China Cotton Association Holds The Fourth Member Congress

In December 18th, the fourth member congress of China Cotton Association was held in Beijing. The conference summed up the work of the Third Council for five years, elected Fourth Council and leading bodies, and deliberated and adopted a series of resolutions, and looked forward to the new work. The representatives from all walks of life, including the national development and Reform Commission, the Ministry of industry and commerce, the Ministry of finance, the Ministry of agriculture, the Ministry of agriculture, the Ministry of Commerce, the General Administration of customs, the State Administration of market supervision, the National Bureau of statistics, the national Bureau of supply and marketing cooperatives, the leaders of the relevant departments and social organizations of the State Grain and material reserve bureau, the China Agricultural Development Bank, the China fiber quality monitoring center, the China Cotton Textile Industry Association, the China Textiles Import and Export Chamber of Commerce and so on, and the responsible persons of the head office of the national supply and marketing cooperative society, the China supply and marketing group, and the Xinhua news agency, the economic daily newspaper, the China cooperation times and other media, and more than 200 people attended the meeting.

　　 In the morning, the first member congress was convened. Gao Fang, executive vice president of China Cotton Association, made the report of the Third Council of China Cotton Association. Under the leadership of President Dai Gongxing, with the support of government departments, members and all sectors of society, adhering to the principles of service, coordination, self-discipline and safeguarding rights, striving for the important policies such as the industry policy, promoting the cotton target price reform and storing cotton rotation, actively responding to Sino US trade friction and promoting the high quality development of the industry; carrying out a series of industrial brand projects such as the "China Cotton warning system", "China Cotton Association Terms", "China's cotton quality certification mark", "China International Cotton Conference / China Cotton Development Summit Forum" and "cotton love fund" and so on. The influence and the right to speak have been continuously promoted, and have been recognized by the government and the industry. She first reviewed the work of the Third Council in the past five years under the guidance of the national head office for supply and marketing cooperation. The Third Council of China Cotton Association, based on the reality of industrial development, conscientiously performs its duties in accordance with the requirements of the articles of association and completes the tasks within the term of office.

Gao Fang pointed out that the service level and capability of the association still need to be further improved. In the future, we need to further improve the market operation, in-depth study of industrial development and close ties with members. The development and expansion of the association can not be separated from the support, help and encouragement of government departments, member enterprises and all sectors of society. The majority of members, especially vice presidents, executive directors and directors, have contributed to the development of the association. At present, China's economy is shifting from high speed growth stage to high quality development stage. The development of China's cotton industry needs to focus on solving the imbalance between output and quality, unbalanced interests in various sectors of the industry chain, small scale, high cost, and insufficient innovation. In today's world, openness and cooperation are the main stream. The development of China's cotton and textile industry benefits from opening up the market and introducing competition. It benefits from integrating into the process of economic globalization. The China Cotton Association should also adhere to the concept of opening and closing sessions, expand the scope and depth of services, continue to promote fair trade in cotton, serve government regulation, safeguard the interests of the industry, and expand cooperation and openness, so as to contribute to the development of the global cotton industry to a more equitable, more efficient and higher level.

　　 The conference deliberated and passed the work report of the Third Council of the China Cotton Association and the financial report of the Third Council of the China Cotton Association. It adopted the revised proposal of the regulations of the China Cotton Association and the report on adjusting the annual membership fee of the members of the cotton association by secret ballot. The conference elected 154 directors of the fourth council.

Subsequently, the fourth meeting of the China Cotton Association was held. The meeting examined and adopted the principles and methods for the election of the executive directors and presidents, vice presidents and Secretary General candidates of the fourth council, elected the executive directors of the fourth Executive Council, elected Gao Fang as the president of the fourth session of the association, and Wang Jianhong was vice president and Secretary General (legal representative), and Wang Baowei 22 as vice presidents. The meeting examined and adopted the report on the nomination of the Deputy Secretary General of the China Cotton Association and the establishment of its offices and the report on the revision of the relevant rules and regulations of the China Cotton Association. The newly elected president, vice president and secretary general will meet with all the members and give the cards.

　　 Gao Fang, speaking on behalf of the newly elected association leadership group, said that in the past 16 years since the establishment of the China Cotton Association, the association has been working together with the wind and rain. The association has joined hands with all parties in the industry. In line with the requirements of the State Council leaders on "good industry spokesmen and good helpers", they actively carry out the aim of "service, coordination, self-discipline and safeguarding rights". They have gathered intelligence, cohesiveness, consensus, and practical matters, and have gained significant recognition from the government and industry. As a cotton industry group, an industry organization, our advantage lies in consultation, cooperation, assistance and cooperation. Agriculture, industry and Commerce go hand in hand, and the government, associations and enterprises go hand in hand. She said that the overall consideration of the new Council is to build the China Cotton Association into an industry association that the government is trustworthy, reliable, truly needed and internationally influential.

Chen Da, deputy director of the economic and Trade Department of the national development and Reform Commission, and Zhu Beina, President of the China Cotton Textile Industry Association, spoke on behalf of the relevant departments and trade organizations. Lu Huaiyu, chairman of Guoxin Agricultural Research Association, Zhou Yejun, chairman of Wuxi one cotton textile group and chairman of Chinese cotton group Wang Zheng Wei, on behalf of the newly elected vice president.

Luo Lin, the member of the leading group of the national supply and marketing cooperative and vice director of the Council, delivered a speech. Luo Lin first expressed warm congratulations on the success of the conference and the new leadership of the new Council. He expressed his heartfelt thanks to all the concerned parties who enthusiastically supported the work and development of the cotton association, made important contributions to the development of the cotton industry and the work of the association in China. He affirmed the work of the China Cotton Association in the past 16 years and agreed with the new Council's deployment for the future work of the cotton association. In the afternoon, the national cotton situation analysis conference was held, chaired by Ding Haowu, chairman of the China Cotton Association. Wang Jianhong, vice president and Secretary General of China Cotton Association, introduced the "cotton public welfare pre purchase" activities, and analyzed the cotton situation in China. The cotton textile industry association, China cotton group, China Textile Group, Zhengzhou commodity exchange and Louis Dreyfus Corporation respectively analyzed the upstream and downstream cotton situation.
