The 11 departments of the NDRC and other 31 departments jointly issued the "opinions on promoting the development of remanufacturing industry" (hereinafter referred to as "opinions"), which listed auto parts and construction machinery and machine tools as the key areas to promote the development of remanufacturing industry. Insiders told the Shanghai Securities Daily that the technology and conditions for remanufacturing industry were ripe, and that they would step into the fast lane because of policy support.

According to the opinion, by increasing capital investment and eliminating system bottlenecks and pushing forward the remanufacture of automobile engines, gearboxes and generators, the remanufacturing scope of automobile parts and components is extended to drive shaft, compressor, oil pump, water pump and other components. At the same time, we will continue to promote the renovation of large old tires.

In order to improve the economic policies to promote the development of remanufacturing industry, the opinion points out that the catalogue of remanufactured products will be formulated to study fiscal and tax preferential policies for remanufactured products listed in catalogues, and that banking financial institutions should provide financial services such as credit and guarantee for remanufacturing. Special funds for recycling economy should focus on R & D, demonstration and promotion of remanufacturing technology to promote the development of remanufacturing industry. Encourage government agencies and institutions to give priority to the use of remanufactured products.

The 11 sector said that China will improve the level of remanufacturing technology, expand the field of remanufacturing, cultivate remanufacturing demonstration enterprises, regulate old parts recycling system, and expand domestic and foreign markets as the main task. The relevant departments will work out a plan for the recovery of scrap automobiles as soon as possible through the development plan of the manufacturing industry, and properly cancel the restrictions on the mandatory reversion of the "five major assemblies" of scrapped automobiles, improve the economic policies to promote the development of remanufacturing industry, establish the supervision and management system of remanufacturing, cultivate professional talents, and increase publicity efforts, so as to accelerate the development of the industry.

Xu Binshi, academician of the Chinese Academy of engineering, said that the annual economic losses caused by corrosion and wear in China's industrial sector accounted for 4.5% and 5% of GDP in the whole year respectively, while the losses in two developed countries were 4.5% and 5%, respectively. "The remanufacturing industry can save 155 billion yuan a year for the country".

Practice has proved that the performance and quality of remanufactured products can reach or even exceed the new products, and its cost is only 1/4 of new products, saving energy more than 60%, saving more than 70%, and maximizing the potential value of manufacturing products, so that energy resources will be close to zero waste. At the same time, the market demand for remanufacturing will also increase dramatically. Xu Binshi pointed out that since the reform and opening up, China's imports of equipment have reached trillion yuan, and these devices will soon enter the scrapping period.

Everbright Securities strategist Guo Guodong told reporters that it is difficult to accurately estimate the scale of the remanufacturing industry. But it is certain that remanufacturing is in line with today's theme of energy saving and environmental protection, and has high economic value and development space.

In 2002, the annual output value of remanufacturing industry in the United States was 0.4% of GDP. China's GDP is expected to reach 33 trillion and 500 billion yuan in 2009, which is expected to reach 37 trillion yuan in 2010 and 48 trillion yuan in 2015.

Therefore, Guo Guodong estimates that if China's remanufacturing industry level reached 0.2% and 0.4% in 2010 and 2015, the annual output value of remanufacturing industry will reach 74 billion yuan and 192 billion yuan respectively.

Guo Guodong believes that the technology and market of remanufacturing industry are mature. From the perspective of industry and industry chain, three types of enterprises will benefit from the development of remanufacturing industry. The first category is enterprises that have or may have remanufacturing technology in the future; the second category is spare parts manufacturers with matching capabilities; the third category is enterprises with recycling and distribution channels.
