Social Hot Spots: The 10Th National Enterprise Burden Reduction Policy Publicity Week Launched
On November 15, the 10th national enterprise burden reduction policy publicity week was launched. The inter ministerial joint meeting of the State Council to reduce the burden on enterprises held a national teleconference. The meeting stressed that all regions and departments should ensure that the arrangements made by the CPC Central Committee and the State Council to reduce the burden on enterprises are truly implemented. First, we will strengthen the implementation of preferential policies for enterprises and increase support and relief efforts for enterprises, especially small and medium-sized enterprises. Second, we should improve the long-term mechanism for preventing and resolving arrears, strengthen source control, and promote the further prevention and resolution of arrears by means of legalization and marketization. Third, focus on enterprises, looking forward to strengthening governance and continuously optimizing the business environment. In view of the repeated inspection, testing, certification and evaluation of enterprises, as well as the problems of "arbitrary charges, arbitrary apportionment, and arbitrary fines" reflected by some enterprises, we should do a good job in rectifying the problems, promote the publication and implementation of the list of charges related to enterprises, and accept social supervision.
The joint meeting also proposed to let enterprises truly feel the concern and support of the Party Central Committee and the State Council for the real economy, especially for small and medium-sized private enterprises, and to feel the "sunshine and rain" of the policy of benefiting enterprises and reducing burdens, so as to boost enterprise confidence and stabilize social expectations.
At present, the situation at home and abroad is more complex, and there are some pressures to stabilize economic growth, especially the sharp rise of raw material prices, the sluggish supply chain of industrial chain and international logistics, the tightening of factor supply and the frequent occurrence of epidemics and disasters, all of which have an impact on enterprises, especially the small and medium-sized enterprises. Some enterprises have a stronger subjective sense of the cost burden, and some local governments charge fees illegally Malicious default and other problems occur from time to time, enterprises reflect that the inspection of enterprises, excessive fines and so on, all of which have a negative impact on the business environment.
Recently, the State Council's inter ministerial Joint Conference on reducing the burden on enterprises commissioned a third-party organization to investigate and evaluate the burden of manufacturing enterprises. The survey shows that the implementation effect of a series of preferential policies for enterprises issued by the state is good, and enterprises' satisfaction with the policies of administrative fees, government funds and tax relief is more than 90%.
First, more than 70% of enterprises reflect that the overall tax burden is moderate. This year, the state will increase the proportion of R & D expenses plus deduction for manufacturing enterprises (from 75% to 100%), expand the scope of application of the tax rebate policy for manufacturing enterprises at the end of the period, promote the reduction of import tariff on some industrial raw materials, and further reduce the tax reduction and fees for manufacturing enterprises. The survey shows that more than 70% of manufacturing enterprises think that the current tax burden is moderate and the sense of policy gain is obvious.
Second, the effect of enterprise related charge management is obvious. According to the survey, more than 90% of the enterprises said that they had achieved remarkable results in dealing with such related problems as "arbitrary charging and arbitrary apportionment". Among them, 93%, 95% and 94% of the enterprises reflected that there were no illegal behaviors such as forced purchase of intermediary services, designated intermediary agencies, and bundling sales with administrative resources.
Third, enterprises are highly welcome to the tax reduction and fee reduction policy. The survey shows that the implementation effect of a series of preferential enterprise burden reduction policies issued by the state is good, the tax reduction and fee reduction effect is remarkable, and the enterprise's satisfaction with various policies and measures in the aspects of enterprise related fee reduction and tax relief is more than 90%.
Enterprises also reflect some problems, such as illegal collection of deposits and arbitrary charges in some places, more fines for inspection of enterprises in some fields, and "one size fits all" supervision practice of some units interfering with the normal production and operation of enterprises, and so on. At the same time, enterprises expect the government to continue the policy measures of benefiting enterprises and strengthen factor guarantee and price supervision, And regulate the administrative behavior of some places to create a better business environment.
Regarding the key points of this publicity week, the person in charge of the operation monitoring and Coordination Bureau of the Ministry of industry and information technology (the State Council burden reduction Office) said: first, adhere to the problem orientation and strengthen the effect of policy implementation. Focusing on the areas where the problems reflected in the survey are relatively concentrated, through on-site consultation, propaganda and training, etc., we can coordinate to solve the blocking points and difficulties in the implementation of policies, promote the implementation of policies, and effectively help enterprises reduce costs and burdens. Second, strengthen policy interpretation and expand the scope of social awareness. The joint conference office will sort out a series of policy lists in tax, charge, financing, labor, energy consumption, financing and other fields, print and issue the "policy collection for reducing enterprise burden (2021)", and organize all localities to distribute free of charge to enterprises and parks, Expand the scope of social awareness. Third, highlight the interaction between the Ministry and the province, and launch a series of interview activities of "the director of the Department of industry and information technology on reducing the burden". The responsible comrades of the local enterprise burden reduction Organization (competent department of industry and information technology) will introduce the characteristic methods of reducing enterprise burden in this region, promote the exchange and mutual learning among regions, and create a good atmosphere to jointly promote the reduction of enterprise burden.
