Inspection Method For Import Commodities Application

Import commodity inspection plays an important role in China's import safety.

The inspection of imported goods is divided into two processes: inspection, inspection and certification. A series of materials such as commercial invoice, packing list, bill of lading, import goods notice must be submitted.

First, report for inspection.

The following situations can be divided into:

(1) at the port, the inspection of imported commodities included in the import and export commodity inspection forms of the State commodity inspection department shall be carried out at the port level. The port shipping companies or the receiving and receiving departments shall apply for inspection by the freight forwarding documents and the declaration of import goods to the port commodity inspection authorities, and the port commodity inspection authorities shall verify and numbered the registration, and affix the "accepted inspection" seal on the import declaration form.

(2) at the destination of the goods, the imported commodities listed in the "species list" shall be reported for inspection.

The inspection unit shall fill in the import commodity inspection application form and submit an application to the local commodity inspection authority for inspection.

The following documents or certificates should be attached to the inspection:

(a) contracts for foreign trade pactions (copies);

(b) foreign commercial invoice;

(c) packing list;

(d) Bill of lading;

(E) notification of import goods.

If you apply for inspection of quality and specifications, you must also provide foreign quality certificates, instructions and relevant standards and technical data. If you want to apply for damage identification, you must provide a sample of the paction. If you want to apply for damage identification, you must provide documents such as cargo damage report or railway business record. If you want to apply for quantity and weight appraisal, you must also submit the weight list and tally list provided by the shipper.

The above documents are the basis for testing, identifying and judging the responsible party.

(3) import commodities that are not included in the "species list" shall be organized by the Department for collection and use, and the inspection results shall be communicated to the local commodity inspection authorities.

If the quality and quantity are found, the status quo should be maintained and applied to the local commodity inspection authorities for inspection.

Two, inspection and certification.

The commodity inspection authorities shall conduct inspection and certification after receiving the above application for inspection.

It will be completed within the time limit specified in the foreign trade contract.

Where the inspection is qualified, a notice of inspection is issued. If the certificate is not qualified, the inspection certificate shall be issued, and the order office shall be sent to the ordering company for external claims.

Taking import equipment as an example, the steps are as follows:

(1) acceptance preparation: supervise and urge the receiving and loading units to do well in the preparation for acceptance, including the establishment of a temporary acceptance group for command, pportation, acceptance, installation, commissioning, archives, security and so on, collecting and plating all kinds of information of imported equipment; familiarity with information, drawing up the acceptance plan; training and receiving personnel; carrying out goods stacking sites; having foreign manufacturers' technical personnel receiving joint inspection and installation, and doing well in preparation for reception.

(2) unpacking inspection.

Before opening the box, check whether the packing label is in conformity with the contract and the bill of lading, then check whether the outer packing is intact, whether there are any breakage, water stains, oil pollution and so on.

If a problem is found, after detailed recording, taking photos and storing damaged goods, apply for identification to the local commodity inspection authority immediately. If necessary, ask the insurance company personnel to come to the scene.

If the problem is not found, the case can be opened to view the equipment, the loading of the components and whether the inner packing is intact. Check the quantity according to the packing list to see whether the appearance is free from rust.

If problems are found, the above methods shall be adopted.

Explanation

1. there is a time limit for claims for imported goods, so inspection must be carried out within the time limit specified in the contract.

The Department for collection and use of goods shall apply to the commodity inspection authorities for examination and examination, and the inspection and certification time of the commodity inspection authorities shall be considered.

If quality problems are found in the inspection, and it is estimated that the inspection and appraisal can not be completed within the validity period of the claim, the receiving and loading department shall contact the ordering company in time for extending the claim period or retaining the right of claim.

The commodity inspection authorities have the right to refuse to accept the inspection beyond the time limit for claims and not providing the basis for extending the claim period or retaining the right to claim.

2. the general import equipment has a quality assurance clause in the contract.

During the quality assurance period, the quality problems caused by improper operation, maintenance and improper maintenance can be found and can be submitted to the commodity inspection authorities for reexamination.

3. when imported goods are unloaded at the port, the damaged or short quantity of the goods is found. The port outbound company or the Department for collection and use shall apply to the port commodity inspection authorities for inspection and give identification and visa.

Where there is any difficulty in inspection and appraisal at the port, the inspection department of the port shall go through the inspection procedures for the place where the goods are inspecting.

The local commodity inspection authorities generally do not accept the inspection if they do not go through the inspection procedures.

4. the import contract stipulates that the Seller shall come to our country for joint inspection, or if the problem is found to be the seller's responsibility after the arrival of the goods, it must be inspected at the inspection place stipulated in the contract.

5. the users of imported motor vehicles shall check and accept the driving license before proceeding to the local commodity inspection authorities for inspection of imported motor vehicles.

After the inspection, the motor vehicle inspection notice is issued to the traffic supervision department for a driving license.

6. important importers and large sets of equipment, consignees, in accordance with the terms of foreign trade contracts, carry out pre inspection, supervision or supervision before shipment in the exporting country, and the commodity inspection authorities may send inspection personnel to participate.
