The Information Office of the State Council released the white paper "labor and employment security in Xinjiang" on the 17th. According to the white paper, Xinjiang, China takes promoting labor employment as the biggest livelihood project, popular support project and basic project, adheres to the combination of independent employment of workers, market regulation of employment, promotion of employment by the government and encouragement of entrepreneurship, continues to increase employment training, actively broaden employment channels, effectively expand employment capacity, and the employment situation continues to improve, and the income level of the people of all ethnic groups Continuous improvement.
The white paper shows that in recent years, Xinjiang's labor and employment security policy system has been further improved, the employment scale has been continuously expanded, the employment structure has become more reasonable, the quality of labor force has been significantly improved, and the income of residents and employees has increased steadily. From 2014 to 2019, the total number of labor employment in Xinjiang increased from 11.3524 million to 13.3012 million, with an average annual transfer of surplus rural labor force of more than 2.763 million person times; the per capita disposable income of urban residents increased from 23200 yuan to 34700 yuan, and the per capita disposable income of rural residents increased from 8724 yuan to 13100 yuan.
In view of the adverse impact of the new crown pneumonia epidemic, Xinjiang has made overall efforts to promote epidemic prevention and control and economic and social development. According to the white paper, by the end of June 2020, Xinjiang had reduced and remitted 7.553 billion yuan of social insurance premiums for enterprise pension, unemployment and work-related injuries; 552400 people had enjoyed employment subsidies of 1.695 billion yuan; 339700 new urban jobs, 41800 new businesses, 69500 new jobs were created, and 31600 people with employment difficulties were employed.
The white paper stressed that Xinjiang should protect the basic rights of workers in accordance with the law, formulate and implement local laws and regulations such as the measures for the implementation of the regulations on labor security supervision in Xinjiang Uygur Autonomous Region and the regulations on the protection of workers' labor rights and interests in Xinjiang Uygur Autonomous Region, so as to effectively guarantee the equal employment, remuneration, rest and vacation, occupational safety, freedom of religious belief and the use of books National language and other rights.
The Chinese government has always adhered to the people-oriented principle and actively responded to the initiative of the international labor organization. According to the white paper, Xinjiang strictly implements relevant national policies and measures, actively practices international labor and human rights standards, and ensures the people of all ethnic groups to fully enjoy their labor rights, laying a solid foundation for the realization of the right to subsistence and development at a higher level and in a broader sense.
With regard to the contribution of the textile and clothing industry to Xinjiang's labor and employment security, the white paper specifically mentions the following contents: since 2014, the state has vigorously supported the development of Xinjiang's textile industry, and only from 2017 to 2019, the textile and garment industry in Xinjiang has created 350000 new jobs. Aksu region strengthened the integration of production and education, promoted the joint education of textile and garment enterprises and vocational colleges, and promoted 32400 employment. Arzuguli Iskandar of Pishan County in Hotan Prefecture worked in a textile enterprise in Chaohu City, Anhui Province. With the help of old employees, she grew into a technical expert and became a master. More than 200 thousand women's clothing companies have been set up in Aksu City in 2018 after graduation, which has brought about more than 40 thousand women's employment in Aksu.
