The second "one belt and one way" International Cooperation Summit (hereinafter referred to as the "belt and road" Summit Forum) was held in Beijing from April 25th to 27. For the first time, the forum held the "one belt and one road" entrepreneurs' Conference (hereinafter referred to as the "entrepreneur conference"), which became a highlight of this forum. A total of nearly 900 representatives from international organizations and government departments, trade and investment promotion institutions and associations and enterprises attended the Forum. Among entrepreneurs who actively explore and share opportunities for cooperation in the "circle of friends around the road", we also see the familiar figure of textile people.

The theme of this "one belt and one way" Summit Forum is to build a "one belt and one road" and create a bright future. The core is to promote the cooperation of "one belt and one road" to achieve high quality development. Tong Jisheng, chairman of the Party committee and chairman of Orient International (Group) Co., Ltd., chairman of Inner Mongolia deer King cashmere Co., Ltd., Zheng Haosheng, and other textile enterprises representatives participated in the "one belt and one road" Summit Forum on trade opening in the afternoon of 25.

　　 The "one belt and one way" entrepreneur conference aims to provide a platform for the industrial and commercial cooperation between different countries and share the opportunity of "one belt and one road" cooperation. There are not only well-known enterprises such as Tesla, but also small and medium enterprises, including the leading enterprises in the traditional industries such as energy and agriculture, and the outstanding representative enterprises of the new economic forms such as cross-border e-commerce, including 90 world top 500 enterprises, 78 Chinese strong enterprises, more than 100 central enterprises and more than 200 folk enterprises. Zhou Haijiang, vice chairman of the Chinese Chamber of Commerce, chairman of the board of directors of the red bean group and CEO, was invited to attend the meeting. As the sole representative of China's private enterprises, he made the keynote speech of "eight sides win together" to build "one belt and one road".

　　 In his speech, Zhou Haijiang said that the essence of "one belt and one road" is to win all mankind together. To this end, the red bean group in Kampuchea led the development of the 11.13 square kilometers of the Sihanouk port special economic zone, put forward and implemented the "eight sides win win" development concept, focus on the West Port special zone to build a "win-win project" and "popular project". At present, the West Hong Kong Special Administrative Region has 161 enterprises from China, Europe and the United States, Southeast Asia and other countries and regions. It is the largest, the most influential and the best social economic zone in Kampuchea. Hong Sen, Prime Minister of Kampuchea, visited the SAR for the 4 time, calling it "Pro son". Chinese President Xi Jinping praised the "booming Sihanouk harbor special economic zone" as a model for Sino Cambodian pragmatic cooperation.

Zhou Haijiang said that every country has different national conditions on the "one belt and one road". The project must take root in the locality, cooperate with the local government and people, and win each other for a long time. This is the biggest experience of Hong Kong Group's more than 10 years running overseas parks. For the "eight sides win win", Zhou Haijiang explained that it is to achieve the win-win results of the 8 stakeholders of the SAR, shareholders, employees, customers, suppliers, partners, governments, the environment and the society (community) and share the fruits of development.

To win with shareholders is to ensure the investment safety and related rights and interests of shareholders of various investors in the special zone, and strive to maximize the reasonable return. To win with suppliers is to form a strategic cooperative relationship with excellent suppliers, develop together and share interests. To win with partners is to establish a healthy ecosystem with symbiotic and common prosperity partners, such as franchisees, agents and intermediary services. To win with the environment is to eradicate and prevent pollution development, and to achieve coordinated and sustainable development between man and environment.

In terms of win-win situation, the West Hong Kong Special Administrative Region is known as the "golden rice bowl" by the local people: it employs 29 thousand employees, with an average annual income of 3000 dollars. The HKSAR also has the obligation to train local people in operation skills and Chinese language, and trained more than 40 thousand people. In 2010 and 2015, two outstanding young people from Kampuchea were sent to China for further education.

Today, the West Port has become an international industrial park with complete production and living environment, with 178 standard factories and 1 large sewage treatment plants. The "one-stop" administrative service window composed of Kampuchea Development Council, customs, commodity inspection, commerce department, labour bureau and Sihanouk provincial government has been introduced to provide professional legal advisory services, providing comprehensive quality services for enterprises invested in.

In 2018, the total output value of the western port region has reached US $1 billion 1 million, and the contribution rate to the Sihanouk economy has exceeded 50%. The West Port region has made great efforts to bridge the friendly exchanges between the two countries, two provinces and two places. Jiangsu and Sihanouk, Wuxi and Sihanouk have respectively concluded their friends cities. The two countries, two provinces, and the two sides are taking the Special Administrative Region of the West Port as the platform to continuously strengthen cooperation and exchanges in economy, trade, culture, education, health and medical treatment.

For many years, the West Port Special Administrative Region (HKSAR) has been insisting on building a school for the local community. It has donated money to the Kampuchea red cross every year. It has donated funds to study, mobilize the staff to help the needy people to help poor students, and assist the five batch of foreign aid medical teams dispatched by the Jiangsu provincial government for more than 7900 patients in Sihanouk province.

With the promotion of national policies, the "one belt and one way" country is gradually becoming a new growth point of China's textile and clothing trade. On the one hand, China's textile and apparel exports to various countries along the border have been steadily increasing; on the other hand, the "along the way" countries have also become an important part of China's textile and apparel global industrial chain layout. In 2018, China exported 95 billion 260 million US dollars of textiles and clothing to the countries along the belt, an increase of 4.1% over the same period last year, accounting for 34% of the total export volume of textiles and clothing. At the same time, with the increase of domestic factor cost, Chinese textile and garment foreign trade enterprises have speeded up the pace of "going abroad" and spanferring industries overseas. In this process, China and ASEAN, South Asia, Central Asia and central and Eastern European countries are moving from competition to cooperation, and the textile and garment industries along the "belt and road" countries are also gradually merging.

Project signing and enterprise docking are the main highlights of this conference. It is reported that the General Assembly will organize nearly 1000 Chinese and foreign enterprises to carry out the one to one docking negotiations. There will also be a number of cooperation projects involving wide fields, wide coverage, extensive foundation, strong demonstration effect, and many livelihood projects. After the meeting, we will continue to track the implementation of the project, and push ahead with these projects.

At this entrepreneur's meeting, as a "one belt and one road" project, the Thailand project of Hong Kong Group general stock and the West Hong Kong Special Zone Thermal Power Plant project will be signed. According to introduction, the Thailand project of Hong Kong Group General shares is a high-performance radial tire project, with a total investment of US $300 million. It will build an annual production base of 6 million semi steel radial tires and 1 million all steel radial tire production bases. It is the largest project of Chinese manufacturing enterprises investing in Thailand in 2018, covering a total area of about 510 thousand square meters, and is expected to increase more than 1500 jobs for Thailand.
