It is necessary to standardize the implementation of agricultural mechanization system, standardize the implementation of agricultural mechanization, give full play to the supporting role of policies such as the purchase of agricultural subsidies, deepen the reform of "putting the tube into service", promote the legal system construction of agricultural mechanization, improve the mechanism of coordinated promotion, and focus on improving the ability of safety supervision around the rule of law and the transformation of functions.

In promoting the full mechanization of agricultural production, Xinjiang will comprehensively enhance the level of mechanization of grain production. South Xinjiang will focus on popularizing mechanized harvesting technology to solve the mechanized harvesting of maize and promote the upgrading of machinery and equipment in Northern Xinjiang. In the whole area, the rate of comprehensive mechanization of wheat was over 98%, and the rate of comprehensive mechanization of corn was over 88%.

At the same time, we optimized and upgraded the mechanization level of cotton production. In southern Xinjiang and eastern Xinjiang, the cotton harvested cotton cultivation mode was mainly promoted according to the level of labor transfer. The northern Xinjiang region mainly developed large cotton pickers and matching equipment. The mechanization rate of cotton production reached 85% and the percentage of cotton production increased by 3 percentage points.

In order to speed up the level of mechanization of animal husbandry, the animal husbandry in agricultural areas should focus on promoting the mechanization technology of crop straw feed and scale farming, and grassland animal husbandry should focus on developing mechanized technologies such as grasslands, sowing, forage harvesting and comprehensive prevention and control of grassland biological disasters, so as to promote the transformation and upgrading of animal husbandry.

Xinjiang will also push ahead with the key technology of mechanization of forest and fruit industry, and strive to break through the bottleneck of mechanization technology such as transplanting, pruning, trenching, fertilizing and plant protection, so as to promote standardized production of forest and fruit industry. We should promote the upgrading of facility agriculture, characteristic agriculture and mechanization of primary processing of agricultural products, and actively promote the application of new equipment and new machinery such as rolling machines, small intelligent environmental control equipment, drip irrigation, high efficiency and energy conservation and environmental protection hot blast stove.

Pei Xinmin, chief engineer of the autonomous region's agriculture and animal husbandry machinery administration, said that Xinjiang will also speed up the demonstration and popularization of green agricultural mechanization technology and equipment, and establish 11 demonstration areas of cotton, corn, forest and fruit, special crops, comprehensive utilization of straw, reclaim of residual film, grass and unmanned plant protection in North and South Xinjiang.

At the same time, we should speed up the demonstration application of information technology such as Internet of things and big data in agricultural machinery and agricultural machinery operation, implement the application projects of Beidou navigation in the field of agricultural mechanization, and continue to promote the green mechanization technology such as satellite navigation, driverless, precision seeding, efficient and precise spraying, layered fertilizer application and residual film recycling.

Pei Xinmin said that in the whole process of mechanization of agricultural production, Xinjiang also needs to continuously improve the basic conditions of agricultural machinery operations, develop appropriate scale operation of agriculture, and promote small, large, short, long, straight and interconnected fields, creating conditions for the passage and operation of agricultural machinery, improving the adaptability of mechanized production and farmland capital construction, and solving the problem of "organic difficulty".

In addition, Xinjiang will further increase policy support for agricultural machinery purchase subsidies, focusing on four southern prefectures.

According to the plan, in 2020, the total power of agricultural machinery in the region was stabilized at more than 21 million 500 thousand kilowatts. The comprehensive mechanization level of the main crops reached 85% in the region, and the comprehensive mechanization level of agriculture, forestry, animal husbandry and fishery reached 70%, and 5 of the whole country's main crop mechanized demonstration counties were established.
