The meeting pointed out that in accordance with the deployment of the CPC Central Committee and the State Council to promote the prevention and control of disease and economic and social development as a whole, we must focus more on stabilizing employment, stabilizing finance, stabilizing foreign trade, stabilizing foreign investment, stabilizing investment and stabilizing expectations, and more effectively cope with the impact of the epidemic on the economic operation. As soon as possible, toll free access policy will be introduced.

The meeting pointed out that supporting the grass-roots government to ensure basic livelihood, ensuring wages and ensuring transportation is the basic requirement for safeguarding the vital interests of the masses, as well as the basic conditions for promoting the government's performance of duties and implementation of various policies. The meeting confirmed that the first phase is to increase the proportion of local fiscal retention.
