    Sun Ruizhe delivered a speech entitled "Grasp the strategic opportunity period to promote high-quality development and win the future together". Focusing on the current situation of the textile industry, he outlined the latest development characteristics of the industry from four major parts.     Sun Ruizhe pointed out that at present, China has developed into the world's largest textile and clothing producer, consumer and exporter, occupying a leading position in the global textile industry, becoming a core force supporting the smooth operation of the world textile industry system and an important industrial platform to promote global economic and cultural coordination and cooperation. "Science and technology, fashion and green" reveals the "three major leaps" for China's textile industry to achieve leapfrog development. But at the same time, in the national economic system, there is a "cognitive gap" between the "contribution" and "mainstream" of the textile industry. For this reason, he proposed that industry development should enhance "sense of value", from consolidating industry status to refreshing industry cognition; Improve the "sense of symbiosis", from a closed development model to building an ecological matrix; Improve the "sense of gain", from the top-level design of the system to the implementation of the transmission mechanism.


    In terms of building a textile power, Sun Ruizhe proposed that, first, encourage enterprises to expand investment in transformation and upgrading; Second, further reduce the burden on enterprises; Third, actively explore the domestic market; Fourth, promote the rational development of industrial layout.     Financial support helps enterprises focus on R&D






    After listening to President Sun's speech, I felt very happy. 2018 was a very difficult year. After 40 years of working, I felt I could not find a direction for the first time. President Sun's speech opened my mind. My suggestion this year is to hope that the government will give financial support to the real economy, especially loans for scientific research and development.


    Not long ago, Ruyi invested 17 billion yuan to acquire all the technologies of Lycra. Among more than 200 technologies, the products developed by 20 technologies will continue to grow. This acquisition has brought me a lot of thinking. As a world leading fiber R&D enterprise, Lycra has continuously applied craftsmanship to technological innovation for many years. Every year, Lycra's investment in scientific research and development accounts for 20%. Next year, Lycra's new developed cool and hot fabrics will also come out. In 2020, Lycra will adopt a new process and reduce the cost by 35%. Ruyi is also an enterprise focusing on scientific and technological research and development. However, compared with Leica, our proportion in the input side is too small. Therefore, Ruyi spent 20 billion on brand investment and 17 billion on scientific and technological research and development. Through continuous investment in recent years, it has practiced the development path of science, technology and fashion.


    In my opinion, there is still a long way to go to complete the construction of a textile power without a large amount of capital investment. The distance between our textile industry and that of advanced countries is growing. The low interest rate and long cycle of loans from the United States to the real economy, while the high interest rate and short cycle of loans from China, make enterprises do not have enough time and energy to work on product innovation. To do scientific research and development, enterprises need to calm down and study conscientiously. Now Ruyi has made a lot of adjustments in the industrial chain, and all production lines such as printing and dyeing, clothing, etc. have been replaced. In the next stage, we should work hard on how to make high-quality products. Therefore, we hope that the country will give appropriate scientific and technological loans to enable enterprises to do research in a down-to-earth manner, I believe Ruyi will become an advantageous enterprise in China within 10 years.

    Focus on the development of small, micro, and medium-sized enterprises






    With a population of 1.4 billion, China is a major producer and consumer of textile and clothing, and the textile and clothing industry is even more labor-intensive. It is not easy for the textile and clothing industry to develop today. With the downward pressure of the economy in recent years, the pressure on the industry has gradually increased, and the cost of materials, labor and channels has kept rising, especially the channel cost accounts for 30% of the total cost, and the labor cost accounts for 15%~20%.


    I put forward the following suggestions. First, we should solve the financing problem of small and micro enterprises and SMEs. At present, the specific implementation path of financing policies for small and medium-sized enterprises is not in place and has been on the way, lacking motivation and enthusiasm. Commercial banks still need to increase their lending to the textile industry. Second, we must improve the development of the textile and clothing industry to the national level. From a macro perspective, the textile and clothing industry has the largest number of jobs and foreign exchange earnings. From a micro perspective, it is still difficult to recruit workers in the manufacturing industry, especially the age structure of workers. There is a shortage of post-80s and post-90s workers, who are generally post-60s workers. The post 80s and post 90s return to work rate is less than 50% after this year. In particular, the state has not clearly defined the professional and technical grade assessment of textile workers, which is an urgent problem to be solved. The country has introduced many preferential policies in succession. In terms of replacing business tax with value-added tax, Sima has really benefited, but it is not obvious for small and micro enterprises and small and medium-sized enterprises. We hope to continue to increase the preferential policies for small and micro enterprises and small and medium-sized enterprises.


    In recent years, three new changes have taken place in Sima Clothing: the International Development Department has been established in Hong Kong; The development and cultivation of multi brands showed a good trend. The new brands acquired were incorporated into the financial statements in the fourth quarter, and will achieve a growth of 30%~40% this year; This year, the growth of e-commerce is also growing steadily. I am still full of confidence in the industry.

    Establish a value evaluation mechanism for craftsmen





    Last year, the overall profit of Sunshine was good, and the growth momentum of clothing business was encouraging. In the process of industrial development of Sunshine, I have also done real estate, solar photovoltaic power generation and other projects, but in practice, I feel that people's livelihood industries, which are closely related to the people, can keep profits. In the future development of the manufacturing industry, the key is to see the technological content of the industry. The industry should achieve self-reliance and self-improvement by increasing independent innovation.


    At this meeting, I bring three suggestions: First, promote the coordinated development of the virtual economy and the real economy. As for the problem of difficult and expensive financing, for our enterprises, it is mainly the problem of expensive financing. There is a large gap between the financial cost and that of foreign countries. Fictitious economy is the complement of real economy. It is not enough for national bank funds to tilt to the real economy. Second, the awareness of the whole society on craftsman spirit and craftsman value is far from enough. The whole society should promote craftsman culture and establish an evaluation institution for craftsman value. It is suggested that the industry should take the lead and enterprises should participate to establish a diversified evaluation mechanism. Third, promote high-quality development through independent innovation. For the manufacturing industry, only by strengthening intelligent manufacturing can we achieve high-quality development, accelerate the gathering of highly skilled talents, promote independent innovation, and increase the research and development of independent core technologies.     The transformation and development of textile enterprises need the attention of the government






    I was shocked and inspired by the speeches made by President Sun and other representatives just now, especially in the combination of industry and finance. Yueda has developed for more than ten years, including automobile industry and textile industry. Although its scale is small, it is a pillar industry in Yancheng area. At present, Yueda mainly focuses on enterprise reform and mechanism activation; Technological innovation and brand building; Intelligent transformation and improving the added value of textile products. This time I want to put forward three suggestions: 1. The government should attach great importance to the transformation and upgrading of the textile industry. Taking Yueda as an example, it pays high taxes every year and solves many employment problems. Therefore, the transformation of textile enterprises is not only related to economic problems but also social problems. Enterprises should strengthen independent innovation and intelligent transformation. The government can encourage mergers and reorganization of large enterprises to complete transformation and upgrading. 2.     I feel very warm today when I return to my parents' home. After hearing your speeches, I am confident about the future development of the textile industry, and have a clearer understanding of the overall development ideas and future development goals of the industry.


    Today, let's talk about my personal feelings. At present, there are quite a few people's views on the textile industry, which are traditional industries, labor-intensive industries and low-end industries. In my opinion, to fundamentally change this view, on the one hand, while expanding and strengthening the textile industry's production capacity, the industry should strengthen the publicity of high-quality development and enhance the position of the textile industry in everyone's mind. On the other hand, the industry should establish the image of leading figures in the industry, such as big entrepreneurs and experts, and increase the construction of green, fashion, science and technology research institutions to actively voice for the industry.

    Strengthen intellectual property protection of brands






    I have been working in the textile industry for nearly 30 years, and I have deep feelings for the industry. I have personally experienced the process from nirvana to resplendence of Shanghai textile industry. In August 2017, Shanghai Textile, with a history of more than 150 years, and Oriental International, with a history of more than 70 years of foreign trade, jointly reorganized to become the largest textile and clothing group and the largest textile and clothing export enterprise in China through global layout and transnational operations. In 2018, the operating revenue exceeded 100 billion yuan.


    I would like to give some suggestions on how to increase the innovation of the import trade system and improve the level of trade facilitation based on my experience of participating in the first Import Expo. In addition, I am also very concerned about how national brands go abroad and go global. This year, I prepared a proposal to strengthen the protection of intellectual property rights and enhance the core competitiveness of national brands: increase the collection of electronic evidence, increase the deterrence of criminal punishment, establish a compensation mechanism, and protect the intellectual property rights of national brands with new technologies and new models in the digital economy era through social governance, so as to provide a good business environment for national brands.

    The first time I went back to my parents' home, I felt warm. In particular, I got a lot of key data related to the development of the industry at today's meeting, which is more conducive to our putting forward more targeted opinions and suggestions at the two sessions. This time I brought three suggestions. First, I suggested that the state support the transformation of new and old drivers of the textile industry, so that the textile industry can play an important role in stabilizing employment. The second is the formulation of standards to better support the high-quality development of the whole industry and the construction of the "Belt and Road". The third is the support of innovation. It is suggested that the state support the construction of national and provincial enterprise technology centers related to the textile industry, so that enterprises can achieve stable development.

    How can the current enterprises compete between China and the United States?






    At present, everyone is very concerned about the trend of Sino US trade and looking forward to the outcome of the negotiations. Since China joined the WTO, it has benefited from free trade and experienced rapid development in the past 20 years. Now, if the United States wants to implement trade protectionism, the biggest problem faced by enterprises is that they are developing too fast and their human resources cannot keep up. If they continue to develop in the previous way, the industry will become more and more difficult. The development dividend of the industry for decades has met a turning point, and Vietnam, Southeast Asia and Bangladesh have developed rapidly. Strategically, it is necessary to have a sense of the overall situation, focus on the core and keep abreast of the four ideas proposed by the state.


    Gao Yong said in his concluding speech at the symposium that he hoped that when representatives and members put forward suggestions at the two sessions this year, they could focus on the development of the textile and clothing industry in the central and western regions and on major issues related to industrial restructuring in combination with the national development strategy. First, give full play to the unique position and role of the textile and clothing industry in targeted poverty alleviation in the central and western regions. Second, the Central Economic Work Conference proposed that in addition to cultivating world-class industrial clusters, new industrial clusters should be cultivated, and the textile industry should focus on cultivating and developing new clusters in the central and western regions in the future. Third, the government departments have recently studied supporting the cocoon and silk industry, which is not enough from the perspective of the industry. More attention should be paid to the textile related raw materials in the central and western regions, such as wool, cashmere, hemp, from planting to industrial development.     2019 is the 70th anniversary of the founding of the People's Republic of China, and also a crucial year for building a moderately prosperous society in all respects and achieving the first century goal. "Pioneering the blue lines to open the mountains and forests, and forging ahead through the wind and rain". Under the strong leadership of the Party, the Chinese people have gone through countless difficulties, twists and risks, successfully opened up the path of socialism with Chinese characteristics, made remarkable development achievements, and changed the global development pattern and historical trend. In the historical choice of "big waves wash the sand", China's textile industry has been unusually upright in the reform, and has drawn on many strengths in the opening up. It has achieved all-round and pioneering development, and has undergone profound and fundamental changes.


    In the past 70 years, China has become the world's largest producer, consumer and exporter of textiles and clothing. China's textile industry has become the mother industry of the country's industrialization process, a pioneer in opening up, and a pioneer in economic restructuring.     Over the past 70 years, since the per capita cotton production is not enough to make a suit of clothing or a quilt, the annual output of chemical fiber has been "ignored" in the global economic statistics. China has developed into the world's largest producer, consumer and exporter of textiles and clothing, occupying a leading position in the global textile industry, It has become a core force supporting the smooth operation of the world textile industry system and an important industrial platform for promoting global economic and cultural coordination and cooperation. "Science and technology, fashion and green" reveals the "three major leaps" for China's textile industry to achieve leapfrog development.


    First, "science and technology" drive: from scale development to connotation development.


    In the early days of the founding of the People's Republic of China, the Ministry of Textile Industry formulated unified economic and technical indicators, saved cotton and sizing consumption, summarized and popularized advanced technical operation experience, improved factory labor conditions and other basic technical work. From the 1950s to the 1970s, China has initially established an industrial system of textile and clothing through self-reliance. After the reform and opening up, the number of outstanding scientific and technological achievements in China's textile industry is not only considerable, but also the level of innovation is constantly improving. From introduction, digestion, absorption, re innovation to original innovation, from single product, process technology innovation to integrated innovation, it reflects the remarkable success of scientific and technological progress in the industry. Since 2011, 23 achievements have won national science and technology awards.


    (1) "Improve efficiency" through technological innovation


    One of the signs of "connotative development": fast cycle and high quality of product iteration, and efficient and intelligent production mode.


    From the perspective of production process, the textile, dyeing and finishing technology has been continuously innovated, and the fabric supply capacity has been greatly improved. New processes such as blending, interweaving and compounding are widely used. New varieties such as high count, high density and ultra-thin are constantly introduced. New technologies such as digital printing and fine printing are more characterized by high quality, personalization and refinement. Post finishing has also developed from single function to multi-functional finishing.


    From the perspective of production mode, the integration of industrialization and industrialization continues to deepen. In 1978, the textile industry began to apply computer systems, and the integration of informatization and industrialization officially started. During the "Sixth Five Year Plan" period, the cotton mill information management system was successfully developed; During the "Ninth Five Year Plan" period, clothing CAD and CAM entered into application; Since the "Tenth Five Year Plan", the enterprise management information system has been widely promoted, and breakthroughs have been made in production control systems such as online monitoring and manufacturing execution. The e-commerce platform has become an important marketing channel, promoting the industry to the stage of deep integration of industrialization and industrialization. At the end of the "12th Five Year Plan", intelligent manufacturing and collaborative manufacturing became the innovation direction, leading the textile industry into a new era of "Internet+".


    The improvement of labor efficiency has become a significant symbol of the industry's development from scale to connotation. The absolute number of world advanced technology and equipment applications in China's textile industry ranks first in the world, the integration level of informatization and mechanization ranks first in the world, and the average level of labor productivity ranks first in the world. In 2017, the labor productivity of the textile industry reached 788000 yuan/person, 115.7 times that of 1949 (6812 yuan/person); From 1949 to 2017, the number of workers per 10000 spindles in the cotton textile industry decreased from about 550 to less than 60; Since the "13th Five Year Plan", the full digital cotton spinning complete equipment has been industrialized, and the number of workers for 10000 spindles can be reduced to less than 20, and it can be unattended at night; The highest cotton yarn count has increased from 40 to 300. 80% of the production of more than 60 yarns is in China, more than 90% of the production of color spun yarns is in China, 60% of the production of high-grade village sweater yarn dyed fabrics is in China, 30% of the production of high-grade denim fabrics is in China, and the production technology of high count and high-density fabrics is mainly in China.


    In addition, new industry models and services are constantly emerging, and scene economy, platform economy, sharing economy, etc. have achieved extensive penetration.


    (2) "Structure adjustment" to optimize production capacity


    The second sign of "connotative development" is the diversification of product structure and the completeness of modern textile manufacturing industry system.


    In 1980, the proportion of fiber consumption in the three major end industries of clothing, home textile and industrial use in China was 84:11:5. In 2007, the proportion of fiber consumption in the three major end industries was adjusted to 52:33:15, and the proportion of home textiles reached a historical high. Industrial textiles are still in an upward cycle. In 2017, the processing volume of industrial fiber reached 15.08 million tons, 88 times that of 1980. The processing level of industrial textiles has improved. It can use diversified fiber raw materials, various nonwovens, weaving, composite and finishing technologies to produce high-tech products, which are widely used in medical and health care, filtration, geotechnical construction, safety protection, structural strengthening and other fields, making positive contributions to the development of relevant fields of the national economy.


    In 2018, cotton accounted for 13.8% (estimated) of the total fiber processing in China, and chemical fiber accounted for 83.6% (estimated); The consumption ratio of industrial textile fiber is more than 27% (estimated value), and the advantages of modern textile industry system with complete categories, rich varieties, good quality and optimized structure are fully displayed. China has the most perfect modern textile manufacturing industry system in the world, and the manufacturing capacity and level of each link of the industrial chain are in the forefront of the world.


    (3) "Break monopoly" with independent research and development


    The third sign of "connotative development": the overall self-sufficiency rate of products, and the full coverage rate of independent technology and equipment.


    In the early days of the founding of the People's Republic of China, there were only 58 textile factories or processing points in China. The equipment was simple and crude, and the technology was backward. The raw materials and equipment needed to be imported. The national textile industry was dominated by cotton textile printing and dyeing. At present, the whole textile industry chain in China is able to use independent technology and equipment to produce high-quality products independently developed and designed, which is rare in China's manufacturing industry.


    It is highlighted in:


    High performance fiber has been listed as the key problem tackling point of the industry during the "Seventh Five Year Plan" period. Since the "Twelfth Five Year Plan" period, major breakthroughs have been made. A number of fiber independent technologies such as carbon fiber and aramid fiber have broken foreign monopolies and entered the industrialization stage. Ultra high molecular weight polyethylene fiber and other varieties have entered the international market;


    The overall self-sufficiency rate of China's textile fabrics exceeded 95%, and the self-sufficiency rate of exported clothing fabrics increased significantly. The proportion of general trade in clothing exports increased from 35.7% in 1996 to 89.3% in 2017.


    The R&D and manufacturing level of textile machinery has been improved by leaps and bounds, and the electromechanical integration, numerical control level and reliability of domestic textile machinery have been greatly improved. A large number of products have replaced imports, and the domestic market share has reached 80%; Some products have been able to compete with the international advanced level. Chemical fiber, spinning, knitting and other equipment have entered the international market in large numbers. The export volume of textile machinery has increased from 120 million dollars in 1990 to 3.45 billion dollars in 2017.


    Second, "fashion" revival: from aesthetic attachment to cultural self-confidence.

In order to guide and promote textile enterprises to further explore the domestic market, the following policy recommendations are proposed:


    (1) Accelerate the upgrading of textile and clothing products
