Hubei Promotes High-Quality Development Of Textile And Clothing Industry

The textile industry is one of the nine emerging industries with characteristics being cultivated in Hubei. The recently issued Three Year Action Plan for High Quality Development of Hubei Textile and Clothing Industry (2023-2025) (hereinafter referred to as the Plan) proposes to strive to develop Hubei textile and clothing industry into a trillion industry during the "15th Five Year Plan".

According to the data, in 2022, Hubei's textile and clothing industry will have 1651 enterprises above the designated size, with an operating income of 335.86 billion yuan, ranking fifth in the country, one place ahead of 2021, accounting for 6.7% of the province's industries above the designated size. It is a veritable pillar industry. The output of yarn and cloth, the main products, is 3.425 million tons and 5.136 billion meters respectively, ranking the third in China.

Since this year, Hubei has deeply implemented the working mechanism of "chain length+chain owner+chain innovation", planned to promote high-quality development of the textile and clothing industry, listed modern textile and clothing as one of the nine emerging characteristic industrial chains, and accelerated transformation and upgrading.

The Plan proposes the development goal: by 2025, the operating revenue of textile and clothing enterprises above designated size in the province will reach 500 billion yuan, of which the operating revenue of cotton textile industry will exceed 200 billion yuan, the operating revenue of clothing and clothing industry will reach 150 billion yuan, and the operating revenue of industrial textiles will exceed 100 billion yuan.

In 2022, Hubei will rank third in terms of yarn output and cloth output. Rich industrial resources and strong supporting capacity are the advantages of Hubei textile industry, but there are still shortcomings in printing and dyeing technology, high-end fabrics and other links. The Plan starts from the problems and defines the work measures for industrial development in the next three years.

First, investment attraction and intelligence pooling. Develop investment attraction map and implement precise investment attraction. Focus on supporting the printing and dyeing and chemical fiber of Jiangsu and Zhejiang provinces such as Jingzhou and Huanggang, the home textile of Jiangsu province such as Xiangyang, the clothing of Guangdong province such as Shiyan, Xiantao, Tianmen, Jingmen and Xiaogan, and the fur and shoemaking of Fujian province such as Yangxin and Yunmeng, to carry out targeted investment attraction.

Second, space layout optimization. To build "one industrial cluster" in Jianghan Plain, "one leading city" in Wuhan, "two hundred billion cities" in Xiaogan and Xiangyang, "two chemical fiber bases" in Jingzhou and Huanggang, "two printing and dyeing bases", and focus on the development of "11223N" regional industrial layout of more than 15 "block economies" to achieve differentiated competition, dislocation development, and synergy.

Third, the supply chain system is reshaped. Focus on Huafang Supply Chain Company, build a supply chain platform, integrate upstream and downstream resources of the industry, and achieve mutual benefit and sharing. Take Huangpi District as the main position to build a famous clothing trade city in China, build a chemical fiber and knitted fabric trading market in Jingzhou, build a textile clothing surface and auxiliary material logistics market in Qianjiang, and build Xiantao into the largest industrial textile international trading market in China.

Fourth, the revival of Han style clothing. Wuhan will be built into a place of origin for creative clothing design, a marketing display platform and a gathering place for brand clothing enterprise headquarters. In cities and counties around Wuhan, we will arrange and develop characteristic industrial clusters such as fashion women's clothing, business men's clothing, baby and children's clothing, and outdoor clothing, build famous cities and towns, create advantageous production capacity clusters, and support the quality and expansion of Han style clothing. Regularly hold China Fashion Conference, Hanzheng Street Fashion Festival, Wuhan Fashion Week and other fashion activities; Regularly hold the Hanpai clothing brand release and promotion meeting to establish a number of Hanpai clothing brand benchmarks.

Fifthly, technological transformation and rejuvenation. It took three years to implement 1000 major technological transformation projects of textile and clothing, select 100 provincial demonstration projects, and drive the overall improvement of the industry's intelligence level.

Sixth, technological innovation drives action. Guide enterprises to increase R&D investment, support leading enterprises to improve R&D capacity, and build a number of public technology innovation service institutions and provincial technology innovation centers.

Recently, the Information Office of Hubei Provincial Government held the first press conference of "promoting the mechanism of" chain leader+chain owner+chain innovation "to accelerate the development of new industrialization". The meeting pointed out that Wuhan is studying and formulating the Opinions of Wuhan on Supporting the High Quality Development of the Textile and Clothing Industry (hereinafter referred to as the Opinions), which will focus on the weak points and highlight the whole chain development of Wuhan's modern textile and clothing industry from the aspects of industrial agglomeration, innovation cultivation, intelligent transformation, market integration, brand promotion, etc.

The Opinions mentioned that Wuhan should build Huangpi District into a high-end supply chain resource integration center for textiles and clothing in central China by building "one city, two centers" and "one park, one market", and build Xinzhou District into a sub industrial cluster with a batch of industrial fabrics for medical protection, sanitary products, transportation and other industries, such as high-end combed cotton, new composite materials, and cotton spunlaced non-woven fabrics, Build Hanyang District into a gathering area of "Metauniverse+Independent Designers", Hanzheng Street into a gathering area of "offline channels+live broadcast", and create a "fashion industry belt along the Yangtze River and Hanjiang River". Support the upgrading of regional markets such as Hankou North China (Wuhan) Cross border E-commerce Comprehensive Pilot Zone, build a clothing market hub radiating across the country and facing the world, and expand the popularity and influence of Hanpai clothing.

At the same time, Wuhan will also accelerate the formation of leading enterprises with strong innovation ability, great brand contribution and market competitiveness; Wuhan should provide textile and clothing enterprises with digital technology services of "research, production, supply and marketing" full chain, integrated and coordinated development; At the same time, we will promote the optimization and upgrading of key markets to create a market cluster of "traditional commerce+cross-border e-commerce".
