The Selection Of Academician Candidates Of The Chinese Academy Of Sciences And The Chinese Academy Of Sciences In 2021

According to the notice of the general office of the Chinese Association for science and technology on organizing the selection of candidates for academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering in 2021 (No.2 [2021] of the science and Technology Association of China), the China Textile Engineering Society has started the selection of academician candidates of the Chinese Academy of Sciences and the Chinese Academy of Engineering (hereinafter referred to as the two academies) in 2021. The relevant matters are hereby notified as follows.

1. Selection units and quota

(1) selection unit

1. According to the relevant provisions of the Chinese Academy of Sciences and the Chinese Academy of Sciences, the same academician candidate can be recommended (nominated) by academicians and academic groups organized by the Chinese Association for science and Technology (CAS).

2. The academician candidates recommended (nominated) by the association shall be selected by their respective professional committees, group member units and provincial textile engineering societies, and their applications shall not be accepted.

3. The same academician candidate can be selected by our association and Provincial Association for science and technology at the same time (Provincial Association for science and technology can only select academician candidates of Chinese Academy of Engineering).

(2) number of candidates

There are no restrictions on the number of professional committees, group member units and Provincial Textile Engineering Associations, but they should strictly adhere to the standards and prefer to be short rather than excessive.

Criteria and conditions for candidates of the second chamber

In selecting academician candidates, we will strictly abide by the standards and conditions of the Chinese Academy of Sciences and the Chinese Academy of engineering, as well as the relevant requirements of academic groups in recommending (nominating) academician candidates.

(1) criteria and conditions for candidates for academicians of the Chinese Academy of Sciences. Chinese citizens who abide by the Constitution and laws, love the motherland, have good conduct, and have a decent style of study, have made important systematic and creative achievements in the field of textile science and technology, and have made outstanding contributions to China's science and technology cause or human civilization progress. They can be recommended as academician candidates. The recommended person shall engage in research in natural science, technical science and engineering science.

(2) criteria and conditions for candidates for academicians of the Chinese Academy of engineering. Senior engineers, researchers, professors or experts with equivalent titles who have made significant and creative achievements and contributions in Textile Engineering Science and technology, love the motherland, have a decent style of study and conduct, and have Chinese nationality can be nominated as academician candidates.

(3) academician candidates shall not be over 65 years old (born after July 1, 1956) and shall be members of the China Textile Engineering Society.

(4) for the effective candidates who have been recommended to the Chinese Academy of Sciences or nominated to the Chinese Academy of Engineering in 2015, 2017 and 2019, the two academies will be disqualified once in 2021.

(5) in principle, civil servants and leading cadres at or above the department level of the party and government organs managed by reference to the civil servant law are not recommended as candidates for academicians of the Chinese Academy of Sciences and the Chinese Academy of Sciences. However, when nominating academicians of the Chinese Academy of engineering, the public security organs hold the police technical rank and the state security organs hold the professional and technical ranks; military administrative cadres are not candidates, except those who concurrently hold professional and technical posts.

(6) Chinese scholars and experts from Hong Kong, Macao Special Administrative Regions, Taiwan Province and overseas Chinese living in other countries are not included in the selection scope of this Council.

3. Selection procedures

(1) in accordance with the requirements of the Chinese Association for science and technology, we will establish an expert committee for the selection of academician candidates, a material review group and a working group for the selection of academician candidates in 2021, formulate the implementation plan for the selection work, and complete the selection of academician candidates of the two academies in the textile industry in 2021.

(2) each selection unit shall organize experts to select qualified candidates and submit the paper and electronic materials of candidates within the specified time limit.

(3) in accordance with the relevant provisions of the China Association for science and technology, we will organize a material review team to review the materials of the candidates, determine the eligible candidates, and organize the experts of the selection expert committee to evaluate the qualified candidates, and determine and publicize the list of candidates to be recommended to the Chinese Association for science and technology.

(4) we will submit the selection results and relevant materials to the organization and personnel department of the Association for science and technology of China according to the requirements of the association.

4. Selection requirements and instructions

(1) the selection units should have a high sense of political responsibility, strengthen the sense of discipline, and carry out the selection work with high standards and strict requirements in accordance with the relevant notices and implementation rules of the Chinese Academy of Sciences and the Chinese Academy of engineering. In the work, we should adhere to the academic orientation, adhere to the objective and fair, adhere to the guidance of experts, advocate the spirit of scientists, avoid the tendency of "only papers, only professional titles, only academic qualifications, only awards", and ensure the scientificity, authority and credibility.

(2) pay attention to the discovery and recommendation of outstanding talents in emerging and interdisciplinary fields, and pay attention to and recommend outstanding young and middle-aged experts. In the selection of candidates for academicians of the Chinese Academy of engineering, We should pay attention to the selection of experts who have worked in nine provinces and autonomous regions of Guizhou, Yunnan, Guangxi, Gansu, Qinghai, Ningxia, Tibet, Xinjiang, Inner Mongolia and Xinjiang production and Construction Corps for more than 20 years in the western region. We should also pay attention to the selection of experts who have worked in the forefront of Engineering Science and technology and private enterprises for a long time, and pay attention to the disciplines, industries and regions where there are no academicians and the number of academicians is small Selection of experts.

(3) the selection unit should fully understand and master the situation of qualified talents in the industry and administrative region, and do a good job in the in-depth and meticulous organization and service work.

(4) the units and units to which the candidates belong should strictly control the law and social morality, earnestly take responsibility for the political stand, the construction of a clean and honest government and the style of study and morality of the candidates, comprehensively investigate the academic level and academic ethics of the candidates, and check the authenticity of the main achievements and contributions in the materials of the candidates.

(5) all materials submitted shall not involve state secrets.

5. Contents and requirements of materials to be submitted

According to the requirements of Chinese Academy of Sciences and Chinese Academy of engineering, the selection unit shall provide the paper and electronic documents of the candidate. All materials submitted shall be declassified if they involve state secrets. If the submitted materials violate the confidentiality provisions, the candidate's qualification for recommendation (Nomination) shall be cancelled.

(1) candidate materials for academicians of Chinese Academy of Sciences

1. There are 18 paper copies of Annex 1 to the supplementary materials of academicians of Chinese Academy of Sciences (hereinafter referred to as the annex materials), including 5 originals.

2. Two sets of paper copies of Annex 2 to Annex 6 of annex materials.

3. Confirmation letter on authenticity of annex materials in 3 copies.

4. Three paper copies of the certificate of confidential examination on attachment materials (issued by the unit of the selected person).

5. 2 USB flash disks, which store the electronic documents in word format in Appendix 1 of the annex materials, the PDF electronic documents of the attachments 1 to 6, the confirmation letter on the authenticity of the attachment materials, and the confidentiality examination certificate on the attachment materials (the file size should not be greater than 100 megabytes).

6. 18 paper copies of peer review form (see Annex 1 for the format), including 2 originals. It shall be filled in and signed by three or more recommenders of the same discipline (Major) with senior titles.

7. 18 paper versions of the recommendation form (see Annex 2 for the format) of the selection unit (including 1 original), which shall be signed by the person in charge of the selection unit (director of the professional committee, group member unit or legal representative of the provincial society) and stamped with the official seal of the selection unit.

(2) candidate materials for academicians of Chinese Academy of Engineering

1. 20 paper copies of Nomination Letter for academician candidates of Chinese Academy of Engineering (for nomination by China Association for science and Technology) (hereinafter referred to as Nomination Letter), including 7 originals. The original shall be signed by the selected person, and the unit to which the candidate belongs shall be responsible for examination and verification, and shall be stamped with the official seal of the unit. The "recommendation of academic groups" in the Nomination Letter shall be provided by the association in the later stage and sealed with the official seal of the association.

2. Two sets of paper copies of the attachment materials of the nomination letter, including copies of science and Technology Award Certificate (no more than 5 items), copies of invention patent certificate and its implementation proof materials (no more than 5 items), original or copies of papers and works (no more than 10 papers and volumes), and original or copies of important achievements in engineering design, construction, operation and management (no more than 5 copies) 。

3. Two CD ROMs, including the data file in mdb format, the nomination letter in word format and the electronic version of attachment materials (PDF format) generated by the nomination system for academician candidates of Chinese Academy of engineering.

4. Three paper copies of the confidential examination certificate of the Nomination Letter and the attached materials (sealed and issued by the unit of the elected person).

5. Three paper copies of the "eight prohibitions" of the Chinese Academy of Engineering on the strict discipline of the selection of academicians signed by the candidate.

6. 20 paper copies of peer review form (see Annex 1 for the format), including 2 originals. It shall be filled in and signed by three or more recommenders of the same discipline (Major) with senior titles.

7. 20 paper copies of the recommendation form (see Annex 2 for the format) of the recommendation form of the selection unit (including 1 original), which must be signed by the person in charge of the selection unit (director of the professional committee, group member unit or legal representative of the provincial society) and stamped with the official seal of the selection unit.

6. Submission time and contact information

According to the general requirements of China Association for science and technology for submission of materials, the selection materials must be submitted or sent by SF express to the academic office of the association before February 1, 2021, and will not be accepted if it is overdue.
