At present, China has entered a critical period to accelerate the pformation of the mode of economic development in order to promote sustainable development.

To speed up the pformation of economic development mode, the key is to have strong external forces, just as the pformation of graphite structure to diamond structure requires the harsh external conditions such as high temperature, high pressure and catalyst.

First, we must resolutely fight the decisive battle for pollution reduction and promote the economic restructuring with a forced mechanism.

Through hard work, by the end of 2009, the National COD and SO2 emissions decreased by 9.66% and 13.14% respectively compared with 2005. The emission of sulfur dioxide has exceeded the "11th Five-Year" target, and the COD emission reduction is also close to the "11th Five-Year" target.

Since the beginning of this year, we have set the target and added pressure to make clear that chemical oxygen demand will be reduced by 200 thousand tons under the premise of achieving the goal of "11th Five-Year". Sulfur dioxide will be reduced by 400 thousand tons on the basis of the task that has been completed in 2009.

We will further study and improve the emission reduction indicators, monitoring and assessment system, closely integrate pollution abatement with improving environmental quality, and explore the establishment of emission reduction targets, focusing on environmental quality, emission reduction tasks based on environmental quality, emission reduction assessment based on environmental quality responsibility system and working mechanism, vigorously promoting structural emission reduction, engineering emission reduction and management emission reduction, and promoting the pformation of economic development mode and industrial structure through the conduction mechanism of pollution abatement.

Second, deepen the environmental impact assessment system and promote industrial optimization and upgrading with source control.

We should strictly control the blind expansion of the "two high and one capital" industry and resolutely curb overcapacity and low-level redundant construction.

We should improve the accountability mechanism of the EIA, assessment and approval, and coordinate the linkage mechanism of the departments, so as to strengthen the EIA management of construction projects.

For the areas where the backward production capacity has not been completed on schedule, the implementation of the EIA for the construction projects will be carried out in the "regional limited batch".

We should improve the planning environmental impact assessment, explore the strategic environmental assessment, and implement the concepts and requirements of resource saving, environmental friendliness and ecological civilization in the economic and social development plan, and strive to build a national economic system and social organization system with resource conservation and environmental friendliness.

Third, we should improve and perfect the standard system of environmental regulations and policies, optimize the allocation of resources with environmental costs.

We will continue to explore and improve environmental policies and promote the integration of economic development and environmental protection policies.

We should actively promote the reform of the prices of resource products and environmental protection charges, improve the fiscal and taxation systems that encourage energy conservation and environmental protection, study and formulate industrial policies conducive to environmental protection, and deepen environmental and economic policies such as green taxes, green securities, green procurement, and green trade.

Fourth, we should enhance environmental technology innovation and support capabilities, and expand the environmental protection industry by market orientation.

We should accelerate the development of emerging strategic industries and environmental protection technologies, and build a technological innovation system with enterprises as the main body.

We should develop and popularize advanced, applicable technologies for saving, replacing, recycling and reducing pollution, promote the development and growth of green economy, lead technological upgrading and minimize pollutant discharge.

Fifth, we should further protect and improve people's livelihood and promote green lifestyle to boost consumption patterns.

Environmental protection is a major livelihood issue.

Economic development determines people's living standard, and environmental conditions determine people's living conditions.

With the improvement of living standards, the people sincerely hope to drink clean water, breathe fresh air and eat safe food.

We insist on combining environmental protection with improving people's livelihood. We should safeguard the safety of drinking water as the primary task and concentrate our efforts on solving heavy environmental problems such as heavy metal pollution.

At the same time, we should actively advocate moderate consumption and green consumption, and change the mode of production and consumption patterns that have led to the destruction of their own living environment.

Strengthening environmental protection and promoting the construction of ecological civilization are of vital importance to the vital interests of the masses. It is inseparable from the wide participation of all sectors of society.
