Li Keqiang, premier of the State Council, chaired the executive meeting of the State Council on February 5th, and asked for a solid job in ensuring that the key medical materials and daily necessities for epidemic prevention and control were covered.

The meeting pointed out that we should conscientiously implement the important instructions of general secretary Xi Jinping on strengthening epidemic prevention and control work and the spirit of the Standing Committee of the Standing Committee of the Political Bureau of the CPC Central Committee. In accordance with the Central Committee's response to the deployment of the leading group of epidemic prevention work, the State Council's joint defense and joint control mechanism should strengthen supervision and coordination, compel local territorial responsibilities, and make every effort to ensure the supply of key medical and control materials and necessities of life. All localities and departments should adhere to the supremacy of the interests of the people, actively carry out their duties around the overall situation, take the initiative to shoulder the responsibility, and work together to resolutely win the battle against epidemic prevention and control. First, it is necessary to set the national strength to give priority to the needs of key medical prevention and control materials and medical personnel in Hubei and Wuhan. While doing a good job in regenerating existing enterprises and making full efforts, we should urge relevant state-owned enterprises to switch production and capacity expansion as soon as possible, fully mobilize the enthusiasm of private enterprises and other social forces, help solve the practical difficulties of capital, qualification, production sites, equipment purchase and raw material procurement, and promote the coordination and linkage of the whole production chain. The meeting decided that on the basis of previous measures to prevent and control the epidemic, a number of fiscal and financial policies to support the supply will be launched. Since January 1st, the following measures have been taken for the time being: to prevent and control the production of key material production enterprises, to expand production capacity and purchase equipment, to allow one-time deduction before tax, to fully refund the increment tax on value-added tax during this period; to increase the value added tax on key transport materials and public transport, life services and postal express revenue; to exempt registration fees from related epidemic prevention drugs and medical devices, to increase support for research and development of drugs and vaccines; and to exempt civil aviation enterprises from paying the Civil Aviation Development Fund. The meeting decided to make good use of the special reloan policy to support the banks in providing key loans to the key enterprises in the production, transportation and sale of key medical prevention and control materials and daily necessities, including small and micro enterprises, providing preferential interest rate loans, and giving half discount to the government to ensure that the loan interest rate of enterprises is less than 1.6%. The meeting stressed that the macro policy support must be precise, the financial and auditing departments should strengthen supervision, ensure that funds are used on the knife edge, and take the opportunity to defraud the illegal behavior of obtaining financial and credit funds, and resolutely punish them.
