       Since the China Textile Industry Federation launched the pilot project of "building a 'family friendly' textile and clothing enterprise" in 2022, the first phase of the project has now come to an end. This number will successively share the best practices of the pilot enterprises in the first phase of the FFF project. The second phase of the project is now open.        Established in 2014, Jiangsu Maoyuan Garment Co., Ltd. is a professional garment manufacturer in Jiangsu Province. The enterprise is committed to the production and processing of brand clothing. It is the designated manufacturer of many international well-known children's and adult clothing brands in Europe, the United States and the Asia Pacific region in China. The annual production of jeans, jackets, sweatshirts and other clothing reaches 19 million pieces.
       In April 2023, with the support of H&M Company, Jiangsu Maoyuan Garment Co., Ltd. officially joined the FFF pilot project, completed the first round of demand research, and organized a training activity with the theme of "happy work, happy life - being an excellent employee in the new era" in November 2023. At the end of November 2023, the enterprise completed the factory part of the Improvement Plan form; In December 2023, the enterprise revised and improved the relevant rules and regulations proposed by many FFF project experts; In January 2024, the enterprise introduced the Family Friendly Policy to promote men and women workers to give consideration to work and family, and to incorporate the family friendly system into the corporate social responsibility management and sustainable development system. Since then, concrete actions have been carried out in many fields, such as flexible working system - "offline process", increasing the proportion of female supervisors, employee training and promotion of family friendly policies, and remarkable results have been achieved.
       Enterprises have long faced many problems and challenges in personnel and production management before carrying out flexible working system --- off line process practice. Since the enterprise has been implementing the standard working hour system, it lacks flexibility in working time arrangement and management. At the same time, the employees of the enterprise mainly come from the local (Suqian City), with the local employees accounting for 91%. The employees are often troubled by the conflict between family affairs and working hours, such as the transportation of children to and from school, and the care of sick parents. These factors not only affect the quality of life of employees, but also reduce their work efficiency and enthusiasm to a certain extent, and even cause a series of problems such as brain drain, production schedule delay, and product quality decline, which seriously hinder the healthy development of enterprises.
       Important measures to implement flexible working system
       Therefore, the enterprise actively explores the solution and development path of flexible working system - off line process. The specific actions are as follows:
       In terms of staffing, the enterprise first carried out a survey on the demand for flexible working system for employees. According to the results of the questionnaire, more than 24% of enterprise employees expect to implement flexible working system. Among them, 62% of employees put forward demands due to family factors, which is the main reason for proposing flexible working system. At the same time, the enterprise also carried out a comprehensive assessment based on the characteristics and actual needs of different offline processes. In 2024, the offline process plan covers 100 employees of the enterprise. These employees need to receive professional training before taking up their posts to ensure that they can master the operation of related processes.
       In terms of working hour setting, the enterprise gives these employees a certain degree of flexibility. They can choose suitable working hours within a certain time range according to the actual needs of their families. On the premise of ensuring that the overall progress of the process and production requirements are met, employees applying for flexible working system will punch in according to flexible attendance.
       In terms of quality control, employees need to make corresponding preparations, such as getting the required tools and materials, before entering the offline process. Employees should carefully complete each process in accordance with the established operating procedures and standards. When encountering problems and difficulties, employees can communicate with their supervisors in time to seek solutions. In addition, the enterprise has also established a perfect quality monitoring system to conduct strict quality inspection on products in off line processes to ensure compliance with standards.
       In terms of performance evaluation, the enterprise will comprehensively evaluate the work quality, efficiency, rationality of working hours and other factors of employees, and give them fair evaluation and incentive (individual performance award) to improve their enthusiasm and job satisfaction. At the same time, the enterprise has set up specific communication channels, including but not limited to door opening policies, telephone hotlines, employee representative meetings, and questionnaires, to achieve smooth communication between employees and the enterprise.

By comparing and analyzing the turnover rate of employees in the first quarter of 2024 and 2023 (around the Spring Festival), the turnover rate of employees in the first quarter of 2024 decreased by 56.7% year on year, and the proportion of turnover data caused by family factors such as "taking care of children and the elderly, as well as family affairs" decreased by 13% year on year compared with Q1 in 2023.
