They are: the leading academic leaders and outstanding talents in the academic and technological fields at home and abroad; obtaining master's degree, doctoral degree or professional technical personnel with senior titles; skilled personnel with good skills and good management skills; high level professional and technical personnel in the fields of high technology industry, leading industry, emerging industries, key projects and so on; and those who possess patents, inventions or know-how and belong to the advanced level of the country; other talents with special talents or significant contributions.

    The introduction of professional and technical management personnel, usually not more than 50 years old, the age of administrative personnel is not more than 45 years old.

    The "method (Trial)" stipulates that all the high-level personnel who have signed up for more than five years of work in Lanzhou will pay 500 thousand yuan for the "two houses" academicians, the "outstanding contribution" and "special allowance" experts, and the national talents of the "new century 10 million talents program", 200 thousand yuan, the provincial and ministerial level outstanding experts 100 thousand yuan, and the other urgently needed special professionals 50 thousand yuan.

    The employed special technical experts and chief professors will pay their salaries according to the standard of 1500 / month during the employment period.

    The introduction of high level talents in Lanzhou and their spouses and children pferred to the city will be exempted from all expenses in the process of mobilization and household entry.
