    The US Has Destroyed Doha'S Negotiations And Lamy Has Not Given Up.

    Switzerland, Geneva, 29 local time, the 9 day ministerial meeting of the World Trade Organization (WTO) failed. The developing countries failed to reach a compromise with the developed countries on the special safeguard mechanism of agricultural products, and the controversial issues such as agricultural and non-agricultural market access were still unresolved.



    This makes the hope of completion of the Doha Round negotiations, which has not lasted nearly 7 years, become more uncertain.



    During the period, in order to safeguard the rights and interests of domestic farmers, China explicitly rejected the unreasonable demands of the United States on opening markets such as cotton.



    Zhou Shijian, executive director of the China WTO Research Association, told the Morning Post reporter yesterday that the overwhelming number of developed countries represented by the United States was the real reason for the failure of this round of negotiations.



      

    The US side destroyed this round of negotiations.



    From the "agricultural subsidy" in developed countries to the "agricultural protection mechanism" in developing countries, the 9 day conference has been stuck on these issues.



    According to diplomatic sources, the important members of the other WTO have agreed to compromise after the negotiations. Only the United States refused to give up, which led directly to the breakdown of the negotiations.

    For the United States, strict restrictions on the use of special safeguard measures by developing countries are aimed at protecting their agricultural products from entering the developing countries smoothly.



    Rami, director general of WTO, said after the meeting that the main reason for the failure of the negotiations was that it was difficult for the important members of the WTO to reach agreement on the special safeguard mechanism for agricultural products in developing countries.



    The so-called special safeguard mechanism for agricultural products means that developing members can take special safeguard measures such as raising tariffs and other special safeguard measures in order to protect their own agriculture from shock.



    The WTO compromise, which is the basis of negotiations, will set a sharp bottom line of 40%. The developing members represented by India want to relax the bottom line of using special safeguard measures to fully protect their relatively fragile agricultural production and farmers' livelihood, but they are opposed by the United States.



    David Shack, deputy head of the US delegation, blames publicly that China's commitment to the negotiations is not enough and directly threatens the process of the Doha Round negotiations.



    Regarding this, Chen Deming, head of the Chinese delegation and Minister of Commerce, said that the key to serious difficulties in the Doha negotiations is that the United States is asking for a big price after its own interests are safeguarded.



    Zhou Shijian said: "China's national conditions and trade commodity structure determine China's position as a developing country.

    The United States should not force China to safeguard the interests of the developed countries.



      

    Rami: do not give up Doha negotiations



    US trade representative Schwab told African countries this week that unless other countries, especially China, reduce cotton tariffs, the United States will not cut cotton subsidies as required by African countries.

    In Geneva, Zhang Xiangchen, the Secretary General of the Chinese delegation, made clear the request of the United States to open the cotton market to China.



    In terms of market access for non-agricultural products, the United States hopes that developing countries such as China and India will participate in negotiations on liberalization of industrial sectors.

    Chen Deming said that we should follow the principle of voluntary participation by all parties and choose those sectors that have export interests to developing countries.



    Faced with another failure, Lamy said ministers hope he can resume the Doha round as soon as possible, and he will not "surrender".
