Manufacturing In China Under Export Predicament
With the weakening of the international economy and the weakening of the global consumption capacity, coupled with rising prices and reduced exports, many enterprises in the southeast coastal areas of China have been greatly affected by the operation. Many enterprises have begun to choose the place where the cost of living is lower and the growth space is bigger.
In order to enable some enterprises to get a better investment environment in the central and western regions, the Ministry of Commerce has awarded 31 cities in the Midwest to the key areas for processing trade gradient pfer, and has launched a series of preferential policies to support enterprises in rationally distributing resources and orderly convergence.
The Ministry of Commerce plans that by 2010, 50 places with obvious advantages and industrial characteristics should be cultivated in the central and western regions, and 30 billion yuan will be used for policy bank loans. The proportion of total exports of processing trade in the Midwest to the total volume of processing trade has increased from 3.2% last year to 5%. To this end, the Ministry of Commerce has specially coordinated the major ministries and commissions to give preferential policies to these key areas. Experts believe that this is of great significance to speed up industrial pfer, especially to enhance the scale of processing trade in the central and western regions.
產(chǎn)業(yè)梯度轉(zhuǎn)移挽救中國(guó)制造
Made in China has always been the most proud gold medal in China's economy. However, the cost has risen over the past one or two years, and the competitiveness of China's manufacturing, especially labor-intensive industries, is worrying. Many experts and scholars prescribe drugs either to migrate or upgrade. The reporter has learned that moving from the southeast coast to the hinterland of the central and western regions has become one of the routes to pfer some labor-intensive industries and "export large households" in the eastern part of China.
It is not an accident that the eastern coastal enterprises choose to move westward under the new situation, but the industrial gradient pfer under the rule of market economy, which is an inevitable trend of China's economic development. Huang Jing, director of Specialized Committee, China investment environment, said in an interview with reporters. He believes that China's coastal processing trade industry is faced with such problems as land scarcity, energy shortage, labor costs rising, raw material prices and pportation costs rising. In the eastern region, "changing the cage and changing birds", and the enterprise pushing the West forward is conducive to combining their capital, technology and management advantages with the resources and policy advantages of the central and western regions, so as to realize the complementary advantages and win-win situation between the East and the West. In the face of the great opportunity for industrial pfer, the central and western regions have listed many preferential measures to "attract Phoenix into the nest".
都是成本惹的“禍”
In the past 30 years of reform and opening up, with the eastern region as the symbol, China has grasped the opportunities of global industry's cross border pfer, actively accepted international industrial pfer, introduced one hundred thousand modern chemical plants, pformed traditional industries with advanced technology, and promoted the process of industrialization in China. At present, the processing industry in the southeast coastal areas has accumulated obvious advantages in brand building, enterprise management, capital operation, talent cultivation and industrial support. But at the same time, the comparative advantages of labor costs and land resources are disappearing.
Huang said: "now, the manufacturing enterprises in the East are facing the pressure of rising cost of labor, water, electricity and land." The boss of a shoe company is saying that the enterprise has no choice but to suffer from life and death. "Nowadays, enterprises talk about cost is no longer a question of how much profits are related, but whether they can continue to live."
According to the survey of China Textile Industry Association, in the first quarter of this year, Jiangsu, Zhejiang, Shandong and other 6 provinces and municipalities, the average profit of 2 / 3 of the textile industry is only 0.62%. Not only the textile industry, but also the labor-intensive industries like electronic components, toys, ceramics, furniture and so on. Zhou Dewen, President of Wenzhou SME Association, pointed out that "20% of Wenzhou's enterprises are in a state of shutdown or semi shutdown."
Labor costs rise, inflationary pressures increase, refined oil prices remain high, coal and oil power capacity is tight, prices of raw materials are rising frequently, and pressure on RMB appreciation has not diminished. A series of difficulties and uncertainties in China's economic operation hurt the most sensitive cost nerve of manufacturing industry.
With the introduction of a series of policies to promote industrial pfer and structural adjustment, energy conservation and emission reduction and labor contract law have been implemented, environmental protection threshold has been raised, and labor rights and interests such as minimum wage standard have been restrained. The high cost accumulated by various complex factors has stimulated the rise of a new round of industrial pfer. From Europe and America to Japan, to "four little dragons of Asia", to the southeast coast of China, and then to the Midwest of China, the processing and manufacturing industry of "cost by land and low cost" has again set off a wave of industrial pfer.
The experience of developed countries shows that industrial pfer is a natural trend after the economic development has reached a certain stage. It is an inevitable process for the development of enterprises to effectively allocate resources and exploit the market, and selectively migrate the production and processing links of land, resources, labor, pportation and other sensitive costs to the areas where the cost is relatively low or near the terminal market. Mei Xinyu, a researcher at the Ministry of Commerce and international trade and Economic Cooperation Research Institute, said.
政策暖風(fēng)吹內(nèi)地
"Although the labor cost of Vietnam and India is lower than that of the central and western regions of China, it is a challenge for the central and western regions to undertake industrial pfer. But more eastern enterprises choose to pfer to the mainland can be regarded as an effective way to make up for it. Fan Jianping, director of the Economic Forecasting Department of the state information center, said.
"The rapid rise of the central and western regions, the advantages of resources and cost are very obvious. The government has promulgated a series of policies to encourage the development of processing trade in the central and western regions, and encouraged the central and western regions to take the initiative to undertake the pfer of coastal processing trade.
