for sericulture production in 2019 with the heads of some towns and townships, such as the town of Senda and Lao Zhen. The Dechang Provincial Committee of the county Party committee and the head of the United Front Department informed the target assessment of sericulture work in 2018, and read the decision to commend the advanced collective and individual work of Dechang County sericulture in 2018. The chairman of the front row leader presented the award to the advanced collective and individual who was commended; the deputy county magistrate Chen Dong summed up the sericulture work of Dechang County in 2018, and read "the opinions of the people's Government of the Dechang County of the CPC Dechang Committee on sericulture production in 2019".
