    Strategic Focus Of Technological Innovation In The Next Ten Years

    Recently, the State Council held a standing meeting to hear the report of the Chinese Academy of Sciences in implementing the knowledge innovation project, and deployed the strategic focus of scientific and technological innovation, organizing and implementing the strategic leading technology special task.


    The conference said that from 2011 to 2020, we should continue to carry out the knowledge innovation project in depth, and focus on breaking through the leading scientific problems that drive the technological revolution and promoting industrial revitalization, break through the major public welfare scientific and technological problems such as raising the health level of the people, ensuring the improvement of people's livelihood, and protecting the environment and the environment, and breaking through the strategic high-tech problems of enhancing international competitiveness and safeguarding national security.


    The meeting pointed out that we should clarify the strategic focus of scientific and technological innovation, and focus on arranging and organizing innovative activities in three aspects: strategic scientific and technological issues, important directions for innovation and leading research in frontier areas. We will organize and implement the strategic leading technology special projects to form major breakthroughs in innovation and cluster advantages. Adjust and optimize the layout, build regional innovation clusters and open innovation infrastructure. We should deepen the reform of the Institute and form an institutional mechanism conducive to encouraging innovation. We should cultivate innovative talents and build an innovative team with moderate scale and structural optimization. We should improve the competitive preferred employment mechanism and allocate incentive and restraint mechanisms. We should improve the educational system closely integrated with scientific and technological innovation. We should strengthen cooperation with enterprises, industrial departments, local universities and other scientific research institutions as well as international scientific and technological cooperation, absorb international innovative resources, promote integration of production, teaching and research, and speed up the transformation of scientific and technological achievements.


    Last year, the state identified key tasks for the major science and technology projects to be speeded up and implemented ahead of schedule. On the basis of the central government's investment of 32 billion 800 million yuan in 2009, it arranged about 30 billion yuan in 2010, and at the same time led enterprises to invest. It mainly promoted the implementation of 11 major science and technology major projects such as high-end CNC machine tools and basic manufacturing equipment, large aircraft, new generation broadband wireless mobile communication network, core electronic devices, high-end universal core and basic software products, large scale integrated circuit manufacturing equipment and complete sets of technologies, large oil and gas fields and coalbed methane development, large scale advanced pressurized water reactors and high temperature gas cooled reactor nuclear power plants, water pollution control and control, new varieties of genetically modified organisms, major new drugs, major infectious diseases such as AIDS and viral hepatitis.


    The 2010 annual meeting of the Chinese Academy of Sciences pointed out that the Chinese Academy of Sciences has preliminarily confirmed the special projects to be promoted in advance, including the future advanced fission nuclear energy, space science satellite, and the efficient and comprehensive utilization of the new generation of low-carbon coal.


    Premier Wen Jiabao recently wrote that the overall level of "made in China" is at the low end of the international industrial chain. Whether it is promoting key projects such as large aircraft, high-speed trains, electric vehicles, or developing important industries such as electronic information, energy saving and environmental protection, they are faced with a series of key material technology breakthroughs. We must speed up scientific and technological research in the fields of microelectronics and optoelectronic materials and devices, new functional materials, high-performance structural materials, nanomaterials and devices, and form a new material and intelligent green manufacturing system with advanced level in the world as soon as possible.


    In order to see clearly the 11 major scientific and technological projects, the following are listed separately:
