How Can China'S Shoe Manufacturers Successfully Turn Around?
The import and export volume of China's processing trade increased from 1 billion 670 million US dollars in 1980 to 986 billion US dollars in 2007, an increase of 589 times, accounting for 4.4% of the total increase from 45.4% to 45.4%. The development strategy of export oriented and import substitution is the core content of export oriented strategy: the cumulative surplus is more than 1 trillion US dollars. China's processing trade policy has not only grasped the opportunities of industrial pnational pfer, but also achieved the goal of earning foreign exchange through exports, and adapted to the requirements of the import substitution strategy to protect the domestic market. At the beginning of the first day of processing trade, there was a great divergence of views on the processing trade.
In 2003, the 16 session of the 3 plenary session of the Communist Party of China "decision of the CPC Central Committee on Several Issues concerning the improvement of the socialist market economic system": "continue to develop processing trade, and strive to attract multinational companies to pfer higher level and greater value-added manufacturing and R & D institutions to China, and guide the pformation and upgrading of processing trade."
In 2007, the 17 major reports of the Communist Party of China: "processing and changing the mode of foreign trade growth, basing on quality wins, adjusting the structure of import and export, promoting pformation and upgrading of processing trade, and vigorously developing service trade". We should pay attention to the pformation and upgrading of processing trade.
Why do we propose pformation and upgrading? We see some problems facing the footwear processing trade: OEM is the main industry, and the industry is at the low end, and the benefits from it are limited. Most of the processing trade enterprises lack R & D capability, brand and international channels, and are not strong enough to resist risks. In this financial storm, there are many internal reasons and so on. When the internal factors are highlighted, many shoe enterprises, especially those engaged in processing trade, face some difficulties. Some enterprises under such pressure have closed down and closed down. It shows that the current processing trade enterprises are still not strong enough to resist risks, and more and more trade frictions; the advantages of low cost manufacturing are no longer under competition from other lower cost countries. More obvious participation in global enterprise production and processing, we must enhance our global value chain.

There are several viewpoints: processing trade should be pformed into general trade; processing trade should be pferred to gradient; processing trade should be "stocked" to "captive"; the main body of processing trade is mainly from foreign capital to local enterprises; and processing trade should upgrade from traditional products to high-tech products. The international industry is completed in two countries, forming the global production value chain. This curve is a smile curve presented by the famous entrepreneur analysis. This curve is formed from R & D to spare parts to finished products processing, downstream marketing, management, planning, headquarters economy, logistics and so on. The lowest end of this curve is labor intensive. Upstream is capital intensive, and downstream is information and management. This curve is from some enterprises, and so is our shoe industry. China's current labor-intensive enterprises not only have limited ability to resist risks in the division of labor. After the pformation and upgrading of China's footwear industry, there is still room for development. Despite the pressure from many financial crises now.
The direction of pformation and upgrading of processing trade is to enhance the status of division of labor in the value chain: from labor intensive low value-added links to higher value-added links.
Specifically,
First, extend the value chain, develop upstream parts and components, and form the advantages of industrial clusters.
Two, increase R & D efforts, develop from OEM to ODM, and get excess profits from technological innovation.
Three, extend the service value chain, develop warehousing and logistics, encourage the development of independent brands, and establish international sales channels.
It is not so easy to develop independent brands, and truly influential global brands are still very limited. Why should we advocate the development of independent brands? The ultimate direction and content of China's footwear industry is to realize the pformation and upgrading of the industry, and to develop our own brand.
First, firmly set up the international brand's determination, cannot be placed in the long-term foundry's status;
Two, summarize the successful experience of learning international brand operation, such as Nike, different enterprises have successful experiences of different enterprises, and Chinese enterprises should sum up the successful experiences of different enterprises to apply them.
Three, accurately locate the consumption crowd, grade; four, brand depends on innovation ability and good quality;
Four, popularity, reputation and loyalty;
Six, be good at giving full play to the advantages of the domestic market and create a brand from home.
Seven, small and medium-sized enterprises can jointly create brand.
Many processing trade enterprises are relatively small in scale. We all know that the first cost of brand promotion is to have a relevant market share, and a considerable amount of sales can create a brand. I think cooperation between SMEs this morning will be able to cooperate with the mainland. Transformation and upgrading are very important.
In addition to the efforts of the enterprises themselves, a considerable part still depends on the support of the government. The upgrading of the processing trade industry requires the invisible hand of the government to work together to make our shoe industry go smoothly.
The policy of pformation and upgrading of processing trade needs:

二、便利通關(guān),簡化跨關(guān)區(qū)結(jié)轉(zhuǎn)的手續(xù),提高監(jiān)管效率;
三、保護知識產(chǎn)權(quán),鼓勵創(chuàng)新與發(fā)展加工貿(mào)易配套產(chǎn)業(yè)。特別在品牌的創(chuàng)意過程中,如果保護好品牌,這就是政府要提供一種非常關(guān)鍵的服務(wù);
四、提高勞動者素質(zhì),加強教育培訓;
五、充分發(fā)揮海關(guān)特殊監(jiān)管區(qū)的作用,發(fā)展研發(fā)、維修、檢測等新功能,大力發(fā)展國際物流配送。
The policies needed for pformation and upgrading of processing trade are: the principles of classified management; improving environmental costs; limiting and prohibiting "two high and one capital" products; strengthening labor law enforcement, ensuring labor costs to fully enter the cost of enterprises, strengthening human resources training and improving the quality of human resources.
After the global financial turmoil, faced with difficulties, there are different points of view. One view is that we should seize the opportunity to accelerate the pformation and upgrading of processing trade. This view is reasonable. But I personally think that the pformation and upgrading of processing trade must first survive, followed by development. Faced with global competition, this opportunity is very rare. If we lose this market, it is very high to re-enter the threshold. I think this is an opportunity, but the government needs to help enterprises overcome this difficulty. Labor cost, labor quality and labor productivity can bring a higher value chain, which is also an important direction for the pformation and upgrading of processing trade.
