    The national development and Reform Commission and the relevant departments have revised the guidance catalogue of industrial structure adjustment (2011 Edition) (Amendment), and formed the guidance catalogue of industrial structure adjustment (draft 2019).

    The guidance catalogue can be divided into 3 categories: encouragement, restriction and elimination.

    Among them, the textile industry encourages 13 categories, restrictive categories 18, and elimination of 20 categories.

     

    Catalogue of textile industry encouragement

    1. differential, functional polyester (PET) continuous copolymerization modification [cationic dyeable polyester (CDP, ECDP), alkali soluble polyester (COPET), high shrinkage polyester (HSPET), flame retardant polyester, low melting point polyester, non crystalline polyester, biodegradable polyester, polyester produced by green accelerator].

    Flame retardant, antistatic, UV resistant, antibacterial, phase change energy storage, photochromic, raw liquor coloring, and high efficiency flexible manufacturing technology of functional chemical fibers.

    Intelligent, super simulation and other functional chemical fiber production.

    Original development of green high efficiency environmental protection oil for high-speed spinning.

    The development, production and application of 2. polyester terephthalate (PTT), poly naphthalene two formic acid glycol ester (PEN), poly (butylene terephthalate) (PBT), poly (butylene succinate) Ding Erzhi (PBS), poly (terephthalic acid cyclohexane two methanol ester) (PCT), bio based polyamide, biological furan ring and so on.

    3. green and environment-friendly processes and equipment are used to produce new solvent methods: cellulose fiber (Lyocell), bacterial cellulose fiber, regenerated cellulose fiber, PLA, seaweed fiber, chitosan fiber, polyhydroxyfatty acid ester fiber (PHA), animal and vegetable protein fiber, such as bamboo, hemp and other new renewable resources.

    4. development, production and application of high performance fibers and products.

    [carbon fiber (CF) (tensile strength greater than 4200MPa, elastic modulus greater than 230GPa), aramid fiber (AF), polysulfonamide (PSA), ultra high molecular weight polyethylene fiber (UHMWPE) (spinning production line capacity of more than 300 tons / year), polyphenylene sulfide fiber (PPS), polyimide fiber (PI), polytetrafluoroethylene fiber (PTFE), POLYBIS (Oxazoles) fiber (PBO), polyaroxazole two azole fiber (POD), basalt fiber (BF), silicon carbide fiber, polyethers ketone fiber, high strength glass fiber and so on.

    5. meet the environmental requirements of special animal fiber, hemp fiber, mulberry tussah cocoon silk, colored cotton, colored mulberry silk natural fiber processing technology and products.

    6. the establishment of an intelligent spinning plant using intelligent and continuous spinning complete sets of equipment (blowing carding unit, coarse and fine connection, fine connection and numerical control single machine and jet vortex spinning, high-speed spinning rotor spinning process) to produce high quality yarns.

    High speed CNC shuttleless loom, automatic wear machine, fully formed computerized flat knitting machine, high-speed computerized flat knitting machine, high-speed warp knitting machine and other new CNC equipment are used to produce high grade, high density, jacquard and other high-grade woven and knitted fabrics.

    9. intelligent, high efficiency, low energy consumption textile machinery, key special foundation parts, metrology, testing instruments and test equipment development and manufacturing.

    10. high-end carpet, drawnwork, embroidery products production.

    11. digital, networked, intelligent clothing production technology and equipment development and application.

    12. textile industry biological degumming, no polyvinyl alcohol (PVA) slurry sizing, less water and energy saving printing and dyeing processing, "three wastes" efficient management and resource recovery and reuse technology popularization and application.

    13. the development and application of waste textiles recycling technology and equipment, the use of polyester recycling materials to produce polyester industrial yarn, differential and functional polyester filament, non-woven materials and other high value-added products.
