The state is "real", and garbage classification has entered the "mandatory era".

In July 1st, the regulations on the management of domestic waste in Shanghai were formally implemented. According to the regulations, "individuals or units will be punished according to the regulations." So this is also called "the most stringent garbage classification Ordinance in history". At the same time, all parts of the country have entered the "mandatory era" of garbage classification.

Song Guojun, director of the Institute of environmental policy and environmental planning of Renmin University of China, said that for many years, the country was "real" and garbage classification was no longer a slogan and advocacy.

It is reported that the regulation and punishment of non-standard classification is more severe. On the 1 day, Shanghai law enforcement department issued 623 rectification list. According to the Shanghai municipal administration and Law Enforcement Bureau, on the day of 1, Shanghai municipal law enforcement departments at various levels inspected 1588 districts, 406 enterprises and institutions, 1853 businesses and 21 hotels, and issued 623 rectification lists. Law enforcement agencies said, after the implementation of the Ordinance, whether the unit or individual, if there is a violation of garbage classification norms, will face more stringent penalties, the fine will also increase.

The national development and Reform Commission and the Ministry of housing and urban and rural construction of the "implementation plan of domestic waste classification system" require that 46 cities will first implement the mandatory classification of domestic waste. By the end of 2020, the relevant laws, regulations and standards of garbage classification have been basically established. Before 2025, the garbage disposal system should be basically built in all cities at the national level and above.

How should we divide the national standard of "four points" for garbage classification?

When people pay attention to the classification of domestic waste, many industries have also tortured their souls. Today, the Xiaobian of the global textile network is going to explore with you how to classify the rubbish produced in the textile and garment industry.

First of all, let's take a closer look at the "four points" method of garbage classification in Shanghai, that is, four categories of domestic waste classified as recyclable, hazardous waste, wet refuse and dry refuse, and implement the classified disposal of "four links" by classified delivery, classified collection, classified transportation and classified treatment, so as to realize the reduction, recycling and harmlessness of domestic waste.

In fact, there is a unified standard for garbage classification in the whole country. In March 18th last year, the general office of the State Council issued the "national solid waste classification implementation plan" of the Ministry of national development and Reform Commission, Ministry of housing and urban rural development, which clearly stipulated the mandatory classification standard of domestic waste: 1. hazardous waste; 2. perishable refuse; 3. recyclable garbage; 4. refuse not classified into categories according to the existing method. Therefore, the "four points method" of garbage classification is from here.

Why is Shanghai's "four point method" different from the requirements of the state?

The regulations on the management of domestic waste in Shanghai (Draft) explained that: simply speaking, Customary Division 。 Therefore, the wet waste in Shanghai garbage classification means "perishable garbage", and dry refuse means "other garbage". The two call is different, meaning is the same.

How should we classify the standard garbage classification? The national plan for the implementation of the classification system for domestic waste is clearly stipulated.

Recyclable A waste that can be processed or reused after being processed.

The color of the trash bins corresponding to recyclables is blue, mainly including waste paper, waste plastics, scrap metal, waste glass, waste textiles, waste packaging, waste electrical and electronic products, etc.

    Common classifications are

Waste paper: Newspapers, books and magazines, cardboard boxes, leaflets, envelopes, paper bags, paper bags, express boxes and wrapping paper, leaflets, drinks and milk, and other paper packaging.

Plastics: Plastic bottles and cans (beverage bottles, bottles, shampoos, milk cans, food preservative boxes, storage boxes), plastic pots (edible oil cans, plastic bowls), plastic tableware, plastic daily necessities (plastic hangers, construction safety helmets, PE plastic, PVC, acrylic board, plastic cards, melamine tableware, KT board), plastic foam plastic (foam plastic, fruit net sleeve), plastic toys (plastic blocks, plastic models), rubber ball, plexiglass products.

Metals: Steel and aluminum cans, food cans, tableware cooking utensils (kitchen knife, pot), scissors, nails, iron sheets, aluminum foil, nail clippers, screwdrivers, metal office supplies, other metals, etc.

Glass: Glass containers (condiment bottles, wine bottles, cosmetic bottles), glass bottles, glasses, glass products (magnifying glass, glass ornaments) and so on.

Fabric category: Waste clothes, sheets, pillows, quilts, leather shoes, stuffed toys (doll), cotton padded jacket, bags, belts, silk products and so on.

Other: Circuit board (main board, memory bar), charging treasure, electric wire, plug, wooden product (building block, chopping board) and so on.

Harmful Waste Refers to substances that cause direct or potential harm to human health or natural environment.

The color of the trash bins is red, which mainly includes waste rechargeable batteries, button batteries, waste cartridges, waste paint barrels, waste lamps, waste thermometers, waste sphygmomanometer, waste drug waste lamps, waste insecticides, disinfectants and their packaging, waste film, waste paper and so on.

    Common classifications are

Battery class: Spent nickel cadmium batteries, mercury oxide batteries and lead-acid batteries (including batteries, button batteries used in mobile phones, iPad, cameras, etc.).

Waste lamps: Fluorescent tube, fluorescent tube, energy saving lamp, bulb, LED lamp and so on.

Daily necessities: Waste drugs and packaging, waste insecticides and packaging (rat poison (Du Shuqiang), insecticidal spray cans), disinfectant packaging, waste mercury thermometer, wastewater silver sphygmomanometer, waste film, waste paper, waste selenium cartridge and so on.

Other categories: Hair dye shell, expired nail polish, nail polish remover, waste paint packaging, waste solvent packaging, mineral oil packaging, etc.

    Classification of waste batteries

The dry batteries such as No. 1, No. 5 and No. 7 now are low mercury or mercury free batteries, so they do not belong to hazardous wastes. They should be put into other wastes.

The mainstream batteries in the market are basically alkaline batteries. The main components are zinc, manganese dioxide and potassium hydroxide, which meet the requirements of relevant national standards and basically have no mercury.

Although the "dry battery" has been "rehabilitated" as "other garbage", but not all batteries are harmless.

Lead-acid batteries, electronic batteries, lead-acid batteries and nickel cadmium rechargeable batteries still need to be recycled as "hazardous wastes". They can be collected in battery recycling boxes or harmful trash bins set up in communities, hotels, schools, large shopping malls, supermarkets, etc., collected by professional recycling agencies.

Kitchen Waste Refers to the organic production of the family. Perishable refuse It includes kitchen waste and leftover food.

The color of the garbage cans corresponding to kitchen waste is green, which mainly includes food waste generated by the unit canteen, guesthouses, restaurants, household and so on. The vegetables, fruits and garbage, rotten meat, meat bone, eggshell, livestock and poultry products, viscera, and residual branches and leaves produced in the farm market and wholesale market of agricultural products.

    Common classifications are

Food waste: Cereals and processed foods (rice, rice, noodles, bread, beans), meat and eggs and processed foods (chicken, duck, pig, beef, mutton, eggs, animal viscera, bacon, luncheon meat, eggshell), aquatic products and processed foods (fish, fish scales, shrimps, shrimp shells, squid), vegetables (green leafy vegetables, root vegetables, mushrooms), seasoning, sauce and so on.

Peel core: Fruit pulp (coconut meat), fruit peel (watermelon peel, orange peel, apple peel), fruit stem branch (grape branch), fruit (watermelon seed) and so on.

Flower plants: Domestic green plants, flowers, petals, branches and leaves.

Other Waste Refers to garbage other than recyclable, kitchen waste and hazardous waste.

The color of other trash bins is grey, which mainly includes contaminated paper, pet manure, cigarette butts, broken ceramic products, disposable appliances, fresh-keeping film, dust and other unused goods.

    Common classifications are

Contaminated and inrenewable paper: Other types of contaminated paper, such as toilet paper, tissue, wet tissue, diaper, dog pad, stained paper, etc.

Products that cannot be regenerated: Ordinary disposable batteries, contaminated disposable appliances, fresh keeping bags (membranes), sponges, stained plastics, nylon products, woven bags, anti shattered bubble film, etc.

Contaminated textiles: Towels, bath towels, hats, socks, quilts, pillows, bed sheets, aprons, tablecloths, glass fiber products (such as helmets).

Other items: Hair, cigarette butts, dust, desiccant, slag, clay, adhesive tape, mirrors, ceramic products, bamboo products (bamboo basket, bamboo chopsticks, toothpick), walnut shell, corn clothing, sugarcane skin, complex products (umbrellas, pens, glasses, lighters) and other non value goods.

How to deal with textile waste with an annual output of 13 billion tons?

As we all know, fiber is an important material source of textile industry. In recent years, the world's main fiber production has been increasing. In 2017, the world's main fiber output reached 93 million 710 thousand tons. China's chemical fiber production reached 50 million tons last year, accounting for more than 70% of the world's total chemical fiber. More output means more waste. Around the world, textile waste accounts for about 1.0%~5.1% of municipal solid waste (MSW). It is reported that in 2010, about 13 million tons of textile waste were treated as municipal solid waste, which resulted in the annual growth of 5% municipal solid waste, and then increased year by year. The United States produces 13 million tons of textile waste every year, and the United Kingdom produces 12 thousand tons of textile waste annually. Not only that, but about 15% of the fabric is produced after tailoring, and these wastes come mainly from textile giants. Such problems are worth further thinking in our textile and garment industry.

How can textile and garment industry change this situation in view of such a serious textile waste? Perhaps garbage sorting should also be put into action. On the one hand, we can enhance our awareness of environmental protection. On the other hand, we can reduce waste and build a bright future for the textile industry at the same time.

How should the garbage generated by the textile and garment industry be classified?

According to the above standards, the waste generated by textile and garment industries such as textile waste, old clothing and inferior cotton will be judged as recyclable or other rubbish according to whether they are polluted or not.

Uncontaminated waste textiles, such as old clothes, ingredients, spinning, packaging, plastic products, are all recyclables. On the contrary, contaminated waste textiles, such as contaminated textiles and garments, nylon products, woven bags and stained plastics, belong to other refuse.

Other solid wastes produced by the textile industry, such as waste solid pigments used for dyeing and finishing, printing and dyeing or sludge produced during the processing, have been included in the list of national hazardous wastes. The state has also promulgated the "Contract Law on the prevention and control of solid waste pollution in People's Republic of China". These textile wastes need to be sent to specific hazardous waste disposal institutions for processing and utilization.

No matter what line of business we are in, let us learn about garbage sorting and do our best for a better future. (part of the source: Xinhua news agency, China's fiber inspection, reprint, please specify the global textile network)
