Bai Ming also believes that the future institutional innovation of Hainan should focus on the development orientation of "three zones and one center", and form complementary experiments with other pilot free trade zones on the basis of existing pilot free trade zones, especially focusing on ecological civilization, marine economy, and civil military integration.

"Institutional innovation does not mean full bloom, because the power and energy of innovation are too scattered to form their own advantages." Bai Ming stressed that the opening of system innovation should not be too large, but should be achieved from small incision.
