Five Ministries And Commissions Of The State Launched Textile And Garment Enterprises Have A Future Only By Creating Brands
Recently, the Ministry of industry and information technology, the Ministry of Commerce, the State Administration of market supervision, the food and drug administration, and the Intellectual Property Office jointly issued the "three products" action plan for digital power consumer goods industry (2022-2025), proposing to cultivate 200 intelligent manufacturing demonstration factories in textile and clothing, household appliances, food and medicine, consumer electronics and other industries by 2025, Build 20 billion famous brands. We should better meet and create consumer demand, enhance the role of consumption pull, and promote the consumer goods industry to step up to the middle and high-end.
Consumer goods industry is an important livelihood industry and traditional advantage industry in China. It is an important support to guarantee and meet the people's increasingly diversified consumption demand. It plays an important role in absorbing employment, earning foreign exchange through export and promoting economic development. In 2016, the State Council proposed to carry out the "three products" special action of increasing varieties, improving quality and creating brands in the consumer goods industry. Since the implementation of the "three products" special action, the core competitiveness and innovation ability of the consumer goods industry have been continuously enhanced, the product supply capacity and demand adaptability have been steadily improved, and a good atmosphere for all sectors of society to jointly promote the "three products" work has initially taken shape. "The fourteenth five year plan for the national economic and social development of the people's Republic of China and the outline of the long-term goals for 2035" clearly put forward to promote the "variety, quality and brand creation" of manufacturing products. The "three products" strategy has become an important starting point to lead the high-quality development of consumer goods industry.
Based on the current industrial development practice and the trend of technological evolution, the action plan has established the main goal of digital assistance to the consumer goods industry to increase variety, improve quality and create brand in the next four years. By 2025, the ability of digital technology integration and application in the field of consumer goods industry will be significantly enhanced, and a batch of new products, famous products and high-quality products will be cultivated, and the variety leading force, quality competitiveness and brand influence will continue to improve.
The specific objectives are:
First, the ability of innovation has been significantly enhanced. The penetration rate of digital business management, enterprise digital R & D and design tools, and the proportion of enterprises applying E-commerce exceeded 80%. Smart design, flexible manufacturing, supply chain collaboration and other key links of integrated innovation and integration application capabilities have been greatly enhanced, and the progress of digital transformation of consumer goods industry has been accelerated.
Second, the level of supply has increased significantly. The technological innovation system with enterprises as the main body has been further improved, the product supply has been increasingly enriched, and the quality and performance have been continuously improved. 200 intelligent manufacturing demonstration factories have been cultivated in textile and clothing, household appliances, food and medicine, consumer electronics and other industries, and 200 well-known brands with a scale of 10 billion have been created. The product service quality and customer satisfaction have been continuously improved.
Third, sustainable optimization of ecological development. We will create 50 "three product" strategic demonstration cities with remarkable achievements in digital transformation, distinctive characteristics and strong radiation. Platform based design, personalized customization, network collaboration, service-oriented extension and other public service capabilities have been steadily enhanced. We have cultivated 50 digital service platforms and promoted 300 typical application scenarios with strong demonstration and driving effect.
The action plan puts forward 10 tasks in three aspects of digital assistance to increase varieties, improve quality and create brands, and sets up six projects in the form of columns: innovation ability improvement, digital design ability improvement, digital green collaborative ability improvement, quality control ability improvement, intelligent supply chain management ability improvement and brand cultivation ability improvement.

In the innovation ability promotion project, the construction of intellectual property service platform is proposed. It supports the establishment of intellectual property service platform based on blockchain and artificial intelligence technology in clothing, home textile, household appliances, wine making, watches, glasses and other industries, and provides "one-stop" services such as design patent retrieval, copyright registration, copyright storage, piracy monitoring, infringement evidence collection, legal rights protection, promotion and transaction, etc.
In the digital design capability improvement project, intelligent design and simulation optimization are proposed. In the printing and dyeing, leather, printing, coating and other industries to promote intelligent formula management system, optimize raw material selection and formula design. Support the development of household electrical appliances, such as 3D modeling, simulation and testing of household electrical appliances, simulation and testing of household electrical appliances.
In the aspect of "increasing varieties" with digital assistance, the paper proposes to promote personalized customization and flexible production, and reshape the product development and production mode. Based on the consumption data collection and analysis, the enterprises with advantages in clothing and home textile, household appliances, furniture, home decoration materials, characteristic food, washing products and other industries are supported to mine the personalized needs of users, build a consumption driven organization mode, carry out personalized customization and flexible production, and realize the efficient docking of supply and demand and accurate delivery.
In the digital green collaborative ability enhancement project, the promotion of green low-carbon products is proposed. Encourage enterprises to carry out green design of products according to the concept of life cycle, promote green low-carbon technology innovation, strengthen the application of key technologies of green design, promote 200 kinds of green and low-carbon products in the fields of energy-saving household appliances, efficient lighting, environmental protection furniture, fiber products, etc., so as to improve the green consumption experience and continuously improve the resource and environmental benefits.
The level of green manufacturing has been improved. Driven by data, we will promote the green transformation and upgrading of chemical fiber, printing and dyeing, leather, papermaking, battery, medicine, furniture, home furnishing materials, washing products and other industries, popularize and apply 200 kinds of green technology, promote the construction of energy management system, and realize dynamic monitoring and optimal management of resources and energy.
The efficiency of resource utilization has been improved. The Internet of things, big data and cloud computing technologies are used to collect information, analyze data and monitor the flow direction of production, consumption and recycling of products, so as to improve the resource utilization efficiency of textile and garment, household appliances, furniture, plastic products, glass products, paper-making, batteries and other industries.
In the aspect of digital power to "improve quality", it is proposed to strengthen digital transformation to enable enterprises to improve quality and efficiency. In the fields of clothing and home textile, household appliances, furniture, home decoration materials, leather and paper making, food and medicine, etc., we will accelerate the cultivation of intelligent manufacturing demonstration factories, and realize the quality control of the whole life cycle and the coordinated development of production, marketing and utilization.
In the project of quality control ability improvement, intelligent online monitoring and detection are proposed. In the textile, clothing, household appliances, furniture, home furnishing materials, washing products, food, medicine and other industries, the application of machine vision technology and intelligent testing equipment is promoted to realize the intelligent online monitoring, analysis and result judgment of product quality, and reduce the rate of unqualified products.
Equipment remote operation and maintenance and predictive maintenance. In chemical fiber, packaging and printing, API, food and other industries, the online operation monitoring and predictive maintenance of equipment are promoted to reduce equipment failure rate and ensure production quality. We will improve the reliability and stability level of basic products in the home appliance industry and consumer electronics industry, and strengthen the research on product reliability standards, product reliability design and test, detection and evaluation technology
In the aspect of "creating brand" by digitalization, it is proposed to accelerate the integrated development of product design, cultural creativity, technological innovation and brand construction, effectively integrate Chinese cultural elements into Chinese brands, deeply excavate the connotation of brand cultural value, and explore the development of enterprise brand value evaluation. We should encourage advantageous enterprises to integrate domestic and foreign resources, support cross-border e-commerce to carry out overseas marketing promotion, and consolidate and enhance the international competitiveness of Chinese brands. The action plan also encourages the innovative development of Guochao brand. We should explore the traditional cultural genes and intangible cultural heritages such as Chinese culture, Chinese memory and Chinese time-honored brands, strengthen the research on consumption orientation of new consumers, innovate consumption scenarios, and promote the construction of Guochao brand. Relying on cross-border e-commerce, expand the brand to the sea and open up a diversified market.
