During the 3 year period, those who continue to stay in non-public enterprises shall go through the resignation procedures according to the regulations, and the personnel files and organizational relations shall be pferred to the management of the personnel exchange center.

The scientific and technological personnel and managerial personnel of institutions of higher learning and scientific research institutes have left the post of scientific and technological enterprises or engaged in the pformation of scientific and technological achievements, and have retained personnel relations for 5 years.
