To help enterprises solve the problems of venture capital, clean up obsolete policies and regulations that restrict the development of SMEs and non-public sectors of the economy, simplify administrative licensing and preconditions as far as possible, arrange venues and facilities to attract urban and rural residents and small and medium-sized entrepreneurs to enter into entrepreneurial development, and so on. Wuhan has introduced a series of measures to support national entrepreneurship, and will launch a nationwide entrepreneurship action plan in the first half of this year.

In February this year, the "national entrepreneurship" was written into the work report of the Wuhan municipal government. It was put forward that Wuhan should "vigorously promote the nationwide entrepreneurship, implement more effective supporting policies, guide and support the people to create businesses, create new businesses and cadres, and create new businesses, further stimulate the vitality of the whole society, and strive to build Wuhan into a city of entrepreneurship".

Recently, Wuhan has also issued the "implementation of opinions on promoting the entrepreneurship of the whole people", through 22 specific measures to reduce the threshold for entrepreneurship, and set up an entrepreneurial platform for entrepreneurs.

When the university graduates, returnees, laid-off workers, veterans and demobilized servicemen and other groups have set up a technology oriented, environmental protection and energy saving enterprise without prior approval, the initial amount of their investment will be relaxed to only 10% of the statutory amount at the original legal amount of 20%, and the minimum amount should be no less than 30 thousand yuan.
