In particular, it points out that, under the premise of basically maintaining the existing policy, that is, to maintain the two modes of enterprises applying for more than 50 thousand spindles and designated import of state trading enterprises, and to allocate a certain amount of import quotas from the total quota annually to small and medium-sized textile enterprises with a production scale of less than 50 thousand spindles without the qualification to declare separately, and to carry out a pilot project of "centralized management of imported cotton quotas" for small and medium-sized enterprises. This may be a new direction for the quota reform of imported cotton in the future, and will benefit the whole cotton textile industry.


    In recent years, there has been more and more reform on the import quota of cotton. Under the current situation of cotton production and demand contradiction, it is imperative to increase the effective supply of cotton. With the decline of reserve cotton stocks, whether the quota should be issued and the demand for small and medium textile enterprises should be taken into account when the quota is issued, the more effective quota implementation mechanism should be expected and considered.

    Economic performance of China's garment industry in 2018

    From the export area, China's clothing exports to the United States and Japan have resumed growth, narrowing exports to the EU, and increasing exports to some countries along the belt and road.


    In terms of domestic sales, according to the China Apparel Association estimates, the total sales volume of clothing in 2018 is about 3 trillion and 80 billion yuan, up 7.32% over the same period last year.


    Among them, the growth rate of online clothing sales has been significantly improved, and it has become the first driving force for the rapid growth of the domestic apparel market. Data show that in 1-12 months of 2018, the online retail sales of apparel products nationwide increased by 22% over the same period last year, and the growth rate increased by 1.7 percentage points over the same period last year.


    According to the statistics of the China National Business Information Center, in 2018 1-12, the retail sales of clothing commodities in major large-scale retail enterprises increased by 0.99% over the same period last year, and the growth rate slowed down 4.43 percentage points over the same period last year. The retail sales of various types of clothing decreased by 4.22% compared with the same period last year. The growth rate slowed down 8.43 percentage points over the same period last year, and the price increase was the main reason for the decline of the retail sales of major retail enterprises.
