Shanghai Released The Yangtze River Delta Integration Construction Plan: Around The "1+8" Region To Promote The Development Of Metropolitan Area

Shanghai's implementation plan for implementing the Yangtze River Delta regional integration development plan has been officially released recently. According to the plan, Shanghai will deepen the core function construction of the "five centers", focus on the "1+8" to promote the coordinated development of Shanghai metropolitan area, and focus on the three key regions of the Yangtze River Delta eco green integration development demonstration zone.

According to the requirements of the Central Committee, Shanghai should play a leading role in the integration of the Yangtze River Delta. In response, Shanghai has proposed that the core functions of the "five centers" should be deepened. For example, in the international financial center, Shanghai will enhance its resource allocation function and actively explore qualified foreign investors to participate fully in Shanghai's all kinds of factor markets, vigorously attract international financial organizations, headquarters of large financial institutions at home and abroad, build global asset management centers, and accelerate the creation of a global center for innovation, trading, pricing and clearing of RMB products.

In the global science and technology innovation center, Shanghai will strive to build Zhangjiang comprehensive national science center with the guidance of enhancing its technological innovation and source capacity. To promote Zhangjiang laboratory as a national laboratory, and to build a National Laboratory of quantum information science with Anhui and Hefei. We will accelerate the construction of a number of major science and technology infrastructure projects, such as soft X ray free electron laser facility, Shanghai super strong and ultra short laser experimental facility.

According to the plan, Shanghai will speed up the spatial collaborative planning of Shanghai metropolitan area, build an open and coordinated spatial pattern around the "1+8" area of Shanghai and Suzhou, Wuxi, Changzhou, Nantong, Ningbo, Jiaxing, Zhoushan and Zhoushan, play the leading role of spatial planning, strengthen the links in functions, transportation and environment, and promote the coordinated development of regional space.

The three provinces and cities in the Yangtze River Delta must form a joint effort to build a unified and open market system and create an international first-class business environment. The plan puts forward the establishment of a regional land index inter provincial adjustment mechanism to give priority to ensuring the landing of key projects across the region. We should improve the issuing mechanism of bonds such as special construction bonds and green bonds, and promote the institutionalization of regional special debt issuance normalization. We should improve the credit platform for the Yangtze River Delta and intensify the collection of market credit information, such as chamber of Commerce, credit service institutions and financial institutions.

To promote the integration of Yangtze River Delta, we need to focus on key areas and take the lead in breaking through. The plan proposes that we should focus on the three major regions of the Yangtze River Delta eco green integration development demonstration zone, the new Shanghai free trade zone and the Hongqiao business district, explore the integration system innovation, comprehensively deepen the system integration, and promote the opening up to the outside world in an effort to explore the path and provide a demonstration for the Yangtze River Delta integration development.
