    It is reported that the Ministry of human resources has suggested that on the one hand, we should continue to carry out collective bargaining of wages and wages, and on the other hand we should explore new ideas including tax incentives and other measures.


    Earlier, the head of the National Federation of trade unions has said that the proportion of labor remuneration in household income has declined for 22 consecutive years.

    In response, Jia Kang, director of the Fiscal Science Research Institute of the Ministry of finance, said that the actual changes in the statistics have led to a real reduction in the actual salary of workers from 1993 to 2007, at least by 6 percentage points.


    Jia Kang said that the proportion of labor remuneration decreased year by year, which should be taken seriously. The government should increase the adjustment of national income distribution, increase the proportion of residents' income in national income, and raise the proportion of personal wages in the initial distribution.


    "If there are still problems in the operation of small and medium-sized labor-intensive enterprises, it is obviously unrealistic for the government to ask the difficult enterprises to raise wages for their employees." Su Hainan, vice president of the China Labor Association and chairman of the remuneration Specialized Committee, said that the operation and payment ability of these enterprises were not fully taken into account. This is a major reason why the governments at all levels promoted the labor-intensive enterprise employees to wage collective bargaining and promote wage growth in the past few years.


    It is reported that the idea of the Ministry of personnel protection is as follows: to increase the wages of enterprises difficult to reduce enterprise income tax, value-added tax, business tax, to promote the normal growth of wages.

    The relevant departments of the Ministry of human resources are, on the basis of the original guidance, drawing on the relevant research results in the past two years, and further studying the detailed measures to enhance the operability of the policies for the normal wage growth of enterprises, especially labor-intensive enterprises.


    This coincides with the idea of the National Federation of industry and commerce.

    Since March 2010, the National Federation of industry and Commerce has launched a survey in many provinces and cities across the country called "SME development environment and wage growth mechanism for workers".

    The survey lasted for one year, and the survey results will be submitted to the Central Committee as a decision reference.


    Huang Mengfu, vice chairman of the CPPCC National Committee and chairman of the National Federation of industry and commerce, suggested that the government should further increase support, improve the development environment of small and medium-sized enterprises, improve the profit margins of small and medium-sized enterprises, create conditions for the wage growth of workers, and formulate specific policies for workers' wage growth according to the specific conditions of various industries, so as to form a system guarantee.


    Chen Yongjie, director of the Research Office of the National Federation of industry and commerce, suggested that in order to solve the problem of the difficulty in increasing the wages of small and medium-sized enterprises, it is necessary to reduce the proportion of the state finance and tax paid to the enterprises in order to raise the proportion of staff salaries.

    Especially for small businesses with small profits, it is suggested to give appropriate tax relief instead of tax return.


    "If tax concessions are implemented, they will play a key role in promoting the normal wage growth of these enterprises, and these workers are the main components of low wage groups. Increasing their wages is an important way to increase the proportion of labor remuneration."

    Su Hainan has high hopes for the implementation of preferential tax policies.


    In order to avoid some enterprises from evasion of taxes, Hainan recommends that the financial difficulties of enterprises that apply for this preferential tax policy should be reviewed first, and that the enterprises that are really losing money or no profits and small profits can give corresponding preferential tax policies.

    At the same time, it is necessary to study how to share the tax burden between tax and land tax reasonably.


    Even under the influence of many unfavorable factors such as the international financial crisis, the total revenue of China's tax revenue in 2009 was still 5 trillion and 951 billion 470 million yuan, an increase of 9.8% over the same period last year, which is higher than the 8.7% GDP growth rate of that year.

    A number of people pointed out that the Chinese government's tax revenue has maintained a high growth rate over GDP for many years. It should be appropriate to benefit the people and implement the preferential tax policy.

    In this regard, government finance can be sustained.


    According to people familiar with the matter, the people's Department of the Ministry of human resources has exchanged views with the Ministry of Finance on the preferential tax policies for the normal growth mechanism of wages for employees.

    However, there is still a big gap between the two sides.
