Xinjiang'S "Printing And Dyeing Wastewater Discharge And Comprehensive Utilization Standards" Draft Issued
In order to carry out the laws and regulations of the People's Republic of China environmental protection law and the law of the People's Republic of China on the prevention and control of water pollution, and further protect the environment and prevent pollution, the Xinjiang Uygur Autonomous Region drafted the the Xinjiang Uygur Autonomous Region local environmental protection standard "printing and dyeing wastewater discharge and comprehensive utilization standards" (Draft). The standard text and compiling instructions (Draft for comments) are now open to the public for comments.
The textile industry is a traditional pillar industry and an important livelihood industry for the pformation of advantageous resources in Xinjiang. It is also a basic industry for improving employment capacity and employment level in Xinjiang, and has a unique important position in the national textile industry system. However, textile printing and dyeing industry is also a typical industrial wastewater with a large amount of pollutants and pollutants. Wastewater discharge has significant characteristics such as large amount of water, high content of organic pollutants such as dyes and auxiliaries, high salinity, and large water quality changes, which has potential ecological and environmental risks.
This standard provides for the discharge limits, monitoring and monitoring requirements of water pollutants in printing and dyeing enterprises or production facilities in the Xinjiang Uygur Autonomous Region, including the implementation and supervision of standards. It is applicable to the discharge management of water pollutants in printing and dyeing enterprises or production facilities in the Xinjiang Uygur Autonomous Region.
The emission control requirements specified in this standard apply to pollutants discharged directly or indirectly from the statutory boundaries of the printing and dyeing enterprises or production facilities in the Xinjiang Uygur Autonomous Region (including Corps).
This standard is applicable to environmental impact assessment, environmental protection facilities design, environmental protection acceptance, discharge permit management and water pollutant discharge management of printing and dyeing enterprises or production facilities construction projects in the Xinjiang Uygur Autonomous Region (including Corps).
This standard provides for the discharge limits of water pollutants in the Xinjiang Uygur Autonomous Region (including Corps) for printing and dyeing enterprises or production facilities for industrial water raw water, comprehensive utilization of urban miscellaneous water, printing and dyeing enterprises or production facilities draining into the desert stabilization pond and for ecological forest irrigation, and for collecting and processing printing and dyeing wastewater treatment plants. The recommended limit for the comprehensive utilization of water pollutants in the waste water treatment plant of the textile industrial park is applicable to pollutants discharged by law.
The siting of new sources of pollution and the management of existing pollution sources in special protected areas shall be carried out in accordance with the relevant provisions of the laws and regulations of the People's Republic of China on the prevention and control of water pollution and the Environmental Impact Assessment Law of the People's Republic of China.
The contents of this standard include "GB/T 6920 water quality pH value determination glass electrode", "HJ 828 water quality chemical oxygen demand determination of dichromate", "HJ/T 399 water quality chemical oxygen demand determination quick spectrophotometric", "HJ/T 70 high chlorine wastewater chemical oxygen demand determination chlorine correction", "HJ 505 water quality five days biochemical oxygen demand (BOD5) determination and dilution, inoculation", "GB/T 11901 water quality suspended matter determination gravimetric method", "GB/T 11903 water quality chromaticity determination" and other documents.
14 indicators such as ammonia nitrogen, total nitrogen, total phosphorus, chlorine dioxide, Absorbable Organic Halogen (AOX), sulphide, aniline, six valent chromium and total antimony, and at the same time, according to this standard, the water quality of urban sewage water reuse (GB T18920-2002), "urban sewage reuse green irrigation water quality" (GB /T25499-2010), and "water quality standard for urban sewage reuse and landscape water quality" (GB/T18921-2002) standard, which are closely related to this standard, are added to two indexes of olfactory and total residual chlorine, so as to ensure the water quality and disinfection requirements of urban greening, building construction and road cleaning, fire fighting and waterscape ornamental landscape water treatment after printing and dyeing wastewater treatment. This standard pollutant project first covers the pH value, chemical oxygen demand (CODCr), five day biochemical oxygen demand (BOD5), suspended matter and chroma in the water pollution discharge standard for textile dyeing and finishing industry (GB4287-2012). In addition, based on the above mentioned salinity, the effect of ecological treatment on desert reservoirs or stabilization ponds and the demonstration of their effects on ecological forest irrigation are added to the total salt water pollutants project.
It is mentioned in the standard that sampling of enterprises' waste water should be carried out in accordance with the types of pollutants monitored at the prescribed emission monitoring locations. Enterprises should set up sampling ports according to the requirements of the national and local monitoring standards for pollution sources. The requirements for installation of automatic monitoring devices for pollutant discharge in newly built enterprises and existing enterprises shall be carried out according to the relevant regulations of the automatic monitoring and management measures of the national and local relevant pollution sources, according to the relevant technical requirements of the self monitoring technical guide for pollutant discharge units (HJ 879-2017) and the relevant requirements of the ecological environmental management department. The requirements for monitoring the frequency and sampling time of pollutant discharge of enterprises shall be implemented according to the relevant national and local monitoring standards for pollution sources.
