Dongguan, the "world factory", is seeking to be more prominent in the construction of Guangdong, Hong Kong and Macao Bay area.

On February 19, the day after the publication of the outline of the development plan for the Great Bay area of Guangdong, Hong Kong and Macao, the construction of the first batch of 27 key projects in Dongguan to promote the construction of the Great Bay area of Guangdong, Hong Kong and Macao started with a total investment of 53.4 billion yuan.

These projects mainly involve infrastructure, urban renewal and major industries, including the first phase of Dongguan urban rail transit line 1, which will connect Guangzhou and Shenzhen after completion, and oppo intelligent manufacturing center with a total investment of 5 billion yuan.

Moreover, Xiao Yafei, mayor of Dongguan City, also revealed that Dongguan needs at least 1 trillion yuan of fixed assets investment in the next three to five years, so as to promote the fundamental improvement of the city's industrial development, urban appearance and urban quality.

This points to the two major focuses of Dongguan at present. One is to strengthen the connection with Guangzhou and Shenzhen first tier cities externally, optimize the urban quality internally, so as to enhance the attraction and bearing capacity of high-end elements, and put forward the strategic goal of building "bay area city and quality Dongguan"; the second is to consolidate and enhance the manufacturing capacity and advantages, with the intention of building into an advanced manufacturing center in Dawan district.

Experts interviewed believe that with the clarity of the top-level design, Guangdong, Hong Kong and Macao Bay area will enter the stage of accelerated construction, especially after the cities get clear signals and direction guidance, a series of key projects will be pushed forward rapidly.

Rail transit will connect Guangzhou and Shenzhen

The total investment in the first batch of Guangdong, Hong Kong and Macao is 53.4 billion yuan. However, this is more than a start. It is understood that Dongguan will start a batch of key projects every quarter this year, and complete 75 billion yuan of major project investment in the whole year, and emphasize that this will inject new impetus into the construction of Dawan district.

What's more, Dongguan also proposes that the city needs at least one trillion yuan of fixed assets investment in the next three to five years. Xiao Yafei said: "great development needs big investment, big investment needs big project."

"Dongguan's private economy is active and has strong capital capacity, which can support large-scale investment." Lin Jiang, deputy director of the Hong Kong Macao Pearl River Delta Research Center at Sun Yat sen University, said. According to the data, in 2018, Dongguan invested 63.1 billion yuan in major projects, an increase of 23%, and the completion of key projects in Guangdong Province ranked second in the province.

Among the projects under construction, Dongguan urban rail transit line 1 phase I project is listed as the "representative work" of the city to participate in the construction of Guangdong, Hong Kong and Macao Dawan district. The significance of the project is that after completion, it will connect Guangzhou in the West and Shenzhen in the south.

Dongguan is located between the two first tier cities in Guangzhou and Shenzhen, and has been developing under the radiation of resource spillover of the two cities. In recent years, with the proposal of Guangdong, Hong Kong and Macao Bay area and the need for its further development, Dongguan seeks to strengthen its ties with Guangzhou and Shenzhen.

Lin Jiang believes that at present, the three cities all need to strengthen ties. Dongguan hopes to get more high-end resources radiation from Guangzhou and Shenzhen, and Guangshen's innovation also needs the support of Dongguan's industrial capacity. It is wise to cut in from transportation, which will effectively activate the flow of innovation elements.

As a matter of fact, the outline of the plan also makes it clear that the spatial pattern of network driven by poles and supported by axle belts should be constructed. The poles refer to Hong Kong Shenzhen, Guangzhou Foshan and Macao Zhuhai, and the axis belt should rely on the rapid transportation network with high-speed railway, intercity railway and high-grade highway as the main body. At the same time, it is emphasized that the four central cities of Hong Kong, Macao, Guangzhou and Shenzhen will play an important role in promoting the development of surrounding areas.

Chen Hongyu, special counselor of Guangdong provincial government and executive vice president of Guangdong economic society, analyzed that this layout conforms to the existing situation and pattern of Dawan District, hoping to promote the complementary advantages and functions of each city and "point to area", and form a "multi-core, multi circle, overlapping, symbiotic" network urban system. In the future, the inner cities of Dawan district should be further integrated.

Lin Jiang also said that in the future, the connection between the cities in Dawan district will be significantly enhanced, especially the further interconnection between the four central cities of Hong Kong, Macao, Guangzhou, Shenzhen and other cities will become a trend to play a leading role.

However, transport links alone are clearly not enough. Dongguan's further strategy is to enhance the attractiveness and carrying capacity of high-end elements by improving the quality of the city, such as attracting and retaining more innovative talents. It is hoped that Dongguan will improve the quality of the city through investment.

Many of the above projects also involve the fields of ecological environment governance, urban renewal and public service guarantee. At the same time, this year's "No. 1 document" of the Dongguan municipal Party committee also focused on this, proposing 36 key tasks, including traffic congestion control, etc.

"For Dongguan, improving the function and quality of the city, including transportation, is a major practical need." Lin Jiang said that although Dongguan's economy is developed, the quality of the city has yet to be improved. This is a major disadvantage in the fierce talent competition at present and in the future. It must be reversed as soon as possible, otherwise it will restrict the development. This is also the objective requirement for Dawan District to build a world-class urban agglomeration.

Implementation of several advanced manufacturing projects

Industrial development is another major focus of Dongguan's participation in the construction of Dawan district.

This is also reflected in the projects started in this project, such as oppo intelligent manufacturing center. After the completion of the project, it will be engaged in the R & D, design and manufacturing of mobile terminal equipment and peripheral products, with an estimated new output value of 24 billion yuan, which will further enhance the advantages of Dongguan's smart phone industry; Shenzhen Science and technology Dongguan will develop advanced IC sealing test and module production projects, which will mainly focus on dynamic random storage DRAM and flash chip packaging and testing business, improve Dongguan 3C industry system.

Dongguan is known as "the factory of the world". At present, there are more than 120000 industrial enterprises in the city, and a relatively complete manufacturing system covering more than 30 industries and more than 60000 products has been established. This is generally considered as the most prominent urban competitive advantage of Dongguan, and Dongguan is expected to play an important role in Guangdong, Hong Kong and Macao Bay area which highlights scientific and technological innovation in the future.

Moreover, since the 2008 financial crisis, Dongguan has undergone a difficult transformation, and the current industrial level and innovation ability have also been improved, such as industrial robots, advanced materials, intelligent terminals and biomedicine. Lin Jiang said that Dongguan has made great efforts to promote industrial transformation and upgrading in recent years, but the construction of Guangdong, Hong Kong and Macao Bay Area in the future will provide more significant historical opportunities, "for example, it was difficult to introduce high-end talents and projects in Dongguan in the past, but now it is obviously different.".

In addition, according to Lin Jiang's analysis, the development of science and technology innovation and advanced manufacturing industry in Guangdong, Hong Kong and Macao can not be separated from the support of Dongguan, a city with strong industrialization ability. Therefore, if Dongguan seeks to have a prominent position, role, attraction and influence in Dawan District, it is more important to cut in from the industrial level to consolidate and enhance its unique competitive advantage.

Lin Jiang also said that at present, Dongguan has certain unique and obvious geographical advantages in its connection with Hong Kong, Shenzhen and Guangzhou. In the future, with the further strengthening of inter city connectivity in Dawan District, more cities will divert the innovative resources from the central cities.
