1、 Background

Guangdong is a large province of light industry and textile. In 2019, the industrial added value of Enterprises above Designated Size in the province's light industry and textile industry will reach 638.35 billion yuan, accounting for about 20% of the whole province's manufacturing business income and 20% of the National Light Industry and textile industry's business income, including clothing, leather goods, furniture, paper and paper products, jewelry, toys, musical instruments, daily chemical products, plastic products, ceramics and metal products It ranks first in China and has strong international competitiveness. In recent years, the textile industry of Guangdong Province is facing the increasing pressure of energy-saving and emission reduction. In this context, the Provincial Department of industry and information technology, together with the relevant departments of the province, has formulated the action plan for the development of strategic pillar industry clusters of modern light industry and textile in Guangdong Province (2021-2025) (hereinafter referred to as the action plan), which promotes the development of modern light industry and textile industry in Guangdong Province through top-level design.

II. Objectives of the action plan

The overall goal is to form a modern light industry and textile industry cluster with distinctive industrial characteristics, agglomeration of innovation elements, close network cooperation, complete ecological system, strong regional embeddedness, openness and inclusiveness by 2025. First, the industrial scale keeps growing. By 2025, the industrial added value of modern light industry and textile industry will exceed 720 billion yuan, and the main business income will exceed 3 trillion yuan. Second, the ability of innovation has been significantly enhanced. By 2025, the R & D investment of Enterprises above Designated Size will reach 2% of the main business income, and the number of patents granted will exceed 50000. Third, the industrial layout is more reasonable. By 2025, a network of innovative and creative centers with Guangzhou and Shenzhen as the core and an advanced manufacturing base network focusing on coastal economic belt and various characteristic industrial clusters will be formed. Fourth, the industrial ecology is constantly improving. The standard system of light industry and textile has been further improved, and the consistency between key fields and international standards has reached more than 95%. Green manufacturing technology is widely used, forming a number of green factories, green design products, green parks and green supply chain demonstration projects.

3、 Main contents

First, according to the development status and work objectives of the light industry and textile industry in our province, the action plan defines four key tasks: "accelerating digital empowerment, promoting industrial remodeling", "supply innovation, improving supply structure", "strengthening quality construction, improving brand quality" and "expanding the level of opening and cooperation", so as to promote the innovation and development mode of key industries, and actively cooperate with new technologies and new materials To develop intelligent, healthy, green, personalized and other high-end products, cultivate national and even international famous brands, and form a domestic leading and global competitive modern light industry and textile industry cluster.

Second, combing with the key development fields that are being implemented and planned in the future, five key projects of "digital enabling project", "innovation promotion project", "factor layout project", "three product promotion project" and "backbone enterprise cultivation project" are proposed to clarify the industrial development direction, plan the industrial layout of the whole province, and promote the improvement of product quality, We should optimize the supply of various products, strengthen the cultivation of key enterprises, and promote the high-quality development of modern light industry and textile industry.

Third, modern light industry and textile industry has the characteristics of many industries and long industrial chain, and the development pace is uneven. It is necessary to put forward the safeguard measures in the aspects of collaborative development, policy support, business environment and so on. The action plan adheres to the problem orientation and goal guidance, and puts forward requirements in four aspects: strengthening the organization and coordination leadership, creating a good development environment, increasing policy support and giving full play to the role of industry organizations, so as to ensure the smooth progress of various work of industrial clusters.
