The three annual National Spin The summary of the industrial cluster reappraisal work is held here today. On behalf of the China Textile Industry Federation, I would like to welcome all of you. I would like to express my heartfelt thanks to the governments and departments of various industrial clusters, the chamber of Commerce of the textile and clothing association of various provinces and cities, and the departments and units of the China spinning Federation for their support and cooperation in this review.
I would like to take this opportunity to report to you on several aspects. The first is about the third reappraisal work of the textile industrial cluster pilot; two, the development and achievements of China's textile industry cluster in the past three years; three, the challenges faced by the development of the textile industrial cluster; and four, the suggestion for the future development of the textile industrial cluster.
I. The third reappraisal work of textile industrial cluster pilot projects
Since 2002, the pilot work of textile industrial cluster has been in the past fourteen years. In the past more than 10 years, the rapid development of the textile industry cluster has become an important foundation for the textile industry. In the first batch of pilot clusters in 2002, there were 38 counties and towns. In 2010, when the first reassessment was conducted, 164 pilot clusters were achieved, and 160 were reassessed through the review; in 2013, second were reassessed; the pilot clusters were 175, and 170 were reassessed; in the third reassessment this year, 197 clusters were included in the reassessment pilot group; 186 were reassessed through the third reassessment; and the clustered group with 13 years of less than three years did not participate in the review work.
The purpose of carrying out the reappraisal work of the textile industry cluster pilot is to carry out a conscientious summary and review of the achievements and experiences of the textile cluster economic development in the region, clarify the problems and identify the future direction of development; two, through exchanges, all regions can learn from each other and learn from each other, so as to better promote the spanformation and upgrading of the textile industrial cluster economy.
This review work still adopts the combination of self evaluation and key inspection and self evaluation. The pilot clusters have conscientiously completed the self-assessment report, and reviewed the development of the cluster economy in the past three years in more detail. For key areas, China Textile Federation and professional associations organize field trips to understand the pilot work of the cluster. From the view of the overall review, the progress of each area in the three years is great. For example, various regions have formulated the development plan of the textile industry, and formulated various policies and measures to support the development of the industry, and in scientific and technological innovation, brand Positive progress has been made in construction, market development, environmental protection, social responsibility, and public service platform construction.
Two, the development and characteristics of China's textile industrial clusters.
In the past three years, governments, consultative societies and enterprises in various industrial clusters have made joint efforts to accelerate the upgrading of the industry, and the economic development of textile industrial clusters has made gratifying achievements.
1, the basic situation of textile industry cluster development
By the end of 2015, the total number of textile industrial clusters that had established pilot relations with China Textile Federation was 206, distributed in 21 provinces and regions throughout the country, mainly in the Yangtze River Delta, Pearl River Delta, Haixi and Bohai rim regions. Guangdong, Zhejiang, Jiangsu, Fujian, Shandong and other coastal five provinces were most concentrated, and five provinces accounted for more than 3/4. Most of the towns with characteristics of textile and garment industry that are pilot related are County towns. This is a typical location feature of the development of China's textile and garment industry cluster.
According to the statistical data of the participating regrouping pilot cluster (excluding duplicate calculation), in 2015, China's textile industrial cluster area achieved a total industrial output value of 3 trillion and 984 billion 223 million yuan, with an average annual growth rate of 3.37% in three years, of which 3 trillion and 118 billion 179 million yuan was above the scale, the average annual growth rate was 4.33% in three years, and 3 trillion and 798 billion 317 million yuan in main business income, 0.53% per year in three years.
According to the comprehensive calculation, the main business income of Enterprises above Designated Size in the cluster accounted for 42.27% of the total textile enterprises in 2015 and accounted for 44% of the profits. By the end of 2015, there were 10 industrial clusters in the pilot area, and the annual main business revenue exceeded 100 billion yuan, and the annual sales of 4 professional markets exceeded 100 billion yuan. It can be seen that the cluster economy has become an important supporting force for the spanformation and upgrading of China's textile industry and the building of a powerful country.
2, the main characteristics of the development of textile industrial clusters.
Under the environment of China's national economic development entering the "new normal", China's textile industrial clusters show diversified development features and operation highlights.
First, industrial clusters continue to explore new models of cluster development. Industrial clusters in various regions are actively applying information technology progress to accelerate the spanformation of Internet based business models, service patterns and management models, as well as supply chain, logistics chain and other innovations, foster the "cloud economy" industrial ecosystem, form a new pattern of cluster networking synergy, actively promote collaborative innovation between upstream and downstream enterprises, enhance product development, speed up quality upgrading and brand building, actively change from OEM to ODM and OBM in brand, quality and design aspects, and practically promote backward elimination, energy conservation, environmental protection, personnel training and market development, so as to promote cluster enterprises to spanform from extensive growth to intensive growth mode, and create conditions for gradually realizing industrial clusters from cost competition to innovation and competition development.

Zhangjiagang insists on the development concept of "the traditional industry is advanced and the traditional products are high-end", and persists in building the brand development path of "famous, excellent and special" products. Shengze town strengthens technological innovation and takes intelligent spanformation as a breakthrough to promote the upgrading of textile industry to connotative development, upgrade to energy saving, environmental protection, green, low carbon and sustainable development, and strive to cultivate a number of brands and enterprises with international influence.
Second, improve the industrial chain and professional market matching. Practice has proved that the more complete the cluster industrial chain, the closer the linkage is, the lower the supporting cost is, the more stable the upstream and downstream cluster economies. The strong circulation distribution function, the regional radiation function and the brand incubation function of the specialized market are effective means to expand the cluster influence, develop the cluster size and promote the cluster upgrading. The establishment of a sound industrial chain and specialized market support has become the upgrading means of industrial clusters all over the country, and has become the characteristic path of the development of textile industrial clusters. Such as Shaoxing Keqiao textile cluster after many years of agglomeration development, the establishment of the upstream contains PTA, polyester, chemical fiber Raw materials, middle reaches weaving, dyeing and finishing, downstream clothing, home textiles and light textile market and so on a complete industrial chain and market production and marketing system; Changshu clothing city scale, commodity turnover and other major economic indicators, ranking 11 consecutive years in China's top ten professional apparel market. In 2015, the cluster output value and market turnover amounted to over 100 billion yuan, becoming the incubator and information port of Changshu's clothing and apparel industry; Fujian Shishi made up the clothing market by establishing the fabric market. accessories The gap between supply and demand has improved the matching of the industrial chain and played a good supporting role in the development of the regional garment industry.
Third, actively create regional brand influence. Each cluster actively combines its own industrial characteristics, encourages the growth of its own brand, promotes the backbone enterprises of the regional leading enterprises, cultivates excellent brand enterprises and segments the market, and forms differentiated competitive advantages.
Such as Haining leather, Shengze silk Chemical fiber, Datang socks, Shengzhou tie, Ma Bridge warp knitting, Xiqiao fabric, Dalang sweater, Chaozhou dress, Shaxi. Leisure clothes Shishi casual wear, uniform cowboy Jiaxiang gloves, Foshan Children's wear Xingcheng Swimwear And other regional brands are becoming more and more influential in the industry. Humen casual wear, Yiwu seamless weaving, Ma Bridge warp knitting, Datang socks industry, salt step Underwear Lingwu boutique cashmere, Qinghai Tibetan carpet and other industrial clusters in the "create a well-known brand demonstration area" work outstanding performance. Chaozhou actively promotes the "government enterprise linkage" brand strategy, and jointly builds brand influence system of product brand, enterprise brand and regional brand Trinity. Wedding dress The enterprises have obtained 20 famous brands and names above the provincial level. Haining home textile cluster has 31 key enterprises authorized to use the "Haining home textiles" regional brand, and 68 enterprises take the lead in introducing the implementation standard of the home textile industry alliance. Yiwu small commodities, Pu Yuan sweater, folding stone bridge home textiles, Changshu Men's wear And other regional brands not only become popular among domestic consumers, but also become a beautiful country card.
Fourth, we should actively promote technological progress and industrial upgrading. With the new textile technology, new equipment, new Material Science With the continuous emergence of new technologies and the growing spanformation of production methods, organization methods and circulation modes, local clusters generally take the application of new and high technology and upgrading of advanced equipment as a breakthrough point, taking the leading enterprises in the cluster as the leading role, and promoting the upgrading of cluster technology and the pace of industrial upgrading. Technological progress has become an important force in the dynamic spanformation of cluster development.
Shengze industrial cluster has been spanformed into equipment in the direction of technology, information, intelligence and greening. It has been the leading position in the field of chemical fiber spinning, weaving, printing and dyeing equipment and functional differential fiber production technology, silk weaving technology and shuttleless weaving technology. It ensures the core competitiveness of Shengze silk, super fine polyester fiber and chemical fiber fabrics in the market. Changle actively implemented the "machine change", invested heavily in automatic spanformation, and the level of employment dropped from 58 to 36. Dalang town encourages enterprises to use computerized flat knitting machines to promote the development of machinery manufacturing, product development, creative design and other related industries. From 2002 to 2015, 100 thousand employees remained unchanged, but their sweater sales increased from 200 million to 1 billion 200 million, and the productivity of clustered labor increased significantly.
Fifth, actively promote the "Internet +" strategy and deepen the integration of the two technologies. The cluster organizations have implemented the strategy of "industry + Internet" to explore and carry out the spanformation of intelligent manufacturing, and cluster enterprises have gradually developed from production to production and service.
Qinghe, Changshu, Haining, Keqiao, Puyuan, Humen and other clusters regard e-commerce as a breakthrough and an important part of the construction of public service platform, and promote the application ability and level of cluster enterprise informatization. Haining has actively implemented the "electricity supplier for the market", has set up "Hai Ping Cheng", China Network Library Haining operation center, "Alibaba industrial belt" and other business platform and a number of e-commerce parks, effectively promoting the benign interaction between e-commerce and leather fashion industry. Jingzhou Cen he town successfully entered the Alibaba "China made", and explored a new way to promote the integration of the two technologies and the Internet plus baby clothing to help the real economy. Xingcheng takes e-commerce trading platform as the core to realize the deep connection between eight platforms, such as agent distribution platform and supply chain procurement platform, and brings together 600 swimsuit production enterprises and C outlets to form a powerful online swimsuit industrial belt. By the end of 2015, the number of online shops in Qinghe County was over 3, with over 60 thousand employees, with sales of more than 3 billion 500 million yuan, and entering ten of the best sellers in China. Shaoxing Keqiao district has built 5 new business gathering areas, and launched the training plan of "10000 electric providers" to promote the integration and development of the physical market and the online Textile City.
Sixth, actively carry out the construction of cluster public service platform. Local clusters start from the actual situation, constantly innovate, and explore the establishment, including product development and quality. Testing Vocational training, personnel training, information technology, e-commerce, logistics services, financing guarantee, patent protection, media publicity and competition. Exhibition Brand cultivation, index A series of public service platforms such as upstream and downstream suppliers, channel providers, equipment suppliers, and providers of electricity, design, brand, law, finance and other supporting agencies have been actively introduced to carry out specialized services. Cluster industrial services are more efficient and pragmatic, forming a benign ecosystem of innovation and development.
The Humen town government has joined several strategic partners to jointly invest 150 million yuan to build the "Humen garment industry collaborative innovation center", landing the Humen public garment technology innovation center, Humen clothing brand promotion center and other 10 public service platform projects, providing a comprehensive public service for garment and garment enterprises in Humen Town, especially small and medium-sized enterprises. Shaoxing Keqiao logistics center integrates customs, commodity inspection, logistics, distribution and warehousing, forming a large logistics service network that reaches 179 large and medium-sized cities throughout the country. The volume of textile freight spanported to the whole country reaches 5000 tons a day. It has become the "inland direct pass" with great competitive advantages in the Yangtze River Delta region. Changle has continuously innovating financial services, set up multi-level financial services system, such as bank cooperation, bank enterprise cooperation and enterprise mutual assistance, and provided emergency loans to difficult enterprises to solve the problem of cash flow in enterprises.
In short, in recent years, China's textile industry clusters have improved their competitive advantages by accumulating innovative ways, improving the industrial chain, shaping regional brands, developing scientific and technological innovation, and deepening the integration of two technologies, and have accumulated new development momentum.
Three, challenges faced by China's textile cluster development
Under the background of economic globalization, China's textile and garment industry cluster is facing a series of new challenges in the environment of information technology upgrading, industrial upgrading, consumption upgrading, circulation upgrading and urban upgrading.
First, economic globalization and the challenges brought by fragmentation of regional production. Under the background of rapid development of electronic information communication technology and spanportation technology, the world economy presents a new pattern of industrial concentration, global division of value chain and fragmentation of production. Industrial power concentrates on a few multinational companies, leading to uneven distribution of global value chains. Multinationals in the core position make use of global value distribution and governance power to gain more monopoly profits; backward enterprises face technical thresholds and market barriers; most of them can only engage in mature technology production, compete for orders, profit margins are becoming smaller and smaller, and their position on the whole ball value chain tends to marginalization.
After China's accession to the WTO, the cluster enterprises are no longer facing single international top companies, but rather large and highly efficient international business chains controlled by spannational corporations and deep globalization. Whether the textile industry cluster can gain the right to speak in the international competition, it is necessary to rely on sustainable competitiveness to win the position of the region in the international production and value division system, to achieve the goal of catching up with the universities and speeding up the pace of the big textile and garment giants.
Second, the challenges posed by consumption upgrading and market changes. At present, many international clothing brands have entered the Chinese market in the form of territorial production, and compete with Chinese textile and garment enterprises in terms of design, quality, price, service and culture.
With the continuous improvement of consumer's demand for technology, performance, aesthetics and function, and the diversification of consumer demand, high quality, personalized, low cost and high cost performance will become the main theme of market demand in the future. It urges China's textile industry cluster enterprises to increase the variety, quality and brand creation around the supply side reform, constantly innovating ideas, innovating models, innovating products and innovating services to meet the increasing consumer demand of consumers.
Third, the challenges brought by the development mode of industrial clusters. Influenced by industrial spanfer and international division of labor, China's textile industry clusters are mostly dominated by production and processing. The development of high-end innovative clusters is lagging behind, the environment of cluster innovation is not perfect, and the lack of advanced production factors such as talent, information, design and other issues all restrict the further development of clusters. At present, China's textile industry clusters need to break through the bottleneck and enter the virtuous circle stage of knowledge accumulation, innovation agglomeration and differentiated competition.
Fourth, cluster development depends on path dependence and policy dependence. There are often path dependent risks in cluster development. For example, some local governments rely too much on industrial cluster policies, rely too much on land management and preferential policies and measures, and lack effective control over industrial development, resulting in the accumulation of non innovative enterprises, the scattered construction of industrial parks, and the lack of special characteristics of industries. There are problems such as blind low-end expansion, blind extension of industrial chains, and the development of isomorphism. It is difficult to form an effective innovation environment.
On the whole, in the new economic era and increasingly complex globalization pattern, China's textile and garment industry is striving to move from a big textile country to a strong textile country. The textile industry cluster has entered the stage of spanformation and upgrading. The cluster enterprises need to further enhance their research and development, design and marketing, brand operation and other aspects, so as to promote the upgrading and development of the cluster economy and regional social progress.
Four, accelerate the spanformation and upgrading of textile industrial clusters.
To further promote the upgrading and development of industrial clusters, we need to continuously improve the internal and external development environment of China's textile industrial clusters, and take the key elements as the core to achieve the upgrading of the main value chain of the cluster. The whole industry needs to strengthen its work in the following aspects:
First, we should strengthen innovation input and promote the application of generic technology in small and medium-sized enterprises. Gather government, industry associations and enterprises to solve the bottleneck problems of cluster technology, such as basic common materials, key processes, core components, energy conservation, environmental protection, system integration and other key common technologies, formulate policies to effectively promote the spread of generic technology in clusters, promote the establishment of industry university research cooperation mechanism, guide enterprises to carry out multi-level and multi field cooperation with universities, scientific research institutes, solve technological and enterprise development strategies, actively guide enterprises to create, use and protect intellectual property rights, and explore the establishment of the base for creating science and technology, so as to create an advantageous development environment for improving the innovation ability of industrial clusters.
Second, we should strengthen the construction of talents at different levels. We should enhance the talent adaptation level of cluster enterprises and establish a supply mechanism to meet the needs of multi-level talents. We should improve the support policy of the innovation team, implement various training measures, and promote the continuous improvement of innovation capability within the cluster. While vigorously promoting the construction of highly skilled talents, we should further strengthen the analysis and prediction of the demand for industrial technology talents, make full use of all aspects of social resources, carry out personnel training, strengthen vocational education, and enhance the training base of applied skilled talents.
Third, implement regional brand strategy and standard construction projects. We will continue to foster and enhance regional brands and continuously enhance their image and value. We should encourage enterprises to jointly formulate standards by taking industrial clusters as a link, encourage enterprises to participate in the research and formulation of industry standards, support enterprises to upgrade their independent intellectual property rights to their own standards, promote their own standards to become national (or international or industrial) standards, and organize enterprises to participate in the formulation of product safety and energy efficiency standards around the needs of quality improvement and consumer safety protection.
Fourth, strengthen the construction of public service platform. We should give full play to the role of industry associations in communication, coordination of public relations and self-discipline. We should strengthen the construction of public service platform from the aspects of product quality testing, technology development and technology consulting service, design, network information service, personnel training, marketing and financial services, and give full play to the support role of public resources of public service platform, so as to create a favorable development environment for clusters.
Fifth, we should promote the development and upgrading of core products. In the process of upgrading the competitiveness of China's textile industrial clusters, the upgrading of process and upgrading of products is always the key. Enterprises should be encouraged to improve their speed and efficiency by optimizing the technological process, developing new products or improving the production efficiency of core products, so as to drive industrial clusters to enhance their value platform and constantly upgrade to both ends of the value chain.
Sixth, stick to the path of green development. Actively coordinate the relationship between industrial cluster development and ecological environmental protection. We should speed up the application of energy saving equipment and energy saving technology in all aspects, enhance the energy saving level of the whole industry, develop green textile products, carry out ecological design, improve product energy efficiency, environmental protection and low carbon level, guide green production, build green factories, achieve intensive production, cleaning and intellectualization, develop green parks, improve the level of energy conservation, emission reduction and recycling, create a green supply chain, and build a textile industry recycling system from raw materials, production, marketing, consumption to recycling, comprehensively enhance the level of green manufacturing, and create a life-cycle low-carbon green textile industrial chain.
Seventh, scientific planning and guidance. Scientific and rational planning is very important for standardizing the industrial layout, improving the development environment, innovating the mechanism system and enhancing the competitive advantage of industrial clusters. Based on the existing industrial characteristics and industrial advantages, and according to the changing trend of market demand and the prospect of technology application, we should scientifically and accurately locate the development direction and development path of industrial clusters, rationally support policies and measures, support and guide the independent innovation of cluster enterprises, enhance the competitiveness of enterprises, and realize the healthy and sustainable development of cluster economy.
Eighth, strengthen social responsibility. We should continue to deepen our sense of social responsibility, enhance and innovate the value concept of social responsibility, implement our responsibilities, and establish a multi-level, multi-channel and omnibearing social responsibility promotion mechanism guided by the government, enterprises as the main body, industry associations as the links, and social media as the supervision. We should promote information disclosure of corporate social responsibility, strengthen sharing, interaction and communication with stakeholders, enhance spanparency of social responsibility, share responsibilities and share results, and promote the improvement of corporate social responsibility level in cluster enterprises.
Distinguished guests and friends, the "13th Five-Year" period is the decisive stage for China to build a moderately prosperous society in an all-round way. It is also an important stage for the textile industry's innovation and development, upgrading and upgrading to the middle and high-end industries, and creating new competitive advantages.
