On the 27 day, the State Administration of Foreign Exchange announced the verification of the short-term external debt index of financial institutions in 2009 (April 1, 2009 to March 31, 2010), and approved 32 billion 900 million yuan of short-term foreign debt index for financial institutions in 2009, an increase of 12% over 2008.

The foreign exchange bureau emphasizes that the incremental part of the new indicators in 2009 will be used to support the import and export trade financing of domestic enterprises.

The head of the foreign exchange bureau said that the index of short-term foreign debt of the national Chinese banks in the year 2009 was approved by US $9 billion 855 million, and that some foreign-funded commercial banks and short-term foreign debt indices were approved to have a centralized management of foreign bank branches of US $14 billion 573 million. The regional index of the branches and foreign exchange management departments in the central and foreign legal person banks and the foreign bank branches which did not implement centralized management on short-term foreign debts were approved by US $8 billion 448 million.

This is the first time since 2007 that the foreign exchange bureau has expanded the short-term external debt index of financial institutions.

At the same time, foreign banks are encouraged to solve the problem of source of funds through the use of RMB to purchase foreign exchange and domestic borrowing of foreign exchange.

Insiders pointed out that the reduction of short-term foreign debt was aimed at curbing the rapid rise in the proportion of short-term external debt and preventing the possible impact on China.

The head of the foreign exchange bureau said that the approved plan highlighted the support for trade financing.

We must pay close attention to the trend of changes in the size and internal structure of foreign debt, and always put risk prevention at the top priority. We must strictly control the inflow of foreign debt, which is characterized by high risk in the field of capital use, low threshold for capital outflow, and short-term inflow.

      此外，為合理利用外匯資源，滿足地方經(jīng)濟(jì)發(fā)展需要，外匯局還明確了將部分與地方經(jīng)濟(jì)發(fā)展聯(lián)系密切、短期外債指標(biāo)需要及時(shí)調(diào)整的金融機(jī)構(gòu)指標(biāo)核定權(quán)由總局下放至分局。此前，為便利貿(mào)易企業(yè)融資，外匯局規(guī)定90天以下貿(mào)易融資不納入銀行短期外債指標(biāo)。此外，將繼續(xù)執(zhí)行企業(yè)部分貿(mào)易融資可以結(jié)匯的政策。

      我國已出臺(tái)多項(xiàng)措施促進(jìn)對(duì)外貿(mào)易健康發(fā)展。財(cái)政部、國家稅務(wù)總局27日發(fā)布通知明確，從2009年4月1日起提高紡織品、服裝、輕工、電子信息、鋼鐵、有色金屬、石化等商品的出口退稅率。此次調(diào)整共涉及3802個(gè)稅號(hào)，其中紡織品、服裝的出口退稅率提高到16%。

      甲醇、部分塑料及其制品、木制相框等木制品、車輛后視鏡等玻璃制品等商品的出口退稅率提高到11%。此外，碳酸鈉等化工制品、建筑陶瓷等商品的出口退稅率提高到9%；商品次氯酸鈣及其他鈣的次氯酸鹽、硫酸鋅的出口退稅率提高到5%。
