所有向出入境檢驗檢疫局申請簽發產地證書的單位必須先在出入境檢驗檢疫局辦理注冊登記，經審核，被確認具有申請資格者，才能按正常程序向我局申請簽發產地證書。辦理注冊登記程序如下：
1.申請單位憑營業執照和批準證書(進出口經營權批準證書;獨資或合資企業批準證書;來料加工批準證書)到出入境檢驗檢疫局領取產地證注冊登記表和其他有關表格，并按要求填寫。
2.出入境檢驗檢疫局對申請單位提交的表格和資料進行審核，并派員到生產企業進行產地證注冊調查。調查內容主要為生產加工單位的性質以及生產出口商品的能力;產品的生產加工工序;所用原料、零部件的來源情況及它們在產品中所占的比例;出口產品的包裝、商標及嘜頭情況。生產單位應配合出入境檢驗檢疫局調查人員工作，并負責提供調查所需的有關材料，提供的材料必須真實、有效。經過調查，出入境檢驗檢疫局對申請單位是否給予注冊做出結論。
3.對予以登記注冊的企業，出入境檢驗檢疫局將為其建立企業注冊檔案。每個注冊企業都有一個注冊號，該注冊號在申請產地證時應填在申請書上，供計算機識別使用。

1.各單位產地證申領人員(證書手簽人員)必須是經過檢驗檢疫機構 培訓 ，并通過 考試 取得申領員資格證者。各單位憑申領員證到出入境檢驗檢疫局辦理產地證書業務，特殊情況下，可憑單位介紹信辦理。
2.申請產地證時，申請人需提交以下文件資料： (1)《普惠制原產地證明書申請書》或《一般原產地證明書申請書》一份，申請書需蓋申請單位公章; (2)繕制完整的《普惠制原產地證書》或《一般原產地書》一套，證書需簽字、蓋章。簽字人員應是取得產地證申領資格的人員; (3)正式出口商業發票副本一份，發票需蓋章，并應注明包裝、數量、毛重，否則還需另附裝箱單; (4)含有進口成分的商品，需提供《含進口成分商品成本明細單》;(5)后發證書，需提供提單; (6)如有必要，還需提供合同、 信用證 等其他有關的單據。
