"Manufacturing service industry is a producer service industry oriented to manufacturing industry and an important support for promoting the transformation and upgrading of manufacturing industry and high-quality development." As for the green transformation of the manufacturing industry, the opinions put forward that the construction of green industry demonstration base should be carried out to promote the green level of steel, petrochemical, chemical, nonferrous, building materials, textile, papermaking, leather and other industries. We should actively build the industrial chain of home appliance sales and waste household appliances recycling, explore and implement the target system of extended producer responsibility of household appliance enterprises, study and carry out resource and environmental performance evaluation of waste electrical and electronic products dismantling enterprises, so as to promote the renewal and consumption of household appliances.

The Opinions also put forward seven safeguard measures, one of which is to broaden financing channels. According to the opinions, we should increase the financing support for manufacturing service enterprises, support qualified manufacturing service enterprises to carry out bond financing, effectively expand the financing scale of intangible assets such as intellectual property rights and future income right of contract energy management, encourage venture capital institutions to increase capital investment in manufacturing service industry, and support qualified manufacturing service enterprises to go to the main board, to support qualified manufacturing service enterprises to carry out bond financing Gem and overseas capital market listing financing.
