I. work objectives

(1) upgrading equipment and technology

Further improve the equipment and process requirements of printing and dyeing enterprises. Strictly enforce equipment access and speed up the popularization and application of advanced equipment, technology and technology. By the end of 2020, the equipment listed in the "elimination standard for backward production capacity in Keqiao printing and dyeing industry (Trial Implementation)" (see Annex 1) will be included. By the end of 2020, the proportion of R&D expenditure of all printing and dyeing enterprises in the region will account for more than 2% of the main business revenue, so as to achieve "full coverage" of R & D institutions at the municipal level, and encourage the dominant enterprises to actively declare the national high-tech enterprises and establish provincial R & D institutions. Strive to R&D expenditure accounted for the proportion of main business income to more than 4%.

(three) speed up intelligent transformation.

We will comprehensively promote the digital transformation of production and manufacturing links of printing and dyeing enterprises and intelligent centralized control. By the end of 2020, All printing and dyeing enterprises in the region have completed the construction of dye auxiliaries automatic weighing and batching and conveying system. The printing and dyeing enterprises that use ten thousand tons of standard coal (equal value) and above can complete the construction and access of energy consumption online monitoring system as required. We encourage the digital transformation of other key links, encourage the implementation of digital color separation, color measurement, color matching system and quick personalized customization system. Energy conservation management encourages the implementation of real-time monitoring of energy conservation and waste heat reuse system; production logistics encourages the automatic integrated warehouse logistics system and intelligent production management system; green production encourages the implementation of digital detection and control system for gas related water discharge and pollution source traceability management system; intelligent control encourages the implementation of single machine (Group) data acquisition and intelligent control system and printing and dyeing large data integration management system.

(four) promoting ecological management.

1. do well in waste gas treatment.

Strict management of slurry production, dyeing, printing, stereotype and other odorous workshop management, strengthening waste gas collection and improving treatment efficiency. By the end of 2020, all printing and dyeing enterprises in the region have completed the standardized disposal of stereotypes exhaust gas and installed on-line monitoring system. The total particulate matter removal rate of the stereotype machine is over 85%, the oil fume removal rate is more than 80%, and the unorganized emissions are reduced. The exhaust gas of the sewage treatment system (sewage regulating pond, hydrolytic acidification pond, anaerobic pond, sludge tank, etc.) needs to be discharged at high altitude after being collected and processed, so as to ensure that all pollutants reach the requirements of the air pollutants emission standard for textile dyeing and finishing industry (DB33/962-2015). Encourage the preponderant enterprises to install the non methane total hydrocarbon on-line monitoring system.

2. do well in waste water treatment.

By the end of 2020, all printing and dyeing enterprises in the region should realize all kinds of rain, pollution and sewage diversion. The discharge of all the waste water pipes is stable to meet the emission standards stipulated by the state. All the heavy sewage such as alkali decrement waste water, desizing high concentrated waste water and chromium containing waste water are all disposed of by quality treatment and transformation. The automatic control of charging and feeding system of the sewage pond realizes full coverage, and the real-time monitoring of wastewater discharge is implemented.

3. do solid waste reduction.

By the end of 2020, all printing and dyeing enterprises in the region have been able to achieve solid waste storage in a standardized manner. The amount of solid waste produced by the removal of sludge is 20% more than that in 2018. The safe disposal of hazardous waste and the harmless disposal rate are 100%. The whole process of hazardous waste generation, storage, transfer and disposal is standardized, and the registration rate of solid waste supervision platform in Zhejiang is 100%.

(five) strengthening safety production.

By the end of 2020, all printing and dyeing enterprises in the region must strictly follow the comprehensive improvement of the limited space in the printing and dyeing industry. 3. do a good job in the safety management of natural gas use.

4., strengthen fire safety management.

By the end of 2020, all the printing and dyeing enterprises in the region had more than 1000M2 warehouse. Fire automatic alarm system and sprinkler system must be installed as required. There is no illegal building occupying the fire protection distance and fire lane in the factory area. Encourage qualified enterprises to carry out intelligent fire protection construction and third party fire detection and electrical line detection.

(six) improve comprehensive benefits

We should deepen the reform of "Mu Yu theory of heroes" and enhance the overall performance of enterprises. By the end of 2020, all the printing and dyeing enterprises in the region had reached a tax rate of more than 200 thousand yuan per mu, and encouraged and led the dominant printing and dyeing enterprises to continue to grow bigger and stronger through "processing and transferring", annexation and reorganization, shareholding system transformation and enterprise listing, so as to enhance the comprehensive output benefit of printing and dyeing enterprises.

Two, policy measures

(1) subsidy policy for digital transformation

Three. Work arrangement

The enterprises with a basic score of less than 80 points or a total score (basic points plus additional points) less than 100 points should be increased by management departments in Ma Zhen and relevant departments of the district to guide enterprises to increase and upgrade their efforts.

Four, job requirements

If the enterprises refusing to carry out or are still not meeting the requirements after rectification, they should adopt the disciplinary measures such as the interviews of the heads of enterprises, and the stoppage of production and rectification.

(three) improve the long-term management mechanism. Implementing the most stringent green environmental standards. Ma Ma printing and dyeing enterprises have been introduced to improve the long-term supervision and management mechanism, establish regular and carpet inspection enforcement system, improve the inspection and reporting mechanism of environmental violations, and implement "zero tolerance" for all kinds of environmental violations. We should improve the credit rating of enterprise environment and implement the system of corporate environmental information disclosure. We should increase public exposure to environmental violations, and publicly expose all enterprises' environmental violations.

There are no on-line measurement and control devices such as temperature and humidity and other main process parameters, and the setting machine without automatic fire extinguishing function. The temperature difference between the outer surface and the ambient temperature of the heat insulation plate of the box body is larger than 15 degrees, and the setting machine of the exhaust gas two level treatment and the waste heat recovery device is not installed according to the requirements.

The pressure control ability is poor, the left middle right pressure is not uniform, and the flexibility and reliability of the rolling car are poor.

5. overdue use of equipment

The printing and dyeing pretreatment equipment, the drawing and setting equipment, the rotary screen printing machine and the dyeing machine, which have been used for more than 10 years with a life span of more than 15 years, can be properly relaxed.

It has passed the depreciation period, low automation level, unreasonable structure, high energy consumption, high water consumption and poor stability of product quality.
